'APPLICATION: A. request for Site Development Review approval to
allow construction of a 5,940 square foot auto repair building and
a 6,987 square foot construction office and warehouse building on
a 1,36 acre parcel. Zoning: I-L (Light industrial) Location:
8250 SW Hunziker Road (WCTM 2S1 1BC, Tax Lot 2600).
DECISION: Notice is hereby given that the planning Director °s
designee for the City of Tigard has APPROVED the above request
subject to certain conditions. The findings and conclusions on
which the decision is based are noted below:
A. FINDINGS OF FACT
1. Background
The Planning Department approved Minor Land Partition
Line 90-0009 June 29,

1990 which created the subject 1.72 acre site and a
second 0.94 acre parcel. On October 16, 1990, the
Planning Division approved Minor Land Partition MLP 90--
0.020 dividing the 1.72 acre parcel into the 1.36 acre
subject parcel and an adjacent 0.36 p the

parcel have been reviewed by the City of Tigard

3. Site Information and Proposal Description
The property is presently undeveloped. This site

which shall provide legal access to the landlocked
parcel located directly to the west.
The applicant proposes to construct a 5,940 square foot
auto repair building and a 6,987 square foot
construction office /warehouse facility on the 1 36 acre
site. The construction office /warehouse would front on
sw hunziker Road, the auto repair facility would be
setback approximately 250 feet from the road. One
driveway entrance is proposed at the eastern end of the
property's Hunziker Road frontage.
The auto repair facility would be : provided with 44
parking spaces, including 40 spaces surrounded by a
six -foot tall chain link fence The construction
office /warehouse facilit y would be provided with 13
parking spaces Bicycle racks and designated
handicapped parking spaces will be provided near each

ANALYSIS AND CONCLUSION
The proposed development conforms with Community Development
Code requirements for type of use, building setbacks,
building height, maximum site coverage, visual clearance at
driveway /road intersections, parking and bicycle rack
requirements, and vehicular access. However, the following'
aspects of this proposal warrant further discussion:
1. Community Development: Code Section 18.108.050 requires
that a pedestrian walkway be provided which extends
from the ground floor entrance to the street which
provides the required :access and egress. The site plan
p rovides an on -site Pedestrian walkway between the
two
proposed structures. However, there is no walkway
extending from the ground floor entrance of the
construction office /warehouse to SW Hunziker Street.
ThE;refore, the site plan will need to be revised to
provide such a walkway
. Code Section 1.8.100.110 (Screening: Special Provisions)
states that trees shall be planted in landscaped
islands in all parking areas, and shall be equally
distributed and on the basis on one tree` for each seven
parking spaces in order to provide a canopy effect.

Code Section 18.106.020 (P) (1) (Bicycle Parking) states
that at least one bicycle cle rack space shall be provided
for each 15 parking spaces in any development . The
application meets the code requirement by providing one
bicycle parking rack for the 13 parking spaces provided
for the construction office/warehouse and three bicycle
parking racks for the 44 parking spaces provided for
the auto repair facility. However, the type of rack
and, number of spaces provided in each rack has not been
specified in the application material,. site This
information should be included on the revised site `plan
noted in the conditions below.

S.W. Hunziker Road.
Findings
The applicant haS submitted the following plans; site, erosion control,
planting, floor, and elevation. The site plan shows the proposed building
layout, grading plan, storm drainage, sanitary sewer, and other proposed
improvements.
The site acxesses to S.W. Hunziker Road, a major collector'. The existing
right of way of 60 feet is the required uire
`g � � �, � d width for a major collector.
Along the frontage of the site, :existing street improvements include a 36
foot wide pavement with a curb; a sidewalk and street lights have not
been installed and will be required.
Sanitary sewer is available in S. W. Hunziker Road.
4, The Unified Sewerage Agency has established and the City has agreed to
enforce, (resolution No 90-43) Surface Water Management Regulations
requiring the construction of on site hater quality facilities or fees in
lieu of their construction. Requiring surface water quality facilities
on ,small sites would result in numerous facilities ` that would become a
maintenance burden to the City. Furthermore) the applicant has not
proposed any such facilities and there are no natural, depressions or other"'`'
areas of this site that particularly suitable for water quality facilities.
Regional facilities, funded by fees in lieu of construction of there
facilities would provide the required treatment with improved reliability
and less maintenance. Consequently ;a fee -in -lieu of the construction of
on-site water quality facilities should be assessed.
Storm drainage is provided try connecting '> to a public storm sewer in S .W.
Hunziker,
Washington County has established and the City has agreed to enforce,
(Resolution No. 90 -65) Traffic Iipact Pees, The purpose of the fee is to
ensure that new development contributes to extra- capacity transportation'
improvements needed to accommodate additional traffic generated by such
de'veiopment y The applicant shall be requited to pay the fee.

provided as part of the site improvement Plans. Calculations shall be
based on full development of the serviceable area. The location and
capacity of ,existing, Proposed, and future lines shall be addressed.
Designs and calculations submitted shall be stamped by a Registered
Professional Engineer licensed to practice in the State of Oregon.
Two (2) sets of detailed improvement plans and profile construction
drawings shall be submitted for preliminary review to the Engineering
Seven (7) sets of approved drawings and one (1) itemized
construction cost estimate, all prepared by a Registered Professional
Engineer licensed to practice in the State of Oregon,' shall be submitted
for final, review and approval (NOTE: these plans are in addition to any
drawings required by the Building Division and should only include sheets
relevant to public improvements).
Building permits will not be issued and construction of proposed
improvements shall not commence until after the Engineering Department has
revra:ewed and approved the improvement Plans and a street opening permit

located at 8250 SW Hunziker Street which was submitted to the City
of Tigard Planning Department for review on December 20, 1990
while the Planning'' Department is proceeding with its' review of
this development, 1 must point out that the application packet is
not yet complete. Through a preliminary rev9.ew by the Engineering
Department it has been determined that no preliminary sanitary or
storm sewer plans have been subnxitted
The Planning department will move ahead with the processing of this
application, however the sanitary sewer and storm, sewer plans must
be submitted by January 7, 1991 to keep the review moving in a
timely mannner.
