Zoning Designation: I-P (Industrial Park). Location: Northwest quadrant of the intersection of SW Upper Boones Ferry Road and SW Sequoia Parkway (WCTM 251 12DD, Tax Lot 1600) -' DECISION: Notice is hereby given that the Planning Director's designee for the City of Tigard has APPROVED the above request subject to certain conditions. The findings and conclusions on which the decision is based are noted below: Tax lot 1600, which is also lot 4 of the Pacific Corporate Center, was created through the platting of the Pacific Corporate Center subdivision in December, 1989. The preliminary plat for this subdivision was approved by the City's Land Use ]hearings Officer on Tune 2, 1989. No other land use or development applications regarding this parcel have been reviewed by the City ' of Tigard, Vicinity Information The site is located on the west side of SW Sequoia. Parkway at SW Upper Boones Ferry Road within the. Pacific Corporate Center subdivision. The entire Subdivision is zoned I -P (Industrial Park) . Two office/industrial buildings developed and owned by Pacific Realty Associates are located approximately 500 feet north of the subject site ConStruction of two flex -space buildings. No ether buildings have � yet been constructed in the Pacific ubl.c utility Center subdivision. All. streets and associated pu lity improvements, are in place within the subdivision. Properties to the south of the subject site across SW TJpper Eoones Ferry Road include a variety of industrial properties � I-P -L (Light office uses on �� ro erties ���;c�neo 1 P� and � �� ( �.t. SW Sequoia Parkway is a, relatively newly constructed industrial local street with 40 feet of pavement with full street improvements and landscaping including street trees within the public right-of-way. SW Upper Boones Ferry Road is functionally classified as a major collector street by the City of Tigard Transportation Plan Map. SW Upper Boones Ferry Road contains approximately 50 feet of pavement sidewalks, curbs, and story, sewers Information. and Proposal Description The ° 5.72 acre site is resentl vacant. Fill material has been placed on the site within the past year. The applicant requests Site Development Review approval of a plan to construct a 13,782 square foot single-story office building on the southern portion of the site. The building would be provided with parking areas to the north of the building including 58 parking spaces including two designated handicapped spaces and a bicycle rack. Access to the site would be from one driveway from SW Sequoia Parkway and a sidewalk /stairway connecting the building entrance and the public sidewalk. 4. Agency and NPC') Cromments, The Engineering (Department has reviewed the proposal and has offered the following comments: -- The majority of the site fronts S.W. Sequoia Parkway with a small portion of the site fronting on S.W. Upper Boones Ferry Road. Full street improvements have been installed along both frontages. Therefore, no additional requirements should be required for this development. NOTICE OP DECISION SDR 1 .0008 PACIFIC 9 ' REALTY ASSOC. • „ • • • • ■ • The Tualatin Valley Fire and Rescue District has reviewed the proposal and has commented that fire hydrant placement must be coordinated with the Fire District and Tigard Water District. The Fire District has also commented that the size of the office structure is such that it will require either area separation walls or automatic sprinkler protection. The City of Tigard Building Division has commented that a report from a registered soils engineer showing the compaction and bearing capacity of the site must be provided with the building permit application. Tigard. Water District, Northwest Natural Gas, PGE, and GTE have reviewed the proposal and offered no comments or objections. B. ANALYSIS AND CONCLUSION The proposal for development of the office building on tax lot 1600 conforms with Community Development Code I-P (Industrial Park) zoning district requirements for maximum building height (45 feet allowed; 20 feet maximum building height proposed), maximum site coverage (80 percent coverage allowed; less than 13 percent proposed coverage of total parcel); and minimum site landscaping (20 percent landscaping required; greater than 86 percent landscaping proposed including retaining the majority of the site in grass), The site is of a size that it can be substantially further developed. Lot coverage and landscape coverage will need to be reviewed in greater detail as further development occurs on the site al: the parcel is partitioned. The applicants currently intend to partition the parcel in the future. If the parcel is partitioned as currently envisioned, the future parcel containing this building would be approximately 70,000 square feet in size with 58 percent site coverage and 42 percent