Vicinity Information The subject parcel is bordered by properties oa all sides which are zoned for heavy industrial use (I-H) . / Landmark Industrial Park lies directly to the south of the subject site. Immediately to the west of the site I4 s a legally nonconforming residential home with Circle A W products just to the west of the home. The properties to the east contains Sandvik Steel Inc. Gerber Legendary Blades and Williams Air Control are located to the southeast of the site. 1 r 3. Site Information and Proposal Description The site is presently undeveloped. The property slopes . . soutward away from SW 72nd Avenue frontage. The elevation drops approima.tely 19 feet from the northern property line to the southern property line. There are Currently no trees or landscaping present although the site is covered with a variety of low lying natural grasses. Maples, three Douglas Fir and two , Chanticleer Pear trees to be located along the north • and east boundaries of the site, Chanticleer Pear trees and Vine Maples will also be located on the interior portion of the site. 4 Agency and NPO Comments The Engineering Division has reviewed the request and provides the following comments: 1. Streets: The site fronts S.W. 72nd Avenue which is classified as a major collector. The existing roadway has 44 feet of pavement and curbs on both 1 sides; sidewalks are not currently installed and (. should be a requirement of development Access into the site is at a difficult situation. The location of the site `is such that it fronts the roadway both in a vertical and horizontal curve. Therefore access to the site should be looked at very closely to insure that it meets (` both sight and stopping distances. 2. Sanitary Sewer: � There is an existing public sanitary sewer line that iS located on the south end of the property and runs the length of the property. The existing line appears to have sufficient capacity to handle this development { 3. Storm Sewer: Th ere is existing an public storm s ewer line located in S.W. /2nd Avenue. Surface Water Management The Unified Sewerage Agency has established and the City has agreed to enforce (resolution No. 90-43) Surface Water Management Regulations requiring the construction of on-site water quality facilities or fees in lieu of facility construction. Requiring surface water quality facilities on small sites would result in numerous facilities that would become a maintenance burden to the City. Furthermore, the applicant has, not proposed any such facilities and there are no natural depressions or other ' areas of this site that particularly suitable for water quality facilities . Regional facilities, funded by fees in lieu of construction of scattered smaller facilities would provide the required treatment with improved reliability and less maintenance. Consequently a fee-in-lieu of the construction of on-site water quality facilities should be assessed. 5. Traffic Impact Fees Washington County has established and the City has agreed to enforce (Resolution No. 90-65) Traffic Impact Fees (TIF) . The purpose of the fee is to ensure that new' development contributes to extra-capacity transportation improvements a needed to accommodate additional traffic • generated by such development. The applicant shall be required to pay the fee. The Tualatin Valley Fire and Rescue District has reviewed the p and has the following comments: proposal Fire hydrants are required as per the Uniform Building Code. Fire hydrants shall be within 250 feet of all portions of the outside walls of the buildings. If the building provides an internal sprinkling system, the availability of fire . hydrants may be extended to 500 feet. Approval of fire hydrant location shall be coordinated with the Tigard Water District. The City of Tigard Field Operations Division has reviewed this proposal and offers the following �` comment: . Part of the parking area is shown to be within a sanitary sewer easement and within a couple feet of the sanitary sewer line. The Operations Division needs access to manholes on this sanitary sewer line. From reviewing the drawings, we are not sure that this is being ` 1' addressed. Neighborhood Planning Organization #5 has reviewed this proposal and has offered the following comments» ' • Due to the "Z" alignment of 72nd around this site we are extremely concerned about the potential traffic hazard that will develop as both employees and customers of businesses using the site try to arrive and leave. The t-H zoning district requires a 30 foot minimum setback from the front property line. This development proposes an approximately 45 foot setback from the front property line r and therefore satisfies this minimum setback requirement. No other setback requirementP apply to this site. The applicant has stated that approximately 2,800 square feet of the building will be used for the sale, storage and . repair of truck equipment and electrical components. Therefore, this code standard is satisfied. The site meets the minimum access standards through the provision of one 30 foot wide access driveway from SW 72nd t Avenue. Code Section 18. 108.080(A.) requires that industrial !' use parking areas with less than, 100 parking spaces be , provided with one access drive with a minimum access width of 30 feet. The accessway must be paved to a minimum width of 24 feet. The applicant is proposing a paved 30 foot .wide ' paved accessway and therefore surpasses this access .r . requireme;nt. Code Section 18.1.08.050 requires that a walkway extend from , the ground floor entrances or from the ground floor landing ` of stairs of all commercial and industrial uses, to the egress. The streets which provide the required access and eg ' proposed site plan does not indicate that a walkway has been provided. Therefore, the site plan should be revised to provide the required pedestrian walkway. ,' � Code Section 18.100. 110 (Screening: Special Provisions) i,;I states that trees shall be planted in landscaped islands in all parking areas, and shall be equally distributed and on each seven parking spaces in order the basis on one tree for e p g p 1 ,• to provide a canopy effect. Strcaets. The site fronts S.W. 72nd Avenue which is classified as a major collector. The existing roadway has 44' of pavement and curbs on ' both sides; sidewalks are not currently installed and should be a requirement of development. Access into the site is at a difficult situation. The location of , the site is that it fronts the roadway both in a vertical and . horizontal curve. Therefore access to sight should be looked at very closely to insure that it meets both sight and stopping distances. 2. Sanitary Sewer: There is an existing public sanitary sewer line that is located on the south end of the property and runs the length of the property. . The existing line appears to have sufficient capacity to handle this . development. 3. storm Sewer: There is an existing public storm sewer line located in S.W. 72nd' , Avenue. This site could be serviced by this line and the line appears to be adequate to handle this development.'' 4. The Unified Sewerage Agency has established and the City has agreed to enforce, (resolution Igo: 90-43) Surface Water Management Regulations requiring the construction of on site water quality facilities or fees in lieu of their construction. Requiring surface' water quality facilities , on small sites would result in numerous facilities that would become a •'� maintenance burden to the City. Furthermore, the applicant has not proposed any such facilities and there are no natural depressions or other , areas of this site that particularly suitable for water quality facilities. Regional facilities, funded by fees in lieu of construction of these facilities would provide the required treatment with improved reliability ': and l ess t ° Consequently a fee-in-lieu of the o f on-site water quality facilities should be assessed: I I i 'p . 6. The location and capacity of existing, proposed, and future lines shall be addressed. Designs and calculations submitted shall be stamped by a Registered Professional Engineer licensed to practice in the State of Oregon. 2. The applicant shall demonstrate that storm drainage runoff can be . discharged into the existing drainageways without significantly impacting properties downstream. 3 . The applicant shall be required to install sidewalks and street lights along the frontage of the site. They shall be part of the public improvement plans, 4.
