The preliminary plat for this subdivision was approved by the City's Land Use ; . Hearings Officer on June 2,r 1989 . No other land use or development applications regarding the subject parcel have been reviewed by the City of Tigard. 2. Vicinity Information The site is located between SW Sequoia Parkway and 1-5, northeast of the eastern terminus of SW Cardinal Lane. The site and the entire Pacific Corporate Center subdivision are zoned I'-P (Industrial Park) . Two office buildings developed and owned by Pacific Realty Associates are located on the west side of SW Sequoia Parkway opposite the subject site. Other office and industrial buildings owned by Pacific Realty Associates are located further south along the west side of SW Sequoia Parkway. Lots 5-8 of the Pacific Corporate Center subdivision, which are on the east side of SW Sequoia Parkway and south of the subject site; are vacant and covered prirara _y with low grasses. The Ceyurtz Furniture store and the manufacturing operations of Smetco, Inc. , are located to the north of the subject site. SW Sequoia Parkway and (SW Redwood Lane are relatively newly constructed industrial local streets with 40 feet of pavement with full street improvements and landscaping 9• including street trees within the public right-of-way. 3 . Site Information and Proposal Description The approxiMately 11.4 acre site is vacant and covered with grass . The building would be provided with a P ublic parking area with parking for 502 automobiles on the southern side of the building, with 27 additional parking spaces (presumably for employee use) to be located to the north side. Fourteen designated handicapped spaces would be provided in the main parking lot. Access" to the main would be provided by a forty foot wide driveway from SW Sequoia Parkway (relocated approximately forty feet north of an existing driveway) and two additional driveways from a proposed eastward extension of SW Cardinal Lane, In addition, a thirty-six foot wide driveway from SW Sequoia Parkway would be located in the northwestern portion of the site providing access to a service driveway leading to the building's` loading area. This driveway would extend around the building to connect • with, the main parking lot. 4 . Agency and NPO Comments Utility and service providing agencies were provided with copies of the site development plans . No comments were received, other than from the City of Tigard. Engineering Department. The Engineering Department comments are incorporated into the public facilities section of the Analysis portion of this report NPO #5 questioned whether a traffic signal would become needed at the intersection of SW Sequoia parkway and SW Bonita Road because of traffic associated with this • . .p n proposed development. The two large evergreen trees in the ;;northwestern corner of the site are to be retained. Red Sunset maple street trees are already in place along the site's SW Sequoia Parkway frontage, with similar street trees proposed to be planted along the proposed extension of SW Redwood Lane ' and along the s ite's I-5 frontage.e. The p lan is also consistent with Code standards related to , vision clearance at driveway/road intersections, minimum access and parking lot aisleway widths, and availability of necessary public services (water, sewer, and storm sewer) to the site. All necessary public facilities have been provided to the site through the development of the Pacific Corporate Park subdivision. The site plan provides an adequate number of parking spaces to satisfy the Code parking requirements for construction sales and service uses (529 spaces to be provided, or 1 space per 200 square feet of proposed building area; the. Code requires that construction sales and service uses be provided with, a minimum parking ratio of one parking space per 1000 square feet The 529 spaces therefore should be more than adequate. The site plan provides for fourteen designated handicapped parking spaces consistent with the Code's requirements, the Oregon Revised Statutes, and the Americans with Disabilities Ant. The designated handicapped parking spaces will be located convenient to the primary entrances to the buildings. • Code Section 18. 106 .020.P requires that bicycle parking facilities be provided at a ratio of one bike space per every ' 15 auto spaces. The proposed development would therefore need , to be provided with bicycle racks with a minimum of 36 bicycle parking spaces . No racks are shown on the site plan. The applicant has submitted information demonstrating that the traffic volume generated from the proposed Home Depot, combined with traffic from existing development in the Center, is anticipated to be similar to the traffic generation assumed in the 1989 traffic study. With I completion of Home Depot, aprroximately 50% of the Corporate Center will be developed. Peak hour traffic volumes will be approximately 50% of the total volume anticipated by the 1989 study for a fully-developed Center. It therefore appears that development of the Center is occurring consistent with the assumptions of the 1989 study. Intersection improvements and signals; were constructed in 1989 to accommodate the full development of the Center. Therefore, ! no additional off-site traffic improvements will be required, to be installed as a condition of this development approval r The anticipated traffic levels will not meet warrants for a traffic signal at the Bonita/Sequoia Parkway intersection STREETS: The, site fronts on SW Sequoia Parkway, ' SW Redwood Lane, and 15a Full street improvements have been installed along all frontages during development of the Pacific Corporate Park subdivision The applicant is proposing to relocate an existing driveway,' which is opposite a driveway on the west side of the street, approximately 40 feet to the north. The applicant is proposing to pipe the storm water runoff from the parking lot and the building through two water quality facilities. The storm water, after flowing through the water quality facilities will be discharged into an existing storm sewer system located in SW Sequoia Parkway,; The Unified Sewerage Agency has established and the Cit y has agreed to enforce (Resolution and Order No. 91-47) Surface Water Management Regulations requiring the construction of on- site water quality facilities or fees-in-lieu of their construction. The applicant is proposing to construct on-site water quality facilities. As discussed above and based on the preliminary plans, the storm water from the site will be piped into a private system. It will then be transported to one of two water quality facilities prior to being discharged, into a storm sewer system. This appears to provide adequate treatment of the storm water runoff that would be generated by the proposed development. I ; C. Findin s: 1i TRAFFIC: In 1989 when Pacific Corporate Center was proposed, a traffic study was prepared for the° Center. The applicant has submitted information demonstrating that the traffic volume generated from the proposed Home Depot, combined with traffic from existing development in the Center, will be similar to the traffic generation assumed in the 1989 traffic study. With completion of Home Depot, • approximately 50% of the Center will be developed and the peak hour traffic volumes will be approximately 50% of the total volume anticipated by the 1989 study for a fully-developed Center. So, it appears that development of the Center is occurring consistent with the assumptions of the 189 study, Intersection improvements and signals were constructed in 1989 to accommodate, the full development of the Center.
