The applicant is requesting a conditional use to locate a martial arts studio in the Schultz Professional Bldg. 2. The site is zoned C-3 General Commercial which authorizes the Planning Commission to consider as conditional uses the following: o 18.20.0 20 +'Amusement enterprises, including billiard or pool hall, bowling alley, boxing arena, dance rt», hall, public swimming pools. Section 18.12.030 allows the Planning Commission to authorize uses not specifically listed in the code if the use is of the same general type and similar to the allowed uses if not specifically listed in another Zone. 3. Section 3302 (a) of the Uniform Building Code states: ”In all occupancies floors above the first story having an occupant load of more than 10 shall have not less than two exits which are easily accessible to all occupants. a• II STAFF OBSERVATIONS: The proposes site is below grade of Pacific Highway and slopes away toward the Crystal spring area drainage. May 11, 1977 To: City Council of Tigard From: Kenneth W, Lic'far, Jr. Tracy's Karate Studio The nature of the proposal is to relocate the karate studio. The reason this particular location was selected was because of the surrounding businesses and easy access on and off pacific Hiway. The surrounding businesses are businesses of entertain- ment and sport, (Bowling Alley, Pizza Caboose and Tigard Gym.) The building is zoned for retail, commercial and professional office use. The building is zoned the same as Tigard Plaza, where we are currently occuping a space. Karate is clearly a professional business. Therefore, we are in complete con- formance with Tigard's Comprehensive Plan. This locvtion would make more people aware of a karate school in taeir community and let there take full advantage of the oppor- tunity to protect themselves as well as being able to keep physically fit. • The need for a self defense school is evident, with a growing rate of assults and rape, a person need to know what to do and how to do it incase they should become a victim. A 1 r r•. There is also a growing cry for various ways to become and keep physically fit. Karate is one of the best ways to keep physically fit. The city of Tigard will benefit from the businL.s because . J. it will bring more people into Tigard. Those people will stop 0 and patronize other businesses thus building the city of Tigard. t.' Tracy's Karate Schools are one to the most respected self defense schools in the United States. It is also one of the most socially accepted schools because it teaches the people self esteem, to have pride in themselves. There would be virtually zero bad effects upon economic or social conditions, Lessons are private, 1 or 2 persons at a time, per half hour thus it would not cause any traffic fluctuation. The effects on adjacent sites would only help those businesses, The school would bring more people into the area. With more people you have more sales. The effect' could only be good, ;�,• More people coming in, more mone y going into the Ti and community. • The types of public services needed would be rest rooms, waterand sewer services, police protection and fire protection. The building is easily accessable, therefore fire equipment • and police could get to building easily if need be.
