Dear Mr. Brooks :
As we are all aware, many surrounding communities have
looked with envy at Tigard for the sound financial base
which the industrial development in Tigard provides, but •
there have also been comments on the visual impact
caused by this boon . The steps which your community
has taken to insure that this visual impact is favorable
are commendable. Your flexibility and patience in
• realizing that your industrial residents must grow in
order to remain healthy and for permitting some variances,
while sound long range solutions are worked out are also
commendable.
•
Our case in point is the proposed Irvington-Moore Office
Building to be located on Hunziker Road adjacent to their
present site. The attached photograph"A11 shows the
existing three temporary trailer buildings which the
company has occupied since January of 1972, while plans
for the new proposed office building shown in photograph
"B" were being developed , This new office building will be
located oil a separate site which is to the left of the
facility shown in photograph 11A" and will effectively
screen that facility from Hunziker Road and permit the
removal of the trailers. The site plan for the new
building includes extensive landscaping which has been
conditionally approved by the Tigard Planning Commission .

In addition, the new owners of Irvington-'Moore, who
presently lease the property, have expressed to the
•
Tigard Planning Director a willingness to meet with
Planning and discuss bringing the landscaping of the
balance of the property into line with the newest .
ordinances as their own plans for the acquisition of the ',
property develop .
At this point in time, nearly nine months have been in-
vested in the development of plans for the new building . •
The plans were submitted to the Tigard Building Depart-

advised that the permit is dependent upon the approval
of a minor land partition by the Planning Commission and
the issuance of a sewer permit. .4
Our petition for the minor land partition has been sub-
mitted to come before the Tigard Planning Commission on
August 7th, but the sewer permit seems to be a much less
definable quantity.
This new building will represent
more connections, but no immediate manpower increases
are contemplated so that the actual sewer loading will

not increase.
We are proud of our efforts on this project. We think
that the project will result in an improvement in the
appearance of this industrial property. It will be a
favorable addition to the industrial community on
Hunzlker Road . We hope that we can count on your active
support as well as your moral support in getting this
project under way.

Dear Mr. Rangila:
With reference to Ordinance No. 72-2, we are pleased to report
as follows:
• 1. An outside storage area has been constructed and provided

with a sight obscuring fence. Outside materials have been
moved into this area.
2. The lumber sorter and stacker has been dismantled and re-
moved. Two small lumber feeding devices which we desire to
retain, have been cleaned and painted.
3. All parking areas have been paved and provided with curbs
and striped parking spaces.
4. A sight obscuring fence has been constructed along the re-

taming vall on the Westerly property
5. Window se)reens have been installed on the windows along the
West and North sides of the building.
6. All prepatory work has been done by our Landscaping Contractor,
• and plantings have been made in the planter island in the
parking lot. All of the remaining plantings will be made as
• soon as seasonal conditions will allow the various ■rees and
shrubs to be transplanted. Our contractor estinim'ces that this
can be completed by the middle part of November.

Irvine is the successor of Irvington Machine
Works, Inc. which moved its plant from Portland to the
present site in 1959.
Irvinaton-Moore is, engaged in the manufacturing of
machinery used in the forest products industry. It
employes 150 to 160 persons. Its annual payroll
ap )roxjmates $1, 500,000. This manufacturing plant
was first established in a building approximotely
38,000 square feet constructed 159. It has just
completed two new buildings. The square footage of all
buildings total 78,000 square feet. The total plant is
located on a tract of land approximately fifteen acres.
The DeKonini•..s plan to construct an additional building
to be used by Irvinrton-Noore as an office building
which will contain approxirately 25,000 square feet.
Conditional use is requested for the following: •

The staff finds tht Section -6 of the Oity of Tiard
Zoning Ordinance reouires that all areas used for

It is the staff' s opinion that outside storage areas
should always be fenced in order to provide both visual
screening and to confine storage areas.
The staff further finds that desirable screening from the
abutting residential properties can only be accomplished
with dense tree planting along the westerly property line .
Such a croen will provide both a vioual and noise buffer.
It is recommended that the request for outside storage
and the temporary offices be approved, and the temporary
parking lot be denied, with the following conditions
1. The use of the three temporary offices shall be
limited to a period of one year, at the end of
which time permanent or alternative office sPace
shall be utilized.
2. The outside storage area shall be located behind
the buildinre, and fenced, plans to be approved b:e
the City staff. If the existing lumber sorter
and stacker is no longer in use it shall be
dismantled ,tnd revoved. Otherwis,l, it shall be
maintained in good condition.
3. A r1ens strip of trees shall be planted alone: the
westerly proverty line if an agreement for an
easement or purchase is accee:tod by the adjoining
vroperty owners. In addition, the front 10 Peet of
the subject property nhall be landscaped and main
tained.
4. A detailed Parking and landscaping plan showing
the location, varieties and sizes of trees anc

and E. W. DeKoning testified in favor of
the request.
b, Mr. Sussman stated that one trailer housed
the planning department, the second housed
the purchasine, lepartment, and the third
housed a computer.
c. Mr. Sussman stated that the present parking

landscape the front 10 feet.
e. Mr. DeKoning stated that Irvington-Moore
had tried to buy some of the property to

but the property owners had refused to sell.

