BACKGROUND INFORMATION Site Information: The project is located at 10300 SW Nimbus Ave. Building "P ", Suite A, south of Scholls Ferry Road and at the end of the cul -de -sac on Nimbus Ave. The building is part of a larger development known as Scholls Business Center (formerly Kolls Business Center) and was permitted as part of Phase II (along with Buildings "N" and "R ") of the original development. The entire site is approximately 27 acres and contains 16 buildings with a variety of office uses and site improvements that include landscaping and associated parking lots. The parking provided as part of Phase II contains approximately 328 parking spaces. Proposal Description: The applicant intends to perform tenant improvements in Suite A of Building "P" to accommodate a dialysis treatment center. All the proposed alterations are completely within the building and no exterior changes are proposed. In accordance with Chapter 18.765 Off-street parking and loading requirements, medical offices are calculated at a high standard (3.9/1,000 sq. ft.) than a non - medical office (2.7/1,000). Therefore, an additional 1.2/1,000, which is a difference of the two requirements, is required to be provided (a total of 7 spaces). The development currently has 328 off - street parking spaces and with existing uses the required amount is 248 spaces (a surplus of 80 spaces). As demonstrated below, the proposal has sufficient off - street parking and additional parking is not required. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: Upon review of the proposal's plans and narrative, staff finds that all applicable requirements of this title are satisfied. This includes but is not limited to building height, setbacks, and parking requirements. This criterion is met. 2. The modification is not a major modification. FINDING: Staff fords that the changes listed in TDC18.360.050.B.1 -11 are either satisfied or do not apply. Therefore, the proposed development is not a major modification. This criterion is met. Fresenius Medical Care, a dialysis provider, intends to build.a new dialysis treatment center in the Westernmost portion of building P in the Scholls Ferry office park. The attached plans show the location and general layout (suite A). The existing space is unoccupied currently and was previously occupied by an office tenant. The other two tenants in building P house business offices. Pursuant to section 18.360.050 I offer the following: 1 & 2. This is not a residential development, criteria do not apply. 3. Per section 18.765.070, medical /dental'offices require more parking than offices (3.9 spaces / 1000 sf versus 2.7 spaces / 1000 sf respectively). The attached plans and paragraphs below demonstrate that there is a surplus of parking exceeding the minimum requirement 4. No change to building type (V -N) proposed. 5. No change to building height proposed. 6. No change to access or parking proposed. 7. Little or no change anticipated in vehicular traffic to site (occupant loads are similar to existing use) 8. No change to building area proposed. 9. No change to common / open space proposed. 10. No changes to recreational facilities,/ screening or landscaping proposed. 11. No other changes affecting site development review approval are proposed (this is a tenant improvement). Building P was part of an expansion to the original Scholls Ferry development and was completed as part of phase II along with two other buildings, labeled N and R. The other two building also house business offices. The three structures are surrounded by and share the available parking built in phase II. The suite under review is 5,409 sf. The difference in minimum parking required to serve suite A is therefore (8-)-7 additional (that is, 5,409 / 1000 * 3.9 / 2.7). Because all three structures share parking, the overall development of phase II must show a surplus of greater than in order to meet the minimum parking criterial in section 18.765.070.
