L. McCORMACK & Co.) APPLICATION: A request by Mackenzie-Saito & Associates (W. L. .McCormack Co. property owners) for Site Development Review approval to allow redevelopment of an existing 14,432 square foot office/storage building and to allow construction of a new approximately 13,000 square foot flex -space building on a 1.8 acre parcel. Zoning: C -P (Commercial Professional). Location: 7190 S'' Sandburg Street (WCTM 2S1 1DC, Tax Lot 3800) DECISION :, Notice is hereby given that the Planning Director's designee for the City of Tigard has APPROVED the above request subject tc,, certain conditions. The findings and concluTrions on which the decision wa,s based are noted below: . FINDING OF FACT . Background The plan for NPO #5 was adopted by the City Council on August 22, Plan corresponding zoning g s selected 1977. The lan azd comes ond.n zonan deli nation, for the area of the subject site were Industrial Park (M -4) on the north side of Sandburg Street and Heavy Industrial (M -2) to the south. Both of these zoning districts allowed for both commercial office and industrial uses. During the city-wide review of the Comprehensive Plan in 1983, the zoning for the subject property, along with several other parcel: receiving access from Sandburg Street, was changed to C -P (Commercial Professional). Along with the change in map designation, the p z list of ermited uses in the C-P zo ne was reduced'. The C -P one does not allow industrial uses that were previously allowed In the former M -2 zone. In September, 1985, the City Council reviewed a proposed Plan Map redesignation of 21 tax lots that have access to Sandburg Street from Commercial - Professional to Light Industrial, and a zone change from C-P to I -P. The Council approved the redesignation for only 7 of the parcels, not including the subject property (CPA 5-85) No other land use or development applications involvin the subject parcel have been reviewed by the City of Tigard Vicinity Information Properties to the north and South are also Zoned C-P and contain a variety of office ' uses' Properties to the east are zoned 1 -P and include a variety of industrial Uses. The adjacent;' parcel to the eaet contains "ould Pump Comprai y. Across SW 72nd Avenue from the subaect site j is a vacant parcel that is zoned I.p which is a part of the Tech Center Industrial Park. Properties to the NOTICE OD bECZ8IO1r - SDI 90 -0012 - 1eI ENtIE- SAITO MCCOR 'AC PAGE 1 ITT northwest are zoned ` C -P and presently contain single - :faz,Lly residences or are vacant. SW 72nd Avenue 'abutting the site is a pared 44 foot wide major collectpr street that includes curbs and storm drainage. A sidewalk does , not exist' on either side of the street. SW Sandburg Streetf abutting the north side of the site, is a fully oca.L i im roved l • street with sidewalks on both sides p Site Information and Proposal The 1.8 acre parcel presently contains the 14, 432 square foot combination office/ storage building. A 50 space parking lot is located on the north side of the parcel. One access driveway connects the parking lot with S'W Sandburg Street. The site contains a large amount of relatively mature landscape materials 1 Oak s trees along the tr e ofincluding thesite and a series of Oaevera.L large trees along the SW 72nd Avenue frontage Sandburg Street frontage. The applicant proposes' to remodel the existing building into an building for a building contractor and construction office bra g Portion of the existing storage area would be management firm. A qr used for storage purposes ` by this company. Approximately 4,000 square feet of the existing storage area would be modified for leasing to another use: The applicant also proposes construction of a new 14,000 square foot single story flex space building on the east edge of this site. The plans include expanZion of the existing parking aarr ea to surround the exi sting building g with ith p arking requiring removal of a substantial amount of present landscape materials. Two new access driveways from Sandburg Street to the parking lot would be provided. ' Also proposed is a new driveway and truck maneu'vef•of overhead doors On the new flex the oors far eastern edge of+ the site to serve a number space building. In addition, one loading dock would be provided on the west side of the new building immediately abutting the southern property line. Agency and NPO Comments T'he Engineering Division has the following comments: 1. The applicant has landscaping plan. reviewed the submitted proposal and provided preliminary situ and The site abuts SW 72nd Avenue and SW Sandburg Street. The street is fully improved except for sidewalk and conversion of overhead utilities, Immediate construction of a sidewalk is not recommended since there are no sidewalks to the north or south to connect to and it would zequuire removal of a large cedar and two Giant Sequoia trees that exxceed five feet in diameter. Construction should be delayed until the trees have bee,11 removed or the sidewalk is needed to connect to other sidewalks construc.ted along the east side of SW 72nd Avenue as development occurs. SW Sandburg Street is fully improved with sidewalks within a 50 foot wide right --of -way, Access to the site is provided by two proposed driveways to SW Sandburg Stt; eet. Although not shown, the applicant intends to abandoned an existing driveway onto SW Sandburg Street. This will require reconstruction of the curb and sidewalk. Storm drainage is provided by an existing line in SW Sandburg Street. Sanitary scswer service is available from an, existing line in SW 72nd Avenue. curbs and The Tualatin Valley Fire and Rescue District reviewed the proposal and commented thr.c hydrants shall be placed as required by the Uniform Fire Code. Placement should be coordinated with the Fire District as Well as the Tigard Water District. The proposed building exceeds allowable flow requirements and will therefore require additional protection. If the nature and use of the existing building changes, additional protection may also be required. #5 reviewed the n the proposal and offered nttrict, POE, GTE, and NCO The Building Division, Tigard Water Di no comments or objections. No other comments have . ANALYSIS AND CONCLUSION been received. Site bevelop;tient Re' i.ev The proposal for, redevelopment of the existing building at the southeastern corner of 72nd and Sandburg, as Well as construction of the newmmiin, 000 square foot flex . p g of the site co s ace buildin the conforms Community Development Code C -P (Commercial professionals zoning district requirements for type of use with regard to Wy L. McCormack Company 's operations, setback- s from p ro ert houpdarieer building hei ht (45 feet maximum allowed 25 46 maximum building height NOTICE OF DECISION SDR 90 -0012 * MCKENZIE -SAITO/MoCoRMACK PAGE 3 proposed); site coverage (85 percent