Agency and NPO Comments The Engineering Department has reviewed the proposal and has offered the following comments: ° . . a. STREETS: + . The site is located in the southeast corner of S.W. Coral I and SW Greenburg Road. The initial application that was . submitted showed two access points to the site with one eadh from Greenburg and Coral street. After discussionS O ' with the applicant where City staff informed them that t access from S.W. Greenburg would probably be denied by . the County, a new Site plan was submitted showing one H, 07 access point on S.W. coral. In addition, the applicant has stated that access to the two parcels to the south , has been looked into which could ultimately reduce the number of access points on S.W. Greenburg Road. The ' 1 . individuals who own the adjoining lots have entered into an agreement with the applicant fol: Oc . ments on both the Or front and the rear portions of their respedtive lots. The applicant should be required to extended one of the lines to a point where the property may be served. NPO 8 has commented that construction related traffic for this development should use Greenburg Road in order to keep traffic away from Metzger School. PGE and GTE have reviewed the proposal and have offered no comments or objections . Be ANALYSIS AND CONCLUSION The proposal for development of the office building on tax lot 4601 conforms with Community Development Code C-P (Commercial Professional) zoning district requirements for maximum building height (45 feet allowed; 37 feet maximum building height • proposed) , maximum site coverage (85 percent coverage allowed; 76 percent proposed coverage) ; and minimum site landscaping ( 15 percent landscaping required; 24 percent landscaping proposed) . The building is designed to accommodate a variety of uses permitted in the C-P zoning district. The intended use of the building is for offices and production facilities for a printing company. This usage is classified as a business support service, a permitted use in the C-P zone. The proposed building would be consistent with minimum building setbacks from property boundaries required by the C-P zone. The proposal complies with Community Development Code requirements for parking area trees and other site landscaping requirements, with the exception of street tree requirements and pa.rking area screening. Street trees are required to be provided along all public street frontages of a development ' project with tree spacing dependant upon the anticipated mature size of the trees. The landscaping plan appropriately provides for sweetgum trees to be planted along the Greenbtrg Road frontage of the site and along Coral Street to the west of the proposed driveway. However, no trees are proposed west of this • driveway along COral Street, The landscape plan will need to be revised to provide for additional street trees in this area in accordance with Code Section 18. 100, 035. Low level screening of parking areas is required by Code Section 18. 100. 110,A. Screening may be provided by either plantings or berm . No sign dimensions are provided at this time. This location may conflict with clear vision requirements at this intersection depending upon the height of the sign. A sign in this location will need to be kept below 3 feet in height or else the sign will need to be u relocated. This issue can be reviewed in depth at the time of application for a sign permit. • . . The site plan provides an adequate number of parking spaces to satisfy the Code parking requirements for business support services ( 16 spaces provided; 16 spaces required for the , ),/• proposed 5544 square foot proposed building area at the Code's requirement of 1 space per 350 square feet) . The proposed • parking area includes a substantial amount of pavement that is , ‘, not part of the parking spaces. Staff encourages the applicants to try to redesign this area to limit the amount of paving as well as to minimize the need for tree removal. The potential for shared access and .ared parking with the properties to the south when those p4 , perties redevelop should also be kept in mind in the redesign of the lot. The proposed parking area would include one designated handicapped parking spaces consistent with both the Code'S requirements and the Oregon Revised Statutes for a parking area of this size. The designated handicapped parking space will be located convenient to the primary entrance to the building. , Code Section 18.106 .020.P requires that bicycle parking facilities be provided at a ratio of one bike space per every 15 auto spaces. The initial application that was submitted showed two access points to the site with one each from Greenburg and Coral street'A After discussions with the applicant where City a staff informed them that access from S.W. Greenburg would probably be denied from the County a new site plan was "r., submitted slowing one access point on S.W. Coral . In addition, the applicant has stated that access to the two parcels to the south has been looked into, which would reduce the number of • access points on S.W. Greenburg Road. 'the individuals who own the adjoining lots have entered into an agreement with the -'I applicant for easements on both the front and the rear portions of their respective lots .
