Your client, Western Stone & Metal Corp. , desires to establish operations in the structure now known as the Times Building located at 9730 SW Cascade Boulevard (tax lot 100 1S1 27DD) . The Oregon Department of Transportation has plans to improve a section of SW Scholls Ferry Road which would impact this development as far as street improvements are concerned, The State's main project is to upgrade the Southern Pacific Railroad crossing at SW Scholls . Ferry Road with full street improvements adjacent to the site's Scholls Ferry frontage. The State has also included improvements along SW Cascade Boulevard as part of this project. These improvements include drainage, widening of the road, paving, and curb. The State proposes to start construction within the next , year Therefore, A ' would seem appropriate to tie « these two projects together, assuming that approval is given for this development. Therefore, the applicant should be required to do the . following along the frontage of SW Cascade Boulevard: . A. Dedicate additional 'right-of-war to 30 feet from centerline; and B. Based on our review of the site and existing conditions, the current situation could be improved by , moving the existing access point to the east. By • moving this driveway to the east the following is accomplished (1) The aoi:less point would be completely outside I of the influence of the turning lane, and (2) Although the sight distance would still not meet the minimum standards, it would be increased. In addition, sight distance would not be l influenced as much by vehicles waiting for the traffic signal as is currentl y case.the case I I Therefore, the applicant should be required to move the existing access point to the II east. 2. Construction of numerous small facilities will create maintenance problems for the cities and USA. However, there is no choice. Effective December 1st, the City must require the facilities or be in violation of State regulations. • This issue was not addressed in our earlier staff reports, as we expected the issue to be resolved between USA and the EQC. The Engineering Department is still hopeful that such resolution will be reached d within the next three months. Cascade Blvd. As' mentioned early, the State Highway Division currently has plans . for improvements which include drainage. Therefore s the applicant should be required to connect the existing on-site . drainage system to the public system. Effective December 1, 1991, we are required to comply with 'a . new requirement of the State Environmental Quality Commission • '0, (EQC) . The EQC is requiring that all new developments, that add additional impervious service area, within the Unified 'Q., Sewerage Agency (USA) must include a water quality, treatment • facility. Previously, developments without a suitable site for } water quality treatment were allowed to pay a fee in lieu of on-site water quality treatment, with the fees to be used to y construct regional facilities. We feel. that the new requirement is inappropriate. For many . small developments, it is not feasible to build an on-site facility. Construction of numerous small facilities will create maintenance problems for the cities and USA. However, ` : we have no choice, Effective December 1st, we must require the facilities or be in violation of State regulations . ' f This issue was not addressed in our earlier staff reports, as .. ' i. we expected the issue to be resolved between USA and the EQC, r i.
