Staff recommendation:
The staff now recommends approval of this application with
conditions.
The applicant has redesigned the site so that the new street
in the development is in direct alignment at its intersection on
McDonald with 102nd Avenue. The development is shown with 28 units
on a site of 152,460 square feet which allows approximately 5445 sq.ft.
of property per unit. The interior parking areas shown have eliminated
all driveways onto 103rd Avenue and McDonald.
The conditions the staff would impose are:
1. that all utilities be underground
2. that the street shown be paved 40 in width and have curbs
3. that a satisfactory agreement for the maintenance of the
landscaping in the common areas be shown before the issuance
of the building permit and in the event that such areas are
not maintained, the City may cause such maintenance to be
done and assess the property owner(s) accordingly.

other side of McDonald St. As it is now shown, there
is a dangerous jog. The staff feels that realigning
this roadway will cause major changes in the layout of
the development, and that this should be accomplished
before any final Commission decision is made. It is also
recommended that the number of units be reduced to a
total of 26 in order to relive the cramped look of the
development.

a. Bob Cooper explained his development of 15 duplexes,
each on 8,000 sq. ft. lot, and pointed out that there
other streets in the City which do not align. He
further stated that 102nd is not a major street and
there is little reason to feel that there would be
much through traffic.

3. Commission discussion and action.
a. Mr.. Paterson asked Mr. Thompson to explain his
objections to the road pattern.
Mr. Thompson explained that there is a higher accident
late at intersections which are not aligned; streets
should be offset at least 100 ft. or aligned directly
across from each other,
b. Mr. Aitken said he felt the street should be in
alignment, no natter how much or how little through
traffic is expected.
c. Mr. Nicoli said he would like to see the density
reduced; that he though the layout was poor and
wouldn't look residential at all; and that he wo uld
vote to deny it.
d. It was moved (Aitken) , seconded (Severson) and passed
by the majority vote of the Commission (Mr. Nicoll
dissenting, Mr. Thompson abstaining), that the public
hearing be continued at the nett meeting, so that the
applicant ma y rework his layout to provide more open
space with less density and to align 102nd Avenue
on both sides of 99W.

1. Staff recommendation for approval with conditions.
2. Public bearing opened
a. Mr. Cooper, applicant, spoke, explaining the proposed one
story development of 28 units.
b. Mr. Paterson asked about sidewalks for the development.
Mr. Cooper said that they could be included in the final
landscaping plan.
Mr. Lewis stated he felt people shouldn't have to walk
in the street, that sidewalks should be provided.
Mr. Woodard suggested that a sidewalk along one side of
the proposed street and a sidewalk along 103rd and one
along McDonald might be sufficient to serve the development.
Mr. Cooper said that the rents would be around $200 a
month, so he felt that the number of children would be
minimal in the development, and that most pedestrian traf-
fic would be within the project since the nearest shopping
is three or four blocks away.
Mr. Thompson said that sidewalks would be difficult to put
in on 103rd and on McDonald because of the storm ditch and
unimproved street.
0. Mr. Lewis said he was concerned with t c density, that
with the street acreage subtracted from the overall
acreage, there was actually only about x,500 square feet
per unit. Mr. Phillips stated that 100 units could be
built on this with A -2 zoning and approximately 14 units
with R -7 zoning. He said he felt that the planned
residential should be somewhere in between and that
this was closer in density to R-7 than to A-2. It was
also his opinion that this development would be a better
one than a subdivision of single family homes off of such
a busy street as McDonald,
d. Mr. Nicoli said he still thought the plan looked congested,
and would only look like an apartment complex.
e. It was moved (Aitken), second ►d (Phillips) and passed by
majority vote of the Commiss.on present (Mr. Nicoli
dissenting) that the application be approved as shown on
the plan with the following conditions:
1. That all utilities be underground
2. That the street shown be a 40' right of way with curbs.
3. That a satisfactory agreement for the maintenance of
the landscaping in the common areas be shown before
issuance of a building permit, and in the event that
such areas are not maintained, the City may cause such
maintenance to be done and assess the property owner(s)
accordingly.
4. That lighting be installed along the 40' street and in
the parking areas, plans to be approved by the City
Staff.
That sidewalks be installed which would adequately
serve pedestrian traffics plans to be approved by the
City Staff.
