The I -L zoning district provides appropriate locations for general industrial uses including industrial service, manufacturing and production, research and development, warehousing and freight movement, and wholesale sales activities with few, if any, nuisance characteristics such as noise, glare, odor, and vibration. APPLICABLE REVIEW CRITERIA: Community Development Code Chapter 18.360.060.0 SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. BACKGROUND INFORMATION Site Information: The subject property is located at 14830 SW 72nd Avenue and measures approximately 1.94 acres in size. The property fronts 72nd Avenue along the western property boundary through an existing circular driveway with two driveway entrance /exits. While proximate to Sequoia Parkway to the east, access to Sequoia Parkway is prohibited by a 7.5 foot wide strip of landscaping controlled by PacTrust. Standing on the subject property is a 21,000 square foot structure, located in the approximate center of the property. The structure functions as two separate but attached spaces, consisting of a 4,000 square foot office building and a 17,000 square foot warehouse. The remainder of the property is predominantly asphalt or pervious surfacing, with a landscaped area abutting 72nd Avenue. Substantial landscaping screens views of this property from the east and south. The nearest inventoried natural resources are approximately 400 feet to the northwest, in and around Ball Creek. The subject property is now vacant due to closure of its previous occupant, United Pipe and Supply. Prior to its closure, United Pipe and Supply operated a Wholesale Sales type land use at this location at least as far back as 1993, with land use records suggesting an earlier establishment date for the business. Proposal Description: The applicant has requested land use approval to change the allowed use of the property from Wholesale Sales to Industrial Services to accommodate Pioneer Waterproofing which specializes in many forms of building waterproofing, maintenance and repairs. Associated with this change of use is a remodel of the existing office facilities and an exterior finish upgrade to reflect the new tenancy. No sitework is proposed with this project, and the applicant will use the existing 17 parking spaces to meet minimum parking requirements for Industrial Services (0.8/1,0000 x 21,000 square feet = 16.8 spaces). SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS The proposed changes to the parking lot, site circulation, and structure will require a Minor Modification to Existing Development (18.360.060). Applicable review criteria and findings are below. MINOR MODIFICATION TO EXISTING DEVELOPMENT: Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: Upon review of the proposal's plans and narrative, staff finds that all applicable requirements of this title are satisfied. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC18.360.050.B.1 -11 are either satisfied or do not apply. Therefore, the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is in compliance with the applicable requirements of this title and is a minor modification of existing site development. BACKGROUND: Pioneer Waterproofing was formed in Portland in 1964. My father Tom opened the Portland office as a branch office of a company in Seattle. He bought the Portland office in 1974 and it has remained a Crawford run business since. Pioneer Waterproofing specializes in many forms of building waterproofing, maintenance and repairs. I have been with the Company since 1977 (35 years) and am now the sole owner of the firm. We provide our services in Oregon, Washington and Idaho. Average yearly revenue is 10 -12 million. The current fiscal year should see revenue of between 9 -10 million as we start to transition out of the recession. We are now running a crew of about 55 and office /staff of 10.
