11. S.W. PINE STREET
(a) Attorney Anderson reported it will be necessary to •
rededicate and realign S.W. Pine Street. New deed
has been received from Dougherty and Attorney will
give further information at next meeting.

• 15. TRAFFIC SIGNAL - S.W. MAIN, JOHNSON & HIGHWAY 99W
(a) City Administrator stated he had received preliminary
plans from the State of Oregon for the traffic signal.
• The State will call for bids January 16th and work to
be complete in 120-240 days. Administrator requested
Council to consider the possibility of prohibiting left
hand turns on Highway 99W. If left hand turns were
allowed it may destroy effect of pretiming system being
• installed. Council to study the matter further.
• OTHER BUSINESS
A. CANTERBURY SQUARE SEWER EASEMENT
• (1) Director of Public Works advised Council the Day Care
Center was built over part of the sewer easement and
Praggastis-Alexander were requesting the easement be
• modified to take care of the encroachment.
City Attorney stated City had bought easement from
private owner. Alexander-Praggastis et al are the new
owners and cannot correct the matter by giving the city
•
a new 4eed.
Council instructed City Administrator and Attorney to
• draw up a permit to allow Alexander and Praggastis to
encumber the City sewer easement. •

. walks he could more adequately accomodate
the utilities and retain the existing trees.

• be denied. He said the variance application
did not appear to meet variance standards
within the Subdivision Code and would possibly
. set a precedent for future subdivisions.
I k 3. The Public Works Director stated that the area
where the trees were of most concern were along
S.W. Inez Street near 93rd Avenue, and that a
variance to allow 4-foot sidewalks (instead, of
5t ) might help the problem.
4. It was moved (Goslin) 9 seconded (Whittaker) and
passed by a unanimous vote of the Commission
present to approve 4-foot sidewalks within the
Penrose Terrace Subdivision, based on the staff
findings. The request for deletion of all
sidewalks was denied

single family dwellinr 1, and triplex on the south-
east corner of School Street and Grant Avenue.
Confomiance with Communi/y2lan
The subject property is located within a transitional
) area between the "resiliential-commercial" and "urban
low density resigentinrcategories. These land use

twelve and four dwelling units per gross acre upon a?,
the availability of public facilities, including
oublic sewer, water and streets developed to Oity
standards. The proposed density for the two tix

Staff Findin ,s and Recommendation
The staff finds that the proposed use could be
developed compatibly with existing and future
surrounding land uses, in conformance with
designated densities in the Community Plan.
The staff further finds that:
1. S.W. Grant Street is a substandard,
narrow, gravel roadway not accepted
for maintenance by the City or County.
2. S.W. School Street is substandard,
narrow and paved, and is not a ded-
boated public street for its southerly
200 feet connecting with S.W. Pacific
Highway.
3. Approval of the conditional ur-le would
not encourage the improvement of S.W.
Grant Street or S.W. School Street.
4. The request does not appear to conform
to the intent of the Community Plan' s
development standard related to the
availability of improved public streets.
If aleproval of the request is granted, it is the staff' s
opinion that the 1.21 acre subject property (tax lots
4300 and 4303) should be limited to an Urban Low Density
until street improvements are implemented. Therefore,
density ohould not exceed four or five dwelling units
• on the 1.21. acros.
The staff finds that the request is reasonable in
regard to existiner zoninl reeuirerents and land use,
but feels it may very well be premature.
It is recommended that the request be approved with
the following provisions:

indicating elevations, setbacks,
screening, landscaping, drainage, •

specifications be reviewed and
