Vicinity Information Tax Lot 401, the subject parcel, is designated with three different zoning districts, The northwestern corner, the site of the medical office building currently under construction, is zoned both C-N (Neighborhood Commercial) and C-P (Commercial Pro fessional) and contains approximately 2.1 acres. South of this area is approximately 0.6 additional ,acres zoned C -P. This area is a vacant, open field. The eastern 2.9 acres, which contains the McDonald'is site, is Zoned C -G (General Commercial) and also is currently vacant. Map One shows the approved lot partition configuration as well as the current zoning. 3. Two driveways off of the shared private driveway would provide access to the restaurant. Sixty- eight parking spaces would serve the restaurant; including two designated handicapped parking spaces located adjacent to an entrance to the south side of the restaurant. A bicycle rack wouldhalso be located adjacent to that entrance.' Proposed landscaping Would include a variety of maple trees -along the site's Scholls Ferry Road frontage, along the private road on the West, and along the southern edge of the site a Japanese holly would be planted along the northern edge of the parking lot to block the headlights of cars in the parking lot ''from the view of .motorists on . Agency and NPO Comments, The Engineering Division has reviewed the proposal and had provided the following comments: 1. The applicant has submitted a detailed Preliminary utility Plane a landscaping plan, and a site grading plan. 2. The parcel was created by a minor land partition (MLP 89- 14). That application required payment of a fee to the City and a dedication of additional right -of -way to improve its frontage along SW scholia Ferry Road as described in "Scholls Highway,' Murray Boulevard- -Fanno C °ek, Hearing Study Report; May 1989. The applicant has; stated that curb and 'sidewalks' within or adjacent to the SW Scho is Ferry might -of -way, although shown on the drawings, will not be constructed as part of this application but rather a Part of the project described in the report. Temporary improvements along S.W. Scholle Ferry' Road will be constructed as! part of the improvements for the previous minoar land partion. 3. NOTICE OF 'DECISION M St R 90. -0002 MCDONALD' S Page The Building Division, Tualatin Valley Fire and Rescue District, Washington' County's Department of Land Use and Transportation, Tigard Water District, PGE, and GTE have reviewed the proposal and have offered no cornrnent s or objections. ,No other comments were received. . ANALYSIS AND CONCLUSION The proposal for development of a McDonald's restaurant complies with Community Development Code C ..G (General Commercial) zoning district requirements for setbacks, building height (45 foot maximum height permitted); area (minimum e (maximum site coverage of 85 percent), and p ), g ( g F • landscaped area of 15 Percent). Eating and ( �.mu�rt lands drinking establishments are a permitted use in the C.-G zone, The proposed northern access driveway from the private road is appropriately located 110 ,feet , away from the SW Scholls Perry Road right -of -way so as to allow adequate ' stacking for 'turning vehicles. In addition, t,hio driveway is located directly across from the driveway into the medical office building. The southernmost driveway is also appropriately located. The right turn in/right turn out, onl y intersection of the p rivate road with SW Scholls Ferr;� Road should effectively prohibit left turn movements across a busy arterial. Westbouncl traffic to and from the site will need to use SW North Dakota Street. The Proposal complies with the Community' Development Code 's requirement for, arkin g s p aces for an eatin g and dri nkana establishment (1 space per 50 square feet of dining area or 35 spaces required; 68 spaces to be provided) as Nell as the required number of designated handicapped parking spaces (2 required; 2 provided). The Community Oevelopment Cade requires that one bicycle parking space be 'provided for every ;L :3 automobile spaces.
