The proposal complies with Community Development Code requirements for street and parking area trees, access (24 foot wide minimum for two-way access) , vision clearance at the driveway- roadway intersection, a nd connection of the development to necessary public services (water, sewer, storm sewers). The site plan provides an adequate number of automobile parkin g spaces ( 17 s aces provided; 5 spaces required ed at a ratio of one space per 350 square feet of gross floor area). The plan also provides' for one handicapped parking space (one space required). A ribbon style bicycle parking rack is also proposed with spaces for two bicycles, Code Section 18.108.020(p) requires that one bicycle parking space be provided for every 15 automobile parking spaces. Therefore, two bicycle parking spaces are required. The proposal complies with Code provisions for parking with one exception. The compact parking stalls are shown to be 7.5 feet wide on the proposed site plan whereas the Code requires a minimum width of 8.5 feet. Therefore, a minor modification to the site plan will be necessary to reflect this code standard. The front three feet of the parking stall may be covered with low lying landscape material that does not exceed the height of the wheel stop. This alternative would effectively move the hard surface of the parking lot an additional six feet, thus providing a greater distance between the paved surface and the Cottonwood trees. An arborist's report should be provided to assist in the redesign of the parking area and to ensure the preservation of the large Cottonwood trees which are located on the western border of the proposed parking area. The report should also provide _a tree protection plan to ensure the long term health of these cottonwood trees during the grading and construction phases of the proposed development. This plan should also include the 21 inch cottonwood tree located to the west of the southern end to the existing residence. If the applicant feels that the parking area may, at some times, become full and that other patrons may need to park on the street, a walkway should be provided which leads from the public sidewalk to the walkway which is located on the north side of the office.
