The applicant is requesting permission to locate two dupiexe. i,'` on two lots of approximately 11,000 sq. ft. in an R-7 zone in accordance with Chapter 18.7 . (Conditional Use) of the Tigard Municipal Code. 2. The site is designated "Urban Low Density Residential" on the ,, Tigard Community Plan, 1971 and zone "R-7, Single Family Residential". Note: Application to apply city R-7 zoning to this parcel is also scheduled for consideration on May 3, 1977 and if approved would not become operative until ratified by the City Council. •: M•: . The objectives of the Urban Low Dens .ty Residential designation 4 . -.' are as follows: '1 OP ::1 A. To provide areas of the city having a predominately single- ,/ ° 11 family residential character. B. To permit densities that will economically support the cost of ' "` necessary public services and facilities, such as paved streets, r pedestrian ways, and utilities. ., ' C. Tentative approval for the subdiirision as shown on the site plan is expected. 2, STAFF OBSERVATIONS: • 1 The site is flat presently vacant with numerous 14-161 tall ew,Igreen p ,... trees scattered around the -lite and surrounded by a horse stable to a`, the south, a s•angle family residence on a large lot to the eas c , vacant land on the west and the Summerfield Planned Developmeut on the ' y ` north. Durham Road which is a county road and designated an arterial on the Tigard Community Plan, 1971, 3. CONCLUSIONARY FINDINGS: The following findings can be 'sand for approval of the request: • 1. The request conforms to the objectives of the Urban Low Density Residential designation of the Tigard, Community Plan, 1971 in that a. two duplexes will not diminish; the single family character of this area of the Lty. b. it will permit a variety of housing types to meet the needs of different family sizes and incomes in the area. • 2.
