Agency and N1O comments The Engineering Division reviewed the proposal and offers the following comments: . The applicant has submitted a site plan Showing a preliminary design of utilities and on site improvements, . This site accesses to Hunziker Street, a major collector. The existing right -of -way of 60 feet is the required width for a major collector. Along the frontage of the site, existing street improvements include, a 36 foot wide pavement with a curb. sidewalk and streetlights have not been installed. . Sanitary sewer service is available from an existing service line to an eight inch sanitary sewer in Hunziker Road, The proposed building will require a pump station. Storm drainage is provided by connecting to an existing private storm drain that is connected to 4 public storm sewer. The public storm sewer has inadequate capacity so detent ion is required. A joint use and maintenance agreement'' for .he private line was requested as a p eviou s a �p 13c ati� n ,(SDR 88-2g) hut, has not been executed. The Building Division comments that the 10 inch storm sewer at the rear of the property is a private line that connects to a public line which is undersized and requires' oft,-site retention. NcTICE Off' DECISI )N - SDR 90-01 HELMER /HHOg Page code Section 18.106.020`p) requires that at least one secured bicycle rack parking 'space be provided for every 15 automobile parking spaces. Code Section 18.106.040(n)(1) requires that at least one handicapped parking space be provided for every 50 spaces in all parking areas which contain more than five required parking spaces. Therefore a minimum of two bicycle and one handicapped parking spaces shall be required. Community Development Code Section 18.102.040 requires that clear vision areas be maintained for a triangular shaped area with legs of 30 feet at all street and accessway intersections 24 feet or greater in width. Vegetation within the clear vision area is to be limited to low -- lying' species less than ;3 feet in height or trees with branches above 8 feet. The site plan does not provide information about the types or species of trees to be used as street trees, sortie of which are located in the vision clearance area. This information can be provided on a landsca ping plan and must comply with the Code requirements. The gas pump and underground tank located on the Hunziker Street frontage approximately 30 feet from the west property line must be removed and the site dust be prepared in accordance with, state Department of Environmental Quality regulations. A permit must also be obtained from the Fire Marshall for removal of the tank. The applicant appears to have met the landscaping ;requirements with respect to coverage but it is not clear where landscaping will be provided. A detailed landscaping plan should be provided With the revised site plan. Code section 18.100.110 requires the screening of parking and loading areas. The landscaping plan should show a three aot hedge or other u er design feature that wall, obscure the view of the parking area and reduce the glare and light to which the re al neighborhood r hood across Runziker Street is exposed. sidenti Finally, Code Section 18.68.050(q) requires parking area lighting to be 80 arranges ", as to reflect the light' away from adjacent residential areas. The existing area is only partially draining into the existing storm system, with the remainder draining by surface flow onto neighboring property. If the existing area were draining as proposed, the time of concentration would be 15 rnii utes, based on 700 feet of run at an average slope of 3%. This T.C. requires a rainfall intensity of 1.80 inches per hour for the 5 Year undeveloped condition.
