They are proposing a building to complete the shopping center and wanted to find a way to escape the TIF charge, since they paid SDC fees , '; on the entire center in 1987 and also made substantial off-site improvements in 1987. At that meeting, we suggested several things which may be of interest to you: 1. We encouraged them to go through a pre-app. for this buil,Ung to assure :...that there are no surpr i. later. TIF, storm drainage fees, and new storms drainage regulations are . ems that are of potential concern. l offered e.o sit in on the pre-app, if desired, since I am familiar with their past SDR. 2. They propose to build 45,000 sq. ft. of building and 15,000 sq. ft. of display yard for lumber and nursery stock. I told them that the TIF would ' be based on only the 45,000 sq. ft. I talked to Tom Harry at Washington • ' , County and he confirmed this interpretation of TIF ordinance. n 3. I told them that the .TIF will be based on Category 823 (Shopping Center) 4 unless they can show us otherwise. They expect to show us that it should be classified under Category 812 (Building materials/lumber) or Category 817 (Nursery) or some combination of the two, giving them a lower TIF. • 4. We told them that we know of no way to grant them rel ief from TIF and no ' way to grant a TIF credit for the street improvements they completed in 1917. They thought''Tim Ramis knew a way to grant credits. Pat Will explore this issue with Tim.
