The plumbing fixtures specified on the plans add five (5) dwelling unit equivalents (DUE's) to the building sewer. In addition to the plumbing permit fees /tax of $210.60 and mechanical permit fees /tax of $140.40, the sewer usage increase of five (5) DUE's at $2,200.00 per unit or $11,000.00 is to be paid before permits can be issued. Also, the general contractor must supply the City with a copy of his /her valid Oregon Construction Contractors Board license prior to permit issuance. The permit application/plans for fire suppression were received on Thursday, 11 April 1996; were prepared for plan review today and routed to Jim Funk, Commercial Plans Examiner. Although we have received more applications than normal this month, we may still be able to make our customer service standard of three -weeks for plan review correspondence. Background: The building is Type V -N construction, consisting of tilt -up concrete walls and wood panel roof system, supported by 12 -inch concrete columns. The previous use of the building was office /warehouse. The proposed use is office /manufacturing. The existing building is substantially over -area. This modification will allow the change of use and will serve to bring the building into compliance. Conditions of Approval: 1. A fully complying two -hour area separation wall shall be provided which will divide the building into a 52,093 square foot North section and a 71,957 square foot South section. 2. The sprinkler system shall be a wet system. 3. A fully complying two -hour occupancy separation shall be provided between the office /mezzanine area and the remainder of the building. 4. The building shall be provided with an automatic fire alarm system throughout, as defined by Section 2 -6.4 of Article 14 -2 of the Uniform Fire Code, designed to comply with Article 14 -2 of the Uniform Fire Code and shall consist of: a. Smoke detectors in the office area. b. Rate -of -rise detectors in the manufacturing area and the unused mezzanine above the office area. c. The West yard adjacent to lot 3 building must be maintained as a yard to justify the area calculations that have been provided. Specific reference is made to a FAX memo dated March 22, 1996 to Jim Kenworthy from Stock & Associates. To assure that this yard is maintained, an appropriately worded deed restriction is needed for lot 1, 2 and 3. Deed restriction language is to be approved by the building official prior to filing. To be approved by the Building Official. 3. The property line shown as passing through the.building and which forms the North boundary of Lot 1, South boundary of Lot 2, must be deleted in a manner that legally combines Lot 1 and Lot 2. OSSC Table 5 -A. To be verified and approved by Building Official. 4. The maximum quantity of LP -Gas allowed in one storage location shall not exceed 735 lb (334 kg) water capacity [nominal 300 lb (136 kg) LP -Gas]. If additional storage locations are required on the same floor within the same building, they shall be separated by a minimum of 300 ft (91 m). Storage beyond these limitations shall be outside or in a special building. Response accepted 5. Several plan sheets show an exit door in the South wall approximately 30' from the Southwest corner of the building. Other plan sheets do not show this door. Please revise to clarify the intent. Response accepted 11. Plans are not clear regarding exterior landings at doors. Landings are required per OSSC 3304 (j). Response accepted 12. Revise plans to show handrails and guardrails per OSSC 1712 and 3306 (I). Response accepted 13. Provide stairway details per OSSC 3306. Response accepted 14. Additional exit signage may be required in order to clearly indicate the direction of travel. Exit signs should be visible from any point in the building. OSSC section 3314 (a). Need to field verify. 15. Provide information regarding the provision of accessibility features for persons with disabilities. Specifically, provide information to show compliance with OSSC section 3112 (a). Provide additional information to verify a budget of up to 2.5% of renovation. 16. Door 125C shall be provided with an exit sign per OSSC 3314. Response accepted 17. The overall diagonal distance of, lunch room 125, is approximately 80'. Therefore, exit doors shall be separated by a minimum of 40'. Door 125E and 125D are not a sufficient distance apart and are the only doors from this area which swing in the direction of exit travel. Please revise to comply with exit separation requirements. OSSC Table 33 -A and section 3303 (d). Response accepted 18. All exit doors serving lunch room 125, including 125D, 125C, 122B (if provided with . hardware) and 128A must be provided with panic hardware per OSSC section 3317 (d). Response accepted 19. Glazing located in 1 -hour rated corridor walls shall be labeled 3/4 hour assemblies. OSSC section 3305 (h) 2. Response accepted 20. Provide a section detail through the rated corridor for review.
