Site Information and Proposal Description The subject property is presently vacant except for an asphalt driveway on the northern portion of the sate and portions of the driveway and parking lot serving the Had3aCent dental clinic. The applicant requests Site Development Review approval of plans to construct a retail garden center on the site. The development would include an approximately 25t)0 square foot single story retail, sales building and an approximately 1600 square foot greenhouse. The buildings would ` be set back approximately 100 feet from SW Pacific Highway. Site plans include revision of the existing driveway and parking area serving the dentist's office so that a common driveway serving the two uses would lead back to a combined parking area spanning the parcels' boundaries. The combined parking area would provide a total of 61 parking spaces. Two handicapped p g p located at the entrance to the s.ccessi.ble arl�i.n d aces would be 1v retail sales area, In addition, one handicapped parking space is already provided adjacent to the main entrance to the dentist's office. The plan also notes a location adjacent to the retail sales building for parking for two bicycles. The site plan notes that a portion of the parking lot and driveway to the rear of the furniture store to the north intrudes upon site. The site plan calls for the intruding pavement to be subject ,, removed and for a concrete retaining wall to be built along the nu ,, retry= business northern 'border. A landscaping plan has been submitted which dhows that 12 crimson king maples will be planted along the site's eastern boundary. In addition, a,6 -foot high cedar fence will be placed along that boundary and low height plantings will be provided underneath the maple trees. Three honey locust trees will'` be located within an island in the parking area with a variety of decorative shrubs which will also be planted in the island. Landscaping along the site's frontage is proposed to be a planting of kinnikinnick ground cover without other trees or shrubs. Agency and NPO Comments The Engineering Department has reviewed the proposal and has offered the following lowin comments: a. Storm, drainage is provided an existing crossing SW Pacific Highway. A previous study for this area has identified this of inadequate capacity. 18- inch line storm drainage line as being The Unified Sewerage Agency has established and the City has agreed to enforce, (Resolution 90 -43) Surface Water Management Regulations requiring the construction of on -site water quality facilities or fees in lieu of their construction. Requiring surface water quality facilities on small sites would result in numerous facilities that could become a maintenance burden to the City. Furthermore, the applicant has not proposed any such facilities` and there are no natural depressions or other areas of the site that are particularly suitable for a water quality facility. Regional facilities, funded by fees in lieu of the construction of these facilities would provide the required treatment with improved reliability and less maintenance: Conoeguently, a fee in lieu of the construction of on -site water quality ,facilities should be assessed. The Oregon State Highway Division has reviewed the proposal and has commented that an access permit must be obtained. The Highway Division approves of the proposed driveway :Location. A curb drop apron design of the access driveway with a 30 foot width at the back of the Sidewalk is recommended. The Highway Division requests that drainage plans for the site be submitted for the Division's review. The Tualatin Valley Fire and Rescte District has reviewed the Proposal and has commented that a fire hydrant must be provided within 250 feet of all exterior portions 02 all proposed buildings. ANALYSIS AND CONCLUSION The proposal for development of the garden Center conforms with Community D velor P ment Code C G (general Co rtyL zoning di strict re u irements minimum set backs froi p ro art bo undaried building PAGE 3 NOTICE OF DECISION - 8DR 90'.-0017 GARDE ti g (45 maximum allowed; 25 foot maximum building height height 45 �Eeet maxima proposed), site coverage (85 percent maximum coverage allowed; less than 50 percent impervious surface coverage proposed), and site landscaping (15 percent minimum landscaping required; greater than 20 percent permanent landscaping proposed). Retail sales of garden materials is a permitted use in the 'C -0 zoning district A The proposal complies with. Community Development Code requirements for parking area trees as well as required a required 10 foot wide buffer area and screening along the site's eastern boundary with a residential zoning district. The landscaping plans will need to be, revised, however, to provide for street trees along the ``8W Pacific Highway frontage of the site Community Development Code Section 18.:100.030 requires that all development projects fronting on a public or private street provide street trees The Code requires that trees: be spaced between 20 and 40 feet depending upon the anticipated mature size The site plan is consistE nt ` with clearance at the driveway /,road parking lot aisle widths, and services (water, sewer, and storm Code standards' related, to vision intersection, minimum access and availability of necessary public sewer). The site plan provides an adequate number of parting spaces to 'satisfy the Coders parking requirements for agricultural sales establishments and the adjacent dentist's office. The Code requires a minimum of one space f c,: 400 square feet of gross floor area for agricultural sales and one space for every 200 square feet for a dental office. The site plan provides for 61 parking spaces to be provided on the Subject site as well as the adjacent dentist's office property. This should be plenty for the combined uses since their peak parking demand periods are not anticipated to coincide The site plan provides an adequate number of appropriately located designated handicapped parking spaces for the size of the parking lot. Three handicapped spaces are required by State statute for a parking area providing between 51 and 100 parking spaces, The Community Development Code requires the prov,i aion of one bicycle parking space within a rack for each 15 automobile spaces u> The site plan will therefore need to be revised to provide at least two additional bicycle parking spaces.
