Background The subject site was annexed to the City of Tigard on April 18, 1987 (Boundary Commission file No 2344). No previous land use applications for this site have been reviewed by the Planning Division. Vicinity Information Properties to the north, south, and east are zoned' C--P ( Professional Commercial). Properties to the north and east are occupied by office buildings, to the south is Lincoln Center. Properties to the west are zoned C -G (General Commercial) and R--4.5 (Residential, 4.5 units /acre) and are occupied by Washington Square, Washington Square Two, and a cemetery. Site Information and Proposal The site is located on the northeast corner of Greenburg Road, a y Both streets are major collectors. County road, and Locust street. The site is vacant at the present time. It contains deciduous and evergreen trees, including a number of mature oak trees. The applicants have submitted a site plan showing a 4,600 square foot building with a 1,000 square foot covered area on the northwest side of the building to be used s v . p ° ee ng Up to three vehicles. 'Agency and NPO Comments The Engineering Department has the following comments: The applicant has submitted a site and preliminary utility plan showing the proposed buildintr' and parking area. The site abuts Greenburg Road and Locust Street. Both are fully improved major collector streets, except there is only a short portion of existing sidewalk along, Locust Street (this portion of sidewalk is damaged and should ° be replaced) and the corner needs to be changed from a right angle to a 45 foot radius curve. Greenburg is a CountY Road. Washin g ton County comments are discussed below. Access to the site is provided by ` a 35 foot wide driveway from Locust Street that meets the requirements of Subsection 18.108.b8i) A ( ) of the Community Development Code. Sanitary sewer service is available from an existing service line that extends front a line in Locust Street. Storm drainage is provided by the abutting streets. However, since the site can be developed approximately as proposed with only minor changes to allow for the right - of-way dedication the review of this application will proceed. The applicant will be required to submit a revised site plan and a revised landscaping plan which takes into account the required dedication An arborist's report must accompany the revised landscaping plan. The revised plans and the arborist's report are discussed in more detail below. APP±217al Criteria The applicable Comprehensive Plan policies are 2.1.1, 6.6.1, 7.2.1, 7.4.4, 7.7.7, and 8.1.3. Applicable Community Development Codes chapters are 18.64, 18.100., 18.102, 18.106, 18.1080 18.114, and 18.120. The revised plan must show the species of plants intended to be used for all proposed screening. Chapter 18.64 (Professional Commercial Zone) is satisfied because the use proposed, a bank branch, is a permitted use in the C-P zone. The subject site exceeds the 6,000 square foot minimum lot size and the 50 foot average minimum lot width. There are no front, side, or rear yard setbacks requirements except that the requirements of Chapter 18.102 (`usual Clearance Areas) must be satisfied. The building is approximately 11.5 feet in height where 45 feet; is allowed. Approximately' 41 percent of the site is proposed to be landscaped where 15 percent is requtired. The percentage of the site to be landscaped may be reduced slightly as a result of the County's dedication requirement along Greenburg.
