Previsous Action: The land was annexed in 1969 (Ord. No. 69-17) and given City of Tigard A-2 zoning in 1970 (Ord. No. 70-32) Records do not show the granting of a conditional use permit. On April 20, 1979 design review approval was granted for a storage room addition to the nursing home. I. Findings of Fact: The nursing home has been operating within the City since 1969. The land is zoned A-2. A sanatorium is allowable as a conditional use in an A-2 zone. The site is well landscaped and complies within all the applicable zoning requirements of the City. Without a conditional use permit the complex exists as a nonconforming use within the City, In order to comply with the Comprehensive Plan and the • present zoning the project needs a conditional use permit.
