APPLICATION: A request by Spieker Partners for Site Development Review approval to allow construction of a 4,200 square foot office addition attached to an existing 45,000 square foot warehouse building. The building is located on a 3.4 acre parcel located at the northeastern quadrant of SW Bonita Road and SW 72nd Avenue. Zoning: I-L (Light Industrial). Location: 14344 SW 72nd Avenue (WCTM 2S1 12AA, Tax Lot 500). DECISION: Notice is hereby given that the Planning Director's designee for the city of Tigard has APPROVED the above request subject to certain conditions. The, findings and conclusions on which the decision was based are noted below: A. FINDINGS OF FACT 1. Background No other land use or development applications involving the subject parcel has been reviewed by the City of Tigard. 2. Vicinity Information Properties to the north and northwest are zoned i-H (Heavy Industrial) and contain a variety of industrial uses. The parcel immediately to the north which is also owned by the current applicants, Spieker Partners, contains another large warehouse building. Properties to the east, south, and west are zoned I-L and also include a variety of industrial uses. The adjacent parcel to the east contains two newly constructed flex-space warehouses also operated by Spieker Partners. The subject site, the parcel to the north, and the newly developed parcel to the east share acdess driveways from SW Bonita Road and SW 72nd Avenue and are jointly managed as the Nelson Business Park. SW 72nd Avenue and SW Bonita Road abutting the site are both 44 foot wide paved major collector streets which include curbs and storm sewers. A sidewalk is located along the subject site's frontages on both streets. No sidewalk is provided on the opposite •Sides of these otreets. 3. Site Information and Proposal Description The 3.4 acre parcel presently contains a 45,000 square foot warehouse building formerly occupied by Ted Nelson Steel Company. The building now sere o as a warehouse and distribution center for Airborne Express air freight. No land use or development review was necessary prior to Airborne'S occupance of the building. An expansion which is anticipated to result in more than 20 daily vehicle trips is considered a major mOdifidation to an existing development triggering Site Development Review of the proposal (Community Development Code Section 18.120.070.B and C. Landscaping modifications will be limited to this area of new construction. The Engineering Division has reviewed the proposal and provided the following comments:. ,Streets The site is located in the N.E. corner of S.W. 72nd Ave. and Bonita Rd. Both streets are classified as major collectors. The existing roadway for each street has 44 feet of pavement, curbs with sidewalks on both, sides, and streetlights along the frontage` of the site, therefore no additional public improvements are required. In addition, no additional Right- of -Way is required at this time. There is an existing public sanitary sewer line that is located in S.W. 72nd Ave. and S.W. Bonita Rd.' Both existing lines appear to have sufficient capacity to handle this development. There is,, an existing public storm sewer line located, in S.W. 72nd Avenue and S.W. Bonita Rd. This site could be serviced by either line and they appear to be adequate to handle this development. Fees The Unified Sewerage Agency has established and the City has agreed to enforce, (resolution No. 90 -43) Surface Water Management Regulations requiring the construction of on site water quality facilities or fees in lieu of their construction. Requiring surface water quality facilities on small sites would, result in numerous facilities that would become a maintenance !burden. to the City. The actual Traffic Impact Fee will be based on the total square footage shown in the approved building plans and the trip rate in effect at the time of building permit application. The Tigard Water District has commented that the proposed building and site modifications will be adequately served by water lines and the water meter already installed on the site. The Tualatin Valley Fire and Rescue District, the Building Division, the Oregon State Highway Division, PGE, GTE, and NPO #5 reviewed the proposal and offered no comments or objectionsi. No other comments have been received. B. ANALYSIS AND CONCLUSION Site Develgpment Review The proposal for construction of a 4,200 square foot office addition to the existing 45,000 square foot warehouse building on the subject site conforms with Community Development Code I-L (Light industrial) zoning district requirements for type of use with regard to Airborne Expreed' operations; with minimum building setback d from property boundaries; with the maximum permitted building height (45 feet maximum allowed; no additional building height proposed); with maximum permitted site coverage (85 percent maximum allowed - approximately 80 percent coverage propoeed); and with the minimum bite landOcaping standard for the zone (15 percent minimum landscaping - approximately 20 percent landscaping provided),. The existing site improvements comply with Community Development Code requirements for street trees, adeqUate access and internal circulation* vision clearance at driveway/roadway intersections, and provision of necessary public services (water, sewer, storm seWers) for the propoSed expanded use of the site. The site plan provides an adequate number, of parking spaces tb comply with Code standards for warehouse use. A miniMum ratio of one parking space per 1,000 square feet of building ar e.. is required; therefo.cq, 50 parking spaCe0 are required. The site plan, however, does not provide for an appropriate number of designated handicapped parking spaces as required by the Oregon ReviEted Statute (3 required ; 2 provided), although the 2 Spades propbsed would satisfy City of Tigard CoMmUnity Development Code NOT/CE Or DECISION - SDR 91-0003 - SPIEXER PARTNERS • PAGE 3 standards as 'written. The site plan will therefore need to be revised to add one additional designated handicapped parking space the Code will need to be revised to reflect this more stringent standard that took effect on September 1, 1990. No bicycle rack parking ,spaces are proposed. Code Section 18.106.020.P requires that 1 bicycle parking space within a,rack be provided for every 15 automobile parking spaces. Therefore, the site plan will need to be revised plan to provide for seven bicycle parking spaces in a secure rack: The site is already attractively landscaped including a number 'of" trees along the site's street frontages. A large fir tree' is located in the site's southwestern 'corner adjacent to the intersection of SW 72nd and SW Bonita Road. Additional landscaping is proposed in, the area of the new parking lot and office addition. C. DECISION The Director's designee approves Site Development Review 91-0003 subject to the following conditions: PRIOR TO THE ISSUANCE OF BUILDING PERMITS THE FOLLOWING SHOULD BE COMPLETED (UNLESS OTHERWISE NOTED, STAFF CONTACT IS CHRIS DAVIES OF THE ENGINEERING DIVISION, 639-4171): 1. The site plan shall 'be revised to provide for a minimum of 7 bicycle rack parking spaces. Design details relating to the protection of bicycles from maneuvering vehicles shall be provided for Planning Division approval. The site plan shall also be revised to provide for a minimum of three appropriately located designated handicapped accessible parking spaces.
