WILLIAMS AIR CONTROLS/SPIEKER PARTNERS %''. • APPLICATION: A request by Spieker Partners for Minor Land Partition approval to divide the 11.27 acre Williams Air Control parcel into two parcels of approximately 5.05 acres (220,117 sq. ft. ) and 6.17 acres (265,593 sq. ft.) The '. 5.05 acre parcel will include the Williams Air Control building. The findings and conclusions on which the decision was based are noted below:, A. FINDINGS OF FACT 1. Vicinity information Adjacent properties in all directions except north are zoned I-H (Heavy Industrial) and contain a variety of industrial uses. A number of loading docks and at-grade loading doors will be provided, primarily on the south sides of the proposed ` buildings. Both buildings would be provided with access from a new driveway across the` center of the site that will be shared with Williams Air Control. In addition, another access driveway to SW , r 72nd Avenue is proposed at the southwestern corner of the site, ' " extending along the southern edge of the property. This driveway ' ' will also provide access to. one of the other Nelson Business Center �.'' buildings to the south as well as Gerber Blades to the east. 160 parking spaces would be provided including 4 designated handicapped accessible spaces distributed around the buildings. A' bicycle rack also would be provided. Approximately 15 percent of the site would be landscaped in a manner consistent with the other parcels included in the Nelson Business Center to the south, 4. Agency and NPO Comments The Engineering Division has reviewed the proposal and provided the 6 following comments i 1. Streets: ^./ The site fronts S.W. 72nd Avenue which is classified as a major collector. The existing roadway has 44 feet of pavement and curbs on both sides; sidewalks are not currently installed and should be a requirement of development. 2. Sanitary Sewer: There is an existing 10 inch public sanitary Sewer line that ' is located in S.C . 72nd Ave and runs the length of the property. The existing line appears to have sufficient }'.: capacity to handle this development ' 3. Storm Sewers There is an existing public storm sewer line located in S.W. 72nd Avenue. This site could be serviced by th o line and the line appears to be adequate to handle thie development. The Tigard Water District has commented that the proposed building And Site modifications will be adequately Served by existing water lines. However, the District notes that the buildings will need to `r be served by 8 inch fire sprinkler lines and a separate irrigation water meter will be necessary The Water District requests that the applicants present the District with a more detailed water service plan. , ;•, . , The Tualatin Valley Fire and Rescue District has commented that multiple access. routes must be available, for emergency vehicle acoess to t, .r on building the he Williams Air C trrsl bualdin to t east. Minor Land Partition Communit y Development Code Section 18.162.030 contains the following approval cr.iter a 'for approval of a minor land partition request: 1. The, proposal conforms with. the Citys Comprehensive Plan; 2. The proposed partition complies with all statutory and ordinance requirements and regulations; ' 3. Adequate public facilities are available to serve the ' proposal; 4. All proposed lots conform to the size and dimensional' requirements of this Code; and 5. All proposed improvements meet City and applicable agency�:•' standards. The proposed partition Complies with the approval criteria. Because partitioning would provide for industrial development consistent with the Heavy Industrial Plan designation applied to this area, partitioning is supportive of Plan purposes. No minimum lot size is required in the I--H zone. The proposed parcels are consistent with other Code dimensional criteria applicable to newly created parcels. The existing building on the site would continue to satisfy minimum building setback requirements of the I--H zone. The proposed partition therefore complies with all ;ti statutory and ordinance requirements and regulations applicable to ' the parcels. The final survey plat will be required to be checked for consistency with City of Tigard and State of Oregon standards for the 'preparation and filing of a final plat. ]Both parcels will be adequately served by necessary public services or facilities. Service providing utilities and the City of tigard Engineering Division have not reported any problems related to the provision of necessary services to expanded development of the site. Both parcels would have more than the minimum 15 foot wide of frontage or an access easement to a public street as is required for lots created through the partition process. The total width o the access easement to the Williams parcel ranges between 30 and 40 feet thereby exceeding the minimum access width requirements of Code Section 18.1O8.070.A. • A sidewalk will need to be installed along the site's SW 72nd Avenue frontage. 2. Proposed site improvements comply with Community Development Code requirements for street trees, parking area landscaping, access and internal circulation, vision clearance at driveway/roadway , intersections, and provision of necessary public services (water, sewer, storm sewers) for the proposed development of the site. " The site plan pr",ovides an adequate number of parking spaces to comply with Code standards for warehouse,and manufacturing uses that ! are the most likely future uses of the buildings. A minimum ratio of one parking space per 1,000 square feet of building area is required, with 1 space per 700 square feet of public serving area required for warehouse uses. 160 parking spaces are proposed for the approximately 113,000 square feet of building area to be , constructed. The plan also provides for an appropriate number of designated handicapped parking spaces as required by the (Oregon ' Revised Statutes (4 required; 4 provided). A bicycle rack is 1 proposed within the paved area on the south side of proposed building C. It is recommended that the rack be relocated to an area that would be better protected from motor vehicles. The plan provides for further connections amongst the various Nelson Business Center parcels, Williams Air Control, and Gerber Blades industrial uses. The connections will provide for improved i emergency vehicle access to all the buildings. Reciprocal access easements should be recorded for all shared driveways, if not already provided. • C. Sanitary Sewer: There is an existing 10 inch public sanitary sewer line that is located in S.W. 72nd Ave and runs the length of the property. , The existing line appears to have sufficient capacity to handle this development. 3. Storm Sewer: • 9 There is an existing public storm sewer line located in S.W. 72nd Avenue. This site could be serviced by this line and the line appears to be adequate to handle this development.
