Section 18.100.035 requires that street - ••• trees be spaced between 20 and 40 feet apart depending on the size classification of the tree at maturity (small, medium or large). The preliminary site plan indicates proposal of approximately three (3) street ' trees to be planted on the site. Therefore, this code requirement has been satisfied. a Visual Clearance Areas. Section 18,102 requires that a clear vision area shall be maintained on the corners of all property adjacent to intersecting . right-of-ways or the intersection of a public street and a private driveway. . No plantings or structures which obstruct vision are located within the clear vision area. This requirement has been satisfied. , Tree Removal. Chapter 18.150 contains standards for obtaining a required permit for removal of trees having a trunk 6 inches or more in diameter when measured four feet above the ground. This code requirement is not `, applicable to this case because there are no trees on the site. • Landscaping Plan. Section 18.100.015 (0) requires that the applicant submit a landscaping plan. The applicant has indicated on the preliminary landscaping plan the proposed location of twenty-one(21)trees located along SW Pacific Highway, and westerly portion of the site. Also shown are some portugal laurel, rhododendrons, red maples, and a variety of other plants ` ,a .. located around the site. Therefore,this code requirement has been satisfied. ' r S. inns, Section 18,114.130 (D)lists the type of allowable signs and sign area I permitted in the C-C zone. All signs shall conform to the provisions listed in this code section. All signs shall be approved through the Sign Permit process as administered by the Planning Division and shall comply with vision clearance requirements. B. PUBLIC FACILITY CONCERNS: . STREETS: The site is located on Highway 99 adjacent to the southwest corner of Fred Meyer. Highway 99 is under the jurisdiction of the Oregon State Department of Transportation. The site was last used as a gas station. . There are two existing driveway access points: 1) the first being a shared ingress/egress with Fred Meyer on the southeast corner of the site and 2) ,' the other being along the frontage of the property and Highway 99. (See . discussion of applicant's proposal on page #4). 2, SANITARY SEWER: There is currently a service stub to the site, No additional improvements are required. 3. STORM SEVER: As mentioned above, the site had a service station located on it prior to this proposed use (the existing building is currently still on site). After a field visit to the site it was determined that the site slopes towards Highway 99 . and there is an existing storm drain line that connects to the public line located in Highway 99. The storm line located in Highway 99 is under the jurisdiction and maintenance responsibility of the Oregon State Dep,''tment of Transportation. Based on past use and the proposed use it does not appear that any additional storm water runoff will be created. Therefore, •. no additional improvements are required. • The Unified Sewerage Agency has established and the City has agreed to enforce (Resolution and Order No, 91-47) Surface Water Management Regulations requiring the construction of on-site water quality facilities or fees in-lieu of their construction. Section 7.02 of the R&O states that: ''The provisions of Chapter 7 shall apply to all activities which create new or additional impervious surfaces.„".".
