Zoning: I-L (Light industrial) Location: 8250 SW Hunziker Road (WCTM 2S1 1BC, Tax Lot 2600). The findings and conclusions on which the decision is based are noted below: A. FINDINGS OF FACT 1. Background The Planning Department approved Minor Land Partition Line 90-0009 June 29, NiX,P 90-0012/Lot L�.ne .�,o. ustinent MIS 90 .000 on J� 1990 which created the subject 1.72 acre site and a second 0.94 acre parcel. On October 16, 1990, the Planning Division approved Minor Land Partition MLP 90-- 0.020 dividing the 1.72 acre parcel into the 1.36 acre subject parcel and an adjacent 0.36 p the p � .36 acre Parcel to t west. Site Information and Proposal Description The property is presently undeveloped. This site slopes gently away from Kunzikker 1Road. The applicant proposes to construct a 5,940 square foot auto repair building and a 6,987 square foot construction office /warehouse facility on the 1 36 acre site. The construction office /warehouse would front on sw hunziker Road, the auto repair facility would be setback approximately 250 feet from the road. One driveway entrance is proposed at the eastern end of the property's Hunziker Road frontage. The auto repair facility would be : provided with 44 parking spaces, including 40 spaces surrounded by a six -foot tall chain link fence The construction office /warehouse facilit y would be provided with 13 parking spaces Bicycle racks and designated handicapped parking spaces will be provided near each of the proposed structures' main: entrances. The plan provides for 15.4 percent of the total site to be landscaped. Agency and NPO Comments The Engineering Division has reviewed the request an provides the following comments DECISION - SDR 90-00 24 - SEVERSON PACE 2 The site accesses to S .W. Hunziker Road, a major collector street The existing, right af way of 60 feet is the required width for a major collector. Along the frontage of the site, existing street improvements include a 36 foot wide pavement with a curb; a sidewalk and street lights have not been previously installed and will therefore be required.. Sanitary sewer is available in Road. c. The Unified Sewerage District has established, and the City has agreed to enforce, (Resolution No. 90-43) surf at e water management regulations requiring_ the construction of on -„site water quality facilities or fees in lieu of their construction. Requiring surface water quality facilities on sm.al.l sites would result in numerous facilities that could become a maintenance burden to the City. Furthermore, the applicant has not proposed any such facilities and there are no natural depressions or other particularly arly suitable for areas of this site that water quality facilities. District, General Telephone, Northwest Natural Cas , and Portland, General Electric have � reviewed the proposal and have issued no comments or objections No other comments have been received NOTICE OF `DECISION SDR 90 -0024 SEVERSON PAGE ANALYSIS AND CONCLUSION The proposed development conforms with Community Development Code requirements for type of use, building setbacks, building height, maximum site coverage, visual clearance at driveway /road intersections, parking and bicycle rack requirements, and vehicular access. However, the following' aspects of this proposal warrant further discussion: 1. Community Development: Code Section 18.108.050 requires that a pedestrian walkway be provided which extends from the ground floor entrance to the street which provides the required :access and egress. The site plan p rovides an on -site Pedestrian walkway between the two proposed structures. However, there is no walkway extending from the ground floor entrance of the construction office /warehouse to SW Hunziker Street. ThE;refore, the site plan will need to be revised to provide such a walkway . Code Section 1.8.100.110 (Screening: Special Provisions) states that trees shall be planted in landscaped islands in all parking areas, and shall be equally distributed and on the basis on one tree` for each seven parking spaces in order to provide a canopy effect. while this is not feasible due to the traffic' circulation pattern on this site, the applicant will need to provide three additional trees to be placed in the area of the parking lot for the auto repair facility in order to provide for better screening of the lot In addition, details shall be provided for landscaped areas presently designated i'planti.ng" which surround the auto repair facility parking lot Staff recommends that a combination of evergreen hedges and slats on the chain link fence be used to screen the parking area from views from surrounding properties Code Section 18.106.020 (P) (1) (Bicycle Parking) states that at least one bicycle cle rack space shall be provided for each 15 parking spaces in any development . The application meets the code requirement by providing one bicycle parking rack for the 13 parking spaces provided for the construction office/warehouse and three bicycle parking racks for the 44 parking spaces provided for the auto repair facility. However, the type of rack and, number of spaces provided in each rack has not been specified in the application material,. site This information should be included on the revised site `plan noted in the conditions below.
