IRVING GARD eORTLAND, OREGON 97232 April 10, 1972 ,f A City Planning Commission Tigard City Hall Tigard, Oregon Attn: Ray Rangila, City Planner . Gentlemen: I want to thank you for providing time for me at your "planning session" ia::t Tuesday evening. Your commission is the only group that has ever afforded us the opportunity to discuss our needs and plans outside the public hearing. This is a refreshing and 'I think most useful method of gaining mutual understanding. w, Based on our discussion at the planning session, I would like to at this time formally request the commissions permission to relocat.' our high- way identification sign. As I explained last Tuesday night, the State will take 85% of the present sign casement area for additional right-of-way for the new overpass sion s approval to move and interchange. We therefore request the right-of-way `indicated on the attached our sign location to our leased premises as is plot plan. Our final request is that we be allowed to fill in the letters SHELL , which were erased by condition when the Conditional Use was first approved. • I shall appreciate your earliest approval to this matter so that we may comply with the State's taking,, N bi Thanks once again. ° Your ,,qty truly, a Iffw t / ' c R. Ray Rangila answered by stating that 98th would be improved to a minimum of 50 foot right-of-way, with paving, curbing, etc. to meet City standards. d. Mro Forest Whitthar, 11700 Sao 98019 asked what side of 986 would the additional right ,of-way be taken. Mr. Whitthar also asked if the improvements would go to the end of the street and if his side would have to give because they gave for improvements some years ago. Ray Rangila stated that it would have to be a co-operative agreement with the people along that street. Mr. Whitthar asked if it was the Commission's opinion that a 50 foot right-of-way would give the people of the proposed development, along with the rest of the people, the necessary access • • •• Pg. 2 - Planning Commission Minutes - 1/19/71 6 ti ' . 6 ,1 'r ° ..Y; needed on the dead end street. Agenda Item 5-A , 1 Anderson Conditional Use GREENBURG ROAD - HIGHWAY 217 . INTERSECTION slagx_m ___Eam. y. • The City and County 'staffs have discussed and reviewed the pre- liminary land use vlan for the intersection of Highway 217 and Greenburg Road. It was determined that a sufficient amount of retail comwercial zoning will be available in the Regional Shopping Center (N. W. Quadrant) and that zoning district boundaries are most appro- -, priately located at barriers such as major arterials or topo- ' : graphical features. Alio, the land use densities and intensi#iegi on the preliminary land use plan are justifiable - any expansion of commercial area would be incompatible with, and contradictory to the plans of both the county and City (the S. W. Qdadrant has been planned for light industrial development by the County since 1959 - the City' s PrelimXnary Plan also designates it for industrial) . ' Zoning was changed to 1.'!.-3 on part of the S. 8. Quadrant in 1969, to facilitate a delicatessan and restaurant, Also, a service station conditional Ilse was approved (since lapsed) south of the Anderson property. The commercial uses and zoning were approved on the basis of being related to the employment center (industrial park) and high density residential development to the south. The existing C-3 zoning is at the northerly limit of a nerkghborhood area and across • Greenburq Road from an employment center. It is completely cut off , from the Relional Shopping Center by a limited access expressway. . Because of its direct nonconformance with the Tigard Area Prelimig.: nary Comprehensive Plan, and Washingo.on County adopted Plan of Development, ciommercial zoning should not be expanded. Mxisting C-3 parcels south of had Lane would be more appropriately zoned C Commercial Prctessional, in order to promote compatible development with future multi-family land uses and inhibit traffic cOnflicts related to strip commercial development. Commercial zoning should be limited to the S. E. Quadrant for these additional rosons: • ■L • • 4 • i} ,I ,I/ I ■ 4 . , i A \,/ ■ u 4 " 1 * 1 1 i . . . n • 1 • 1. Anderson r.o aditional use OF Il ARD Dear Ray: This is in reply to your letter of September 9, 1970, relative to the proposal, to locate an automobile service station on, the southeast corner of Greenburg Road and Highway 217. You will recall on the Washington County Plan of Development for that area Highway 217 was infact 3eliniated on the map at a different location than where i • 1- o Septenber 9, 1970 Robert McDougald Director of Planning Washington County Department of Planning County Courthouse Hillsboro, Oregon 97123 Dear Bob: The City of Tigard Planning Commission meeting of September 15, 1970 has before it an application for a service station (conditional use) on the southeast corner of Greenburg Road and Highway 217. The parcel is zoned 0-30 General Commercial, and is not currently being served by public sewer. Tigard's preliminary Comprehensive bllin designates this area along the south sids of Highway 217 for general office and industrial development, having high standards with limited uses, low lot coverage and a great deal of landscaping. •1 It is any opinion that approval of Cle conditional 11.80 will • set a precedent to allow ser ee vi v„,,tations on the remaining • three quadrants, thereby conflieCJ with the intent of the • / Plan. Would it be possible for your staff to investigate this application as it relates to the County's Comprehensive Plan and reply to our office no later than September 150 1970? I would also like to propose a joint City-County study of the intersection to determine coordinated land use objectives for • the four quadrants. Please forgive me for the short notice of this request but I feel it is an important matter. Sincerely, 41P Ray Rangila City Planner H . A count of service stations from the intersection of Scholls Ferry Road and Hall Blvd. in Progress to 99W in Tigard totals 28, most of which aru less than one mile from the Anderson site. All four corners in Progress are now developed with service otations. 99W is well-supplied with them, and the Shell Oil Company itself already han 4 stations within this area. Another service station conditional une vim.; previously approved , but the station n' t built, south of this nit() on Groenburg Road. This conditional une expires Auguot 11, 170. We would probably not recommend reinntatemPnt of thin use at this time. The nog' highway 217 has provided a lot 0i undeveloped land with tremendous exponure. In our comprehensive planning we have talked a good deal about the kind of uses we nhould permit along highwayn. The City needs to protect these lands. Induntrial and office develop- • ments along 1.-!) and 'P17 have generally been of high / cuality, and we winh to see thin continue along the highways, We arts planning a "front door' type of • zoning for these areas which will have high standards with limitod uses, low lot coverage and a great deal of landscaping. In the meantime, we nhould be very cautioun in our zoning along these routes, co that they don' t become more 991/10. • r . 4 0• Furthermore, the representative of the Shell Company told me that he cannot bind the station manager •to the kinds of conditions which we ordinarily impose on service stations regarding outdoor dinplay and signing.
