Background No land use or developmerii applidations regarding, these parcels have been reviewed by the City of Tigard. Vicinity Information The 8.24 acre site is located on the north side of SW Bonita Road, abutting Interstate Highway 5 Two industraal buildings formerly formerly occupied by Ted Nelson, Steel Company are located immediately west of the subject site on a 7.63 acre parcel which is zoned both I--H (leaVy industrial) and I-L (Light Industrial) Redevelopment of this parcel is noted on the Site area plan as a future phase of the Nelson Business Center. Redevelopment of this property 'is not subject to the current review. Site Information and Proposal Description The site is presently vacant and has undergone substantial site clearing and grading in the past few months. The site lies approximately 30 to 40 feet below the elevation of the Bonita Road overpass and approximately 20 feet lower than I--5. The applicant requests Site Development Review approval of `a plan to construct two flex- space industrial buildings on the site. The buildings would be oriented parallel to sW Bonita Road. Proposed Builring C would be located on'the:north portion of the site. Building C would include 80, 000 square feet of flex -space industrial warehouse area. Building D ; would be located on the southern psrt.ion of the site and would include 78,75° square feet. Both buildings would be served by a number of loading docks and ate -grade overhead doors opening to a. central. driveway /loading area. Automobile Parking ,fo r 213 automobi les would be provided along the perimeter of the site. The develo went would be served by a 40 -foot wide driveway to be located opposite the intersection of STi Sequoia Parkway with Bonita Road. In addition, a driveway connection would be provided to the former Ted Nelson Steel Company site to the west to provide access to SW 72nd Avenue. Proposed storm drains are connected to the culvert The Tualatin Walley Fire and Rescue District has reviewed the proposal and has commented that the proposed development must be served by no lens than two accesses as per Uniform Fire Code Section; 10.207. In addition, fire hydrants must be installed as per Uniform Fire Code,, Placement of hydrants must be coordinated with the Fire District and Tigard Water District. The Oregon State Highway Division has reviewed the proposal and has commented that potential I- 5/217 /Kruse Way interchange improvements may be dramatically impacted by the proposed development Preliminary alternatives A and 13 of the Interchange p Project q right-of-way Improvement Pro ect would require r�. YYt - of-way to be obtained from this site. The final environmental impact statement for the proposed interchange project is due in late 1990 with construction tentatively slated for 1993. The City of Tigard has responded to the Highway Division that the City is not in a position to require right -of -way dedication or require modifications to a submitted development plan based upon potential right - of-way needs that are not identified in an adopted roadway improvement plan. The City of Tigard building Division, Tigard Water ]District, Columbia Cable Television, and Neighborhood Planning Organization NPO #5 have reviewed the proposal and offered no comments or object;ions. , No other comments have been received. The plans also are consistent with Code standards related to vision clearance at driveway /road intersections, minimum access and aisleway widths and availability of necessary public services (water, sewer, _and storm sewer). The site goats lan provides an adequate number of parking spaces to satisfy, p p the Code parking requirements for uses likely to locate in the . proposed flex space buildings (213 spaces provided, or 1 space <per 750 square feet of proposed building area; the Code requires that warehouse uses be provided with at least 1 parking spaces per 1,000 square feet). The site plan does not, however, designate handicapped parking spaces or bicycle parking facilities. The site plan will need to be revised prior to building permit issuance to provide for a minimum of 5 appropriately located and sized designated handicapped parking spaces, as well as 7 bicycle parking spaces within a bicycle rack. The site plan satisfies minimum access standards through the provision of the two proposed acee a driveways. Code Section 18.108.080.A requires that industrial use parking areas in excess of 100 parking spaces be provided with either two 24 -foot minimum wide accese drives or one 40 -foot wide access drive: One 40-foot wade access driveway to SW Bonita Road is shown on the plan. The development will be at a lower grade than the existing ground resulting in the highway fill slopes needing more right-of -way. The site abut SW Bonita Road, a major collector street improved with full width pavement, curbs, but no sidewalk. The existing right -of � sway varies in width but is adequate for the street. 3. The right- of-way width needed varies from +/- 35 feet at the north end of the property to +/- at the south end (see the red line on the attached map). The slope 'easement requires an additional +/- 20 -foot width at the north end of the property to +/- 26 feet wide at the south end (see the purple line on the attached map).
