Grant Street and S.W. Tigard Avenue. This approval is subject to satisfying the following Conditions 1. An additional 10 Mahonia should be added along the back parking lot line. 2. Applicant and, staff determine which of the existing oak trees should be removed. New oak trees 1 - 1P, caloper 81 tall shall be planted in their stead and additional oak trees be added along the west property line. • 3. Large shade trees (preferably oak) and shore pine should be planted along Grant and Tigard St. (shown in red on the plan) 4. More deciduous and evergreen shrubs be added to the landscape buffer. 5. A vine mspie be added to the center corner planter •' '` on the east side. 6. (Wash. Co. Tax Map 2S1 2DA, tax lot 200) . APPLICATION: Victor M. Seeber BASIC FACTS : 1 . Site is designated "Industrial" on the Neighborhood Plan II and zoned "M-4, Industrial Park" . 2. The site is presently vacant and used 'for pasture, The area is; Fanno Creek flood plain to the south, a single family residence to the west, Burlington Northern Railroad • right of way to the north and two single family dwellings to the east across SW Grant Avenue, 3 . Tigard St . from Pacific Hwy , to Katherine St, is all designated industrial on the neighborhood plan and zoned M-4 except for three parcels immediately west of the site. 4 . Section 18 . 52, 020 of the Tigard Municipal Code (7) allows warehousing and wholesale distribution as conditional use in the M-4 zone . 5 . The Neighborhood Plan II designates SW Tigard St . as an arterial and SW Grant St , as a collector street . Section 18. 12. 100 further designates Tigard St . as an arterial requires 6 . Site plan has satisfied setback requirements of Section L . 18 . 52. 040 Tigard Municipal Code in that the buildings are set back 70 ' from the center line of SW Tigard St. , and SW Grant Avenue and the front 20' of that setback , is shown for landscaping. , 3. Section 18. 52. 070 Tigard Municipal Code requires that industrial activities abutting a residential zone shall z provide and maintain an evergreen landscape buffer. The ' .,- applicant has shown 19 arborvitae plant from five to ten feet on center. This spacing does not appear to realize : . • the necessary screening effect , 5 on center would more effectively achieve that . . 4. Section 18, 60 requires that a minimum of one parking space . per 1000 square feet gross floor area be provided for . industrial building. Since no tenant js known at this time , a minimum of eleven parking spaces should be provided. • . The site plan shows 12 spaces, this appears to satisfy , the code requirements. ,, 5. The site plan shows proposed loading areas in front of ' ..; each of the warehouse spaces. Turning areas appear to . be adequate. . 6. SW Grant Avenue and SW Tigard St . are presently 40 foot , • .- right of way. Four spaces Ire planned, one of which will be occupied by Triple S Sales, Inc. , ervice distributor of snack items. . ! The lot is zoned M-4 and the planned use is listed as acceptable with conditional use permit. Several similar warehouse/office complexes in the area were called to check on availability of spaces. Most spaces were filled to capacity and no more were available for several months. More buildings of this type are needed in Tigard to serve existing small businesses and to draw mole small businesses to the area, Triple S Sales and compatible businesses are non-polluting and would require minimal publice services such as water and sever. There would be very little noise if any generated by these businesses. Traffic would be increased only by the employees arriving to and leaving work and by once a week deliveries by a 27' truck, Plants and shrubs are planned for screening to protect neighbors' privacy. The site is away from high trafficked areas. This is beneficial to Triple S Sales as the company does not deal with the general public.