landscaped area The building is designed to accommodate a variety of uses permitted in the I-P zoning district. The applicants are very familiar with the range of uses permitted in the I-P zoning district. City staff reviews uses locating within a multi tenant development through applications for tenant modification building permits and the payment of bilstness taxes, The proposed building is consistent with minimum building setbacks from property boundarie0, except with the 20 foot minimum corner yard setback from the site's southern property line required in the I-P zone. A 16 foot setback from the southern property line 15 proposed. Code Section 18.120.110.A provides for granting an exception to the setback requirementS of the applicable zone if it can be found that the requested exception will result in the following: NOTICE OF DECISION - SDR 91-0008 - PACIFIC RtIALTY ASSOC. An exception which is not greater than 20 percent of the required setback; 2 No adverse effect to adjoining properties in terms of light, noise levels, and fire hazard; 3 Safe vehicular and pedestrian access to the site and on-site; 4. A more efficient use of the site which would result in more landscaping; and, 5 The preservation of natural features which have been incorporated into the overall design of the project. The requested 16 foot setback for the southeastern corner of the building is 80 percent of the normally required 20 foot setback. Therefore, a setback exception would not be greater than 20 percent of the required setback. The buildings adjacent to the south side of the proposed building are located a substantial distance from the proposed building and across public roadways and therefore the would be no foreseeable adverse effects upon adjoining properties in terms of reduced light, increased noise, or fire danger. The requested reduced setback would not affect vehicular or pedestrian access in any way. The proposed site plan adequately provides for pedestrian sidewalks and safe vehicular access. The reduction from the required corner yard setback would allow for the building to be angled with respect to SW Upper Boones Ferry Road with sufficient landscaping in this area,. This should result in a more interesting appearance for the site without any reduction in landscaped area. There are no significant natural features on the site. This factor does not apply. The standards for an exception to the corner yard setback requirement are therefore satisfied and the 16 foot setback for the southeastern corner of the building is approved. The proposal complies with Community bevelopment Code requirements for paAting area trees and other site landscaping requirements, Street trees are already in place along SW Sequoia Parkway. The plan is also consistent with Code standards related to vision clearance at driveway/road intersections, minimum addeSs and parking lot aisleway widths, pedestrian access between the building entrance and public sidewalks, and availability of necessary public services (water, sewer, and storm Sewer) to the site. The site plan provides an adequate number of parking spaces to satisfy the Code parking requirements for use likely to locate in .hhe proposed flex-space office building (58 spades provided, or 1 space per 239 square feet of proposed building area; the Code requires that industrial and office uses likely to locate NOTICE OF DECISION - SOR 91-0008 - PACIFIC REALTY ASSOC. I . f , • JEW r in this type of building be provided with parking at ratios between one parking space per 200 square feet for medical and dental offices and one space per 500 square feet for research services). The 56 spaces therefore should be adequate to serve potential uses of these buildings, although the parking area may need to be expanded slightly if the majority of the offices to be included in the building are to be medical or dental offices. The site plan provides for two designated handicapped parking spaces consistent with both the Code's requirements and the Oregon, Revised Statutes. The designated handicapped parking spaces will be located convenient to the primary entrance to the building. Code Section 18.106.020.P :requires that bicycle parking facilities be provided at a ratio of one bike space per every 15 auto spaces. The site plan provides a bicycle rack adjacent to the building that will provide parking for a minimum of 5 bicycle parking spaces thereby satisfying this standard. C. DECISION The Director's designee approves Site Development Rye view SDR 91-0008 subject to the following conditions: BUILDING PERMITS WILL NOT BE ISSUED UNTIL THE FOLLOWING CONDITIONS ARE FULLY SATISFIED OR A SATISFACTORY PERFORMANCE ASSURANCE IS POSTED GUARANTEEING COMPLETION OF IMPROVEMENTS UNLESS OTHERWISE NOTED, STAFF CONTACT IS CHRIS DAVIES OF THE ENGINEERING DEPARTMENT. 1.
