' only for compliance with Chapter 11 of the OSSC which may not include all of the
requirements of the ADA.
Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall
be maintained on the jobsite. The plans shall be available to the Building Division inspectors
throughout all phases of construction. 106.4.2 OSSC
Certificate of Occupancy: No building or structure shall be used or occupied until the

Clark Pacific has a contract with. Howard S. Wright Construction Company to manufacture at our West Sacramento plant, Precast
Prestressed Concrete products for the Washington Square Mall Parking Structure "A °. Production will begin at our plant in West
Sacramento, CA in March 2004.
UBC Section 1701 requires that the owner provides special inspection for concrete and steel materials manufactured offsite.
However, section 1701.7 allows for this inspection to be waived if the plant is classified as an °approved fabricator° by the Building
Official. This is also outlined in the Tigard Municipal Code section 14.06.080.B.2.
Clark Pacific has been granted this "approved fabricator° status on specific projects in various cities. San Diego, San Francisco,
Seattle, .and Pleasanton are the more recent approvals. We have been classified as an "approved fabricator° in the City . of Los
Angeles for over 15 years on a continuous basis for all projects. The outlying cities in the Los Angeles area such as Burbank, Santa
Monica, and Glendale all recognize the City of Los Angeles approval for work in their cities. I have enclosed materials for
documentation of Clark Pacific's qualifications as an "approved fabricator° and copies of the City certificates for your reference.
Documentation is attached to qualify for each sub section of section 1701.7.
1701.7.1 QC Manual - We have submitted a copy of our QC Manual. I have attached a copy of our current personnel list with
certifications for your reference.
1701.7.2 Approved Inspection Agency — We submit the attached information for Ross Bryan Associates. This agency inspects
our plant twice per year for 2 days each visit. Their PCI inspection program is approved by ICBO for use in this section.
Their PCI ICBO certification is enclosed.
1701.7.3 Periodic Inspections — I have enclosed our latest PCI inspection report documenting our PCI plant certification granted
by PCI based on Ross Bryan Associates' inspection.
1701.7.4 Notification — Clark Pacific agrees to notify the City of any changes to the Manual.
We request approval of Clark Pacific as an "approved fabricator° for the City of Tigard. Please provide us with a copy of the City
Building OfficialV approval of Clark Pacific as an "approved fabricator° under section 1701.7.

12. 1997 Uniform Building Code, Section 1630.1.3 states "[P -A effects] shall be evaluated using
the forces producing displacements of As." Section 1630.9.1 provides the basis for
"Determination of As" as "A static, elastic analysis of the lateral force - resisting system
[prepared] using the design seismic forces from Section 1630.2.1." Section 1630. is a
reference to the Design Base Shear equations, not increased by the p factor. Likewise,
Section 1630.1.1, states that "when calculating drift... p shall be taken equal to 1."
Therefore, it would follow that the drift used to calculate the story drift ratio should not be
• increased by the p factor. Based on these code references, 'we have not included a p factor • • • - -
increase in our evaluation of P -A effects. This approach is confirmed by design examples
• included in the SEAOC Seismic Design Manual.

32 General Reviewed and initialed deferred submittals shall be submitted to the
City of Tigard for precast concrete, post- tensioned slabs, signs, and
stairs 60 days before delivery to job site.
33 General Submit one set of reinforcing steel shop drawings, which have been
reviewed and initialed by the project engineer, to be filed with the City
of Tigard before placement.
34 General Submit one set of miscellaneous steel shop drawings, which have
been reviewed and initialed by the project engineer, to be filed with the

37 Special Inspection Special inspection, per Section 1701, under the supervision of a
licensed engineer is required for all concrete, reinforcing steel and
prestressing strand placement, stressing and grouting of tendons in
prestressed concrete, piling, all welding, bolting, anchor bolts,
masonry, expansion bolts, screw anchors, adhesive anchors and
headed or reinforcing steel concrete shear connections.
38 General Approved resolution of the above items shall be incorporated into
submittal plans before a permit will be issued. Submit four (4) sets of
revised plans to the City of Tigard building department.