maximum allowed - approximately 80 )ercent'_ coverage proposed); and site landscaping (15 percent minimum landscaping - s.pproximately -20 percent landscapinj provided). The proposal complies with Community Development Code requirements for street trees and parking area trees, access and internal ioz.rculatio 1, vision clearance at driveway /roadway intersections, and connection of the development to necessary public services (water, sewer,, storm sewers). The site plan provides an adequate number of parking spaces to comply with Code standards for the various uses likely to locate in this type of development ( 94 spaces provided at a ratio of 3,4 parking spaces per 1,000 square feet building area). It is noted that the applicant would place the parking, sapaces on the south side of the existing building right against the property line without a landscaped buffer area. If wht 1 stops or a curb ate not provided three feet in from the propert; line, parked cars will overhang the property line. The site plan shall therefore be revised to provide either wheelstops or a curb three feet in from the southern property line of the site. The site plan provides for an appropriate number of designated handicapped parking spaces (2 required; 2 Provided). No bicycle rack par kin g s p aces are proposed. Code Section 18.106.020.P requires that 1 bicycle parking space within a rack be provided for every 15 automobile parking Spaces. Therefore, 7 bicycle parking spaces are required. The applicant will be required to revise the site plan to provide for adequate bicycle rack parking. The site is already attractively landscaped including a number of trees along the sites street frontages.' increasing the si ze of the parking area as well as adding access driveways will necessitate' removal of a significant amount of the existing landscaping, although the site has been designed to retain the most significant trees on the site including two Giant Sequoia trees and several cedars along the site's SW 72nd Avenue frontage. The Planning Division ie concernca with the site Plan's proposal to provide parking area pavement within the dripline areas of several of these large existing g of some trees. We are trees including within 5 feet of the trunks o especially` concerned because the plan would seem to provide for a surplus of on-site parking spaces for the uses likely to abe 'located within the building i. hn arborist s report on the prop impact on the existing trees should be submitted Prior to the issuance of a grading p ermit for the Site. If the report recor►mends additional pavement setback frrim the trees d a revised site plan shall be submitted.` No Sign location)3 or sign dimensions have been included in the site plan. Sign size and location requirements are prescribed by Chapter 18.114 in the Community Development Code. Sign 'size and location will be reviewed at the time the sign permit is applied for. _KENZ 1E+- SAITO /i✓ScCORN1A:CK NOTICE OF DECISION - wDR 0C »0012 + M° PAGE • Permitted Uses , in the C-P Zone Staff has contacted the applicant regarding concerns related to future use of the proposed 13.000 square foot flex -apace building. The building would include four overhead loading doors on the east side of the building, as well as one loading dock on the western side of the building. The building elevations appear typical of a flex -sPace industrial building rather than more typical buildings found in the C-P zone that typically contain more office space. The applicant has responded that their client is aware of the nature of the existing C. -P zoning and the, uses that are permitted and prohibited in that zone.` The applicant: states that the intent of the building design is to offer 2lexihility for accommodating a variety of tenants with the Oxpectation that uses' permitted in the C -P zone will occupy the 1.,r..cility. The applicant feels that such uses can be attracted to this type of building design,a However, the applicant also notes that the property owners may pursue a Comprehensive Plan Amendment /zone Change to Light Industrial L-Pin the future, w " t which would increase the range of possible tenants. The applicant states that, therefore, the building has been designed to provide for both situations. Staff recommends that the applicant' contact the Planning Division regarding whether potential lessees of the available portions of the buildings are uses - contact should g permissible usPe a.n, the P zone. Re: Site and Plan Review I have completed my site and plan reivew of the proposed development at the S.E. corner of S.W. 72nd and S.W. Sandburg Street in Tigard. This review if for the purpose of providing recommendations for the protection and preservation of existing Giant Sequoia and Cedar trees along the west boundry of the site. I would recommend the following to minimize any possible construction impact and trauma: 1. Shift the driveway and parking areas a minimum of 3', further to the east of these trees. Convert any parking spaces directly east of these trees to compact parking. I have indicated these proposed changes in red on the site plan provided. 2. Prior to any grading or other cons this area, root prune to a depth least construction in t p pth of at 18", for a distance of 20' on either side of the center line of each tree and no closer to the tree than one foot behind the final cut line. start of construction, install tree prior to the st at 3 is completed and no When the root pruning .s comp et p protection fencing as far beyond the drip line as possible but at no point closer to the tree than one foot beyond the final cut line (root pruning line). improvements must b e with the h approval and for site im pp •. Any necessary root zone intrusions p under the direction of the Consutling Arborist, In addition, theraputic care ie; pruning to National Arborist Class II standards and deep root liquid injection fertilizing to NAA standards will be necessary in early fall ) fertilizing (September). It is my prafe:j &tonal opinion that if the aforementioned reco mrneridations are followed, all will, have been accomplished arboriculturally to minimize any potential construction trauma, I trust that this brief, reliminary report ort will be sufficient for your needs at this tittle. Our client is aware of the nature of the existing CP zoning, and that it does not. allow "industrial" uses. The intent of the building design is to offer flexibility for accommodating a variety of tenants with the expectation that CP use will occupy the facility. However, we also anticipate applying for a ,:. Comprehensive Plan Amendment/Zone Change to Industrial (I P) , which would increase the range of possible tenants. Therefore, the building has been designed to provide for both situations. I hope that this is helpful and that you will call if further clarification is needed.