Reason for Conditional Use or Variance
Applicants, Edwin W. DeKoning and Patricia DeKoning,
owners, and Irvington-Moore a division of U.S.N.R. , lessee of
property owned by said DeKonings, request conditional uses of
property with respect to the alleged apparent violations
% referred to in letter of October 15, 1971 addressed to Irvington-
Moore by Ray Rangila, City Planner of City of Tigard.
Said letter makes specific reference to Section 170-2,
210-6, 245-1 and 190-6 of the zoning ordinance of the City of
Tigard.
Irvington-Moore is the successor of Irvington Machine
Works, Inc. which moved its plant from Portland to the pre-ent
site in 1959.

Irvington-Moore is engaged in the manufacturing of
machinery used in the forest products industry. It employes
150 to 160 persons. Its annual payroll approximates $1,500,00.
This manufacturing plant was first established in a building
approximately 38,000 square feet constructed 1959. It has
just completed two new buildings. The square footage of all
buildings total 78,000 sqLare feet. The total plant is located
on a tract of land approximately fifteen acres. The DeKonings
plan to construct an additional building to be used by Irvington
. Moore as an office building which will contain approximately
25,000 square feet.
Conditional use is requested for the following;
(References are made to the sections in October 15, 1971 letter
in the order set forth therein.)
1. Section 170-2. Outside Stora e. Outside storage
, of steel beams used in the manu .acturAng o sawmill and lumber
manufacturing machinery, and outside storage of prototype of
lumber sorter and stacker used fot display, demonstration and
experimentation. It is not feasible or practical to have same
in an enclosed building.
2. Section 210-6-B. Screening. Temporary storage
of scrap metal and removable waste resulting from operation of
manufacturing plant cmd which is removed periodically. The
location of this area is far removed, approximately 400 feet,

from pedestrian and vehicular.traffic. It is not adjacent to
such traffic. There are residential units to the west of this
area, none of which is closer than approximately 175 feet.
Said residences are on elevated ground and a fence as required
by the ordinance would not obstruct the view of this area by
the residents approximately 175-feet away on elevated ground.
Applir;ants would be willing to plant trees on the adjacent land
to the west to serve as a screen if permission were granted by
' owners of said land, or applicants are willing to purchase a
strip adjacent.y p of said adj� property from said owners and plant such
trees. Applicants previously attempted to buy a strip of prop-
erty from owners to the west in order to plant trees to serve
as a screen. Owners refused to sell and applicants then offered

to plant trees on thistadjacent property with the permission of
the owners and this was also refused by said owners.
3. Section 2445--1.
Temporary structures. Irvington-
Moore is presently using three temporary structures as offices.
They are adjacent to the main plant and are approximately 300
feet from the closest road. Although such temporary structures
were co nstructed originally y as trailers they are re in reality
temporary buildings and are not trailers and can be made into
permanent buildings by slight modifications. Their use is
absolutely necessary to the operation of this business. It is
contemplated that when the new office building is constructed
said buildings will be removed.
4 Section 190-6. Off street parkin- area. This
present off street parking area exc usive o .ui ding site is
approximate) 30,000 square feet and is heavil y�' 30� �. y grave led and
will be maintained in good condition for parking necessary and
required for employees and visitors.

build a new office building a art of said area. The exact
size and location of the new office building has not yet been
determined and will be constructed either to the west of the
present off street parking area or on part or all of the present
off street parking area. When said new building is constructed
the remainder of said area used as an off street parking area
will be covered with asphalt.

1. GENERAL
All trees aad plants shall be of top quality and shall be attractivei
arranged acid spaced approximately as shown on the attached plane The trees
shown in Planting Areas 10 2 and 3 shall be Liquid Amber Styraciflua (Sweet
• Gum), 5 feet ir height, and shall be spaced approximately 20 feet apart. •
Total quantity in the three areas not less than 13 trees. Interspersed
among these trees shall be Juniperus Sabina T'amariscifolia (^am Juniper'' ,
` a total of not less than 23 plants as shown: on the plan drawing.
The trees in planting areas 4 and 5 shat_ be Pinus Contorta (Shore P;.ne),
•2 to 3 feet in height, and spaced 18 to 20 Feet apart, total of not leas
than 11 trees in the two areas as shown on the plan drawing.
. The trees in Planting Area 6 shall be Pdpulus Nigra Lonbardi (Lombardy.
poplar), 6 to,8 feet in height, space,d 18 to 20 feet apart, total of not
less than 9 trees as shown on the plant drawing.

2. PLANTING •
Planting hoses shah. be two times the root ball •
size in diameter, and
shall be dug to a depth equal to half the diameter below' the root ball. 4

3. STAKING
All trees shall be staked with 2" x 2" stakes.
4. MULCHING
Coarse fir bark mulch not less than 3" deep shall be provided to cover
each planted area. There planting areas abutt paved areas, the mulch shall

be at least 2" above the paving. .
WEED I(ILLERS
Casaron weed killer shall be properly applied to all areas after planting
and mulching.
6. GUARANTEE
The landscaping contractor shall guarantee the quality of all plantings,
' materials and workmanship, and shall meet or exceed all of the foregoing

owner. This rr3view shall be made with, and to the satisfaction of the
owner or his authorized representative.
7. PAYMENT •
Upon completion of work a total of 90 % of the bid price shal be

The remaining 10 % shall be paid upon the completion and satisfaction of the
