DESIGNATION: R -4.5: Low - Density Residential District. The R -4.5 zoning district is designed to

residential units at a minimum lot size of 7,500 square feet. Duplexes and
attached single - family units are permitted conditionally. Some civic and
institutional uses are also permitted conditionally.

APPROVED the above request. The findings and conclusions on which the decision is based are noted
in Section IV.

SECTION III. BACKGROUND INFORMATION
Site Information:
The project is located at 9000 Durham Road, at the southeast corner of Durham Road and 92nd
Avenue. The 43 acre site contains an existing high school, numerous accessory buildings, and extensive
site improvements that include sports facilities and parking lots. As specified in a previous minor
modification (MMD2012- 00001), the parking lots contain 606 paved parking stalls.
Proposal Description:
The project would allow for the construction of additional storage facilities, concessions and announcer
space adjacent to the high school track. The storage facility is approximately 800 square feet, 20' by 20',
and will be located at the southeast corner of the track. The primary use of the facility will be storage;
however, the concessions area will sell packaged food items. There will not be any plumbing facilities
within this building. The second story storage area will have windows that open to be used by timers
and announcers during events; this will only constitute a small percentage of the time and use. In
accordance with Chapter 18.765 Off-street parking and loading requirements, required parking is calculated
based upon number or classroom and students /staff; therefore, no additional parking is required.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
COMPLIANCE WITH COMMUNITY DEVELOPMENT CODE SECTIONS:
The proposed site improvements will modify the existing conditional use on the site. Therefore,
compliance with applicable development standards must be demonstrated.
MINOR MODIFICATION OF APPROVED OR EXISTING CONDITIONAL USE: Section
18.330.020.C.3 states a Minor Modification shall be approved, approved with conditions, or denied
following the Director's review based on the following findings:
1. The proposed development is in compliance with all applicable requirements of this
title.
FINDING: Upon review of the proposal's plans and narrative, staff finds that all applicable
requirements of this tide are satisfied.
2. The modification is not a major modification.
FINDING: Staff finds that the changes listed in TDC18.360.050.B.1 -11 are either satisfied
or do not apply. Therefore, the proposed development is not a major
modification. This criterion is met.
CONCLUSION: The proposal is in compliance with the applicable requirements of this tide and
is a minor modification of existing conditional use.

THIS DECISION IS FINAL ON JANUARY 23, 2013.

Tigard High School, through the Tigard - Tualatin School District, is requesting a
review for the purpose of building a two story track storage facility with concessions
on the Tigard High School property.'
Currently THS girl's and boy's track storage is located in a shared storage area. This
storage area is currently shared with THS girl's and boy's soccer, the TTSD
Foundation and Tigard Youth Soccer. THS is having a girl's team room remodeled
that will eliminate two storage areas in the main building. This will create an even
more crowded situation for athletic storage; necessitating the building of additional
storage.
Attached is a drawing of the planned structure. It will measure 20' long, 20' wide and
approximately 18' at the mean elevation of the roof. The planned "concessions" area
will be used for selling bottled/canned beverages, packaged snacks and food that can
be heated in a microwave. There will not be any running water, toilets or other
plumbing fixtures.
The top storage area will have windows that open for use by timers and announcers
during track and soccer events, but primarily will be for storage. Timing track events
requires precision instruments that should not be exposed to the elements. This
structure will help house those instruments as well as the staff working the event.
This use will constitute a very small percentage of time and space within the
structure.
The proposed location is significantly (close to 100 yards) from the nearest property
border. The building height, at approximately 20' at the peak, will be shorter than the
main school building. There is no change in parking requirements for the site. The

existing location is grass with no trees, shrubs or other vegetation. There are no
current plans for sidewalks or other hard surfaces.
This document and the attached map and drawing are being submitted to satisfy the
requirements of 18.360.050 (B) and 18.330.020(B)(2).
