pedestrian path and also a centrally accessible recreation space, and
#12 no platted lots will encroach in the flood plain.

Altman answered yes, but that the process would most likely take up to two

1. The subject site is designated "retail commercial" on
the NPO 46 Plan and is currently zoned C-4 "Neighborhood
Commercial" : .
2 , Section 18. 32.020 (9) of the Tigard Municipal Code allows
professional or commercial offices as a conditional use
in the C-4 zone.

3. The site is a flat, vacant parcel, fronting on the
. cornet of 105th and McDonald Streets. Surrounding land
• uses are a Seven-Eleven store to the west, a Sears Credit
Office to the north and across McDonald Street, apartments
to the east, and the Tigard Care Center to the south.
4. On September 20 , 1977 the Planning Commission approved
a conditional use (CU 26-77) for a 7 ,430 square foot
commercial/professional office building with the

Gentlemen;
In behalf of the SunPace Corporation we are requesting approval of a Conditional
Use Permit for an 11,000 sq. ft. office building to be located at the corner of
S.W. McDonald St, and S.W. 105th,. Ave. as required by the C-4 zone ordinance in
which this parcel is located.
f' The Comprehensive Plan shows this property as being in the fringe of a "Retail"
zone with the adjacent zone being "Urban Medium Apartment" zone. Since a
commerical office building is considered acceptable in this zone as a conditional
use, as demonstrated by other office buildings within the same zone, the use
can be considered as conforming to the Comprehensive Plan..
The community need for such a use can be demonstrated by the current non-
availablity of quality office space in the Tigard area. This office building
will help satisfy that need and help circumvent the loss of tax revenue to
surrounding areas with available office spaces.
In reference to any changes that the proposed use will have, its best to
make a comparison between this use and what would happen if a permitted retail
use was there instead, For instance, the vehicle trip generation of a retail
use is higher than an office building use which means an office building
would not have as great a negative impact as a retail use would on the surrounding
• streets. An office building will have an insignificant impact upon any of
the public services, except for mass transit, which is readily available o►1
nearby S.W. Pacific Highway. In fact, the office building's impact on public
service can be less than many of the approved retail uses such as Bakery,
Laundromat, etc.
When looking at the proposed office building use, the current trend of the
areas development should be taken into account. At present in the immediate
crea, there
convalescent center,
are two office, real
ns, a quick stop grocery store, tire store,
realty office, apartments and single
family residences, As you will note, there is already and established trend
of offices being permitted within this "Retail" zone without any adverse
effect on the neighborhood.

The proposed office building will have minimal impact upon the surrounding
neighborhood. The building will be a contemporary design with the use of
appropriate building materials and landscaping to allow the project to blend
+. harmoniously with the surrounding area. As pointed out above, the office
building use will have less of an impact upon the neighborhood than a retail
use would.
All of the public services required by the office building are already provided
to the area. The building's impact upon the fire protection, police protection,
water, school , utility and sewer services will be minimal , When it comes to
discussing street impact, a more in-depth anaylsis is meritedt According
to the "ATE Technical Committee 6A-6, Trip Generation pates" report the office
should be expected to generate 132 average weekday vehicle trip ends. The
peak hours for the adjacent street traffic will be between 7 and 9 A.M. when
26 vehicle trip ends can be expected and between 4 and 6 P.M, when 23 vehicle
trip ends will be generated. Keep in mind when evaluating, this information,
that a retail use would have a much higher generation of vehicle trip ends.
This building will also provide a positive influence upon the nearby public
transportation since a high concentration of people needing transportation
,t44 ; are within one-half block of such services.
In summary, the granting of this conditional use will provide e much needed
high quality office space in the Tigard area that will blend harmoniously with

the nieghborhood and will be in keeping with the area's development trend.
