HISTORY: Historical information concerning the site
Vas provided by Mr. Edward Hunziker, the
property owner. Mr. Hunziker was interviewed
on 't : rch 13, 1989, and on March 16, 1989, at
the, time of the tank removal. .'W

A single underground duel storage tank was
installed in 1945. The tank was used to store leaded gasoline. The tank was used to
equipment. The. tank was taken

out of service in about 1964.
DESCRIPTION: A single underground fuel storage tank was
present at the site. The tank measured 81 0”
Q : x 31 6" diameter (about 550 gallons) . The
tank fill pipe was located directly over the
tank. A fuel dispenser pump was formerly
located inside an adjacent garage,
approximately 5 feet west of the tank. No
ballast was observed at the tank.

TANK REMOVAL: The tank removal was performed by the owner
on March 16, 1989. The following procedures
were used to remove the tank.
1) Pump the tank dry. Approximately 17
. .I � ��inches of water was present in the tank. ,
2) Excavate the soils overlying the tank to
expose the tank and piping. t

3) Disconnect the piping from the tanke The
piping was dry and did not require draining.
4) Excavate the soils around the tank and
remove the tank.
5) Backfill the excavation to grade with
excavation spoils and other backfill.
(Note: The tank removal was not observed by
LSE personnel.)
TANK DISPOSAL: The tank was removed from the property on G_

.�. March 21, 1989, for final disposal. The !
final disposal included destruction of
the tank. A certificate of disposal is
presented in Appendix B. The tank disposal

ASSESSMENT: An assessment was conducted after the tank
removal to evaluate whether the site has been

the assessment include the following
observations.
1) The tank basin backfill consisted of sand
and natural soils. Soils exposed at the 3
excavation sidewalls indicate than the site

was relatively slow. Approximately 2 to 4 ll ;

condition with severe corrosion. Holes were
observed in the tanks.
4) The tank piping appeared tc be in poor
condition with moderate corrosion.
5) No gasoline odors were detected at the
excavation after removal of the tank. No

obvious sheen (rainbow) was present on

groundwater that seeped into the excavation.
SAMPLING: A soil sample was obtained from the tank
excavation for testing to detect and. document
contaminant levels at the site One soil
sample was taken from the tank excavation, as
listed below.

The sampling procedures were in general
accordance with EPA guidelines (SW-846) . The

1) A block of natural soil was retrieved from
the bottom of the tank excavation using a

the soil block using a small decontaminated
trowel. The sample was collected in a
laboratory prepared jar. Sample head space

TEST RESULTS: Results of the laboratory analysis conducted

on the sample indicate that the site is free
of hydrocarbon contamination. Detection t:
levels for the chemical test were estivate: ..,
. at about 1.0 ppm. A copy of the laboratory
report is included in Appendix C.
COMMENTS Based on our observations and the chemical
test results, we believe that no measurable
contamination of petroleum hydrocarbon 4. .
products is present at the site. Also, we
believe that the holes observed in the tank
likely formed after the tank was taken out of r•
service, and that the holes did not result in
a substantial release of petroleum products.
Some minor releases (e.g. , releases from tank t
overfills) may have occurred during operation
of the tank. In our opinion, the former
operation of the tank has not caused a
measurable impact on the environment at the
site.

1, Vicinity Information:
Properties to the north and west, across SW Hunziker Street,
are zoned R-4 .5 (Residential, 4 .5 units per acre) and are
developed primarily with single family residences. The
p.Luperty directly to the west is zoned I-P (Industrial Park)
and is developed with an industrial building. Properties to
the east and southwest are also zoned I-P (Industrial Park)
and are similarly developed. Properties to the south and
further to the east are zoned I-ML (Light Industrial) and are
also developed with a variety of industrial uses.
2 . Site Information and Proposal Description:
The subject site is vacant and has recently been graded.
The applicant proposes to construct a 20,000 square foot
industrial warehouse building on the site. This building is
proposed to be 25 feet tall;

SECTION III - ANALYSIS AND CONCLUSION:
1. COMMUNITY DEVELOPMENT CODE COMPLIANCE

Section 18.68.050 (Dimensional Requirements) allows a maximum
building height of 45 feet in the I-P zone. The existing
structure is proposed to be no more that 25 feet in height and
therefore, this code section is satL.sfied.
The front yard setback shall be a minimum of 35 feet. There
are no other setbacks which are applicable to this site. <. The
proposed building is more than 35 feet from the front proporty -.
line of this site. Therefore, this site plan complies with
all applicable setback requirements.

four spaces for each establishment, The proposed building

Section 18. 108.080CA1 requires that industrial use parking
areas with less than 100 parking spaces be provided with one
access drive with a minimum paved width of 24 feet. This code:

Code Section 18. 100. 110 (Screening: Special Provisions) states ..
that trees shall be planted in landscaped islands in all
parking areas and shall be equally distributed and on the
basis of one tree for each seven parking spaces in order to :r
provide a canopy effect. Five trees, are required for this
site under the provisions of this code section. The proposed
site plan indicates the provision of only two parking lot
trees. The afore, this site plan shall be revised to provide " • ,
for a total of five trees on the interior of the site.
Developments within the I-P zoning district are required to
provide a minimum of 25% landsc aping on the site as per
Section ,18.68.050 Of the 1.08 acre site, the applicant
has proposed to landscape 12,117 square feet (25.8 percent) .
The site plan indicates that trees,, gxass, and azaleas wil l be
provided thereby establishing a balance between vertical and
horizontal landscaping. This requirement is satisfied.
Section 18. 100.035. (Location of Street Trees) requires that
street trees be placed at a spacing interval of no more than
* 40 feet. The eight trees which are proposed to be installed
along the site frontage on SW Hunziker Street. This frontage
is approximately 208 feet in length which provides for an ��
average of one tree for every 26 feet. Therefore, this code ,
section is satisfied.

Section 18. 108.050(A) requires that a walkway be extended from
the main ground floor entrance of the structure to the street
which provides the required access and egress. The proposed
site plan does not indicate the provision of this pedestrian
access. This code requirement has not been satisfied.
Therefore, the site plan shall be modified to p-ovide for this
requirement.
2. PUBLIC FACILITY CONCERNS:
A. STREETS:
Access to this site is provided from SW Hunziker Street,
a major collector. Southwest Hunziker is fully improved
along the frontage of the site, except for the following:
sidewalk, streetlights, and undergrounding of utilities.
Therefore the applicant should be required to install a
sidewalk, underground the utilities or pay a fee in-lieu
of, and install a streetlight.
B. SANITARY SEWER:
There is an existing 8 inch public sanitary sewer line
located within SW Hunziker which the applicant is
proposing to connect to. The existing line has
sufficient capacity to accommodate this development.
C. STORM SEWER:
4 There is an existing public storm sewer system located
with SW Hunziker Street. The applicant should be
required to submit evidence that the existing system has ,
the capacity to accommodate this development.
The Unified Sewerage Agency has established and the City
has agreed to enforce (Resolution and Order No. 91-47)
Surface Water Management Regulations requiring the .
construction of on-site water quality facilities or fees
in-lieu of their construction. Construction, of an on-
, • site water quality treatment facility is not appropriate
for thiS location since the site is small compared to the
development plan, and because the loss of area for the
provision of this on-site facility would preclude
effective development of this site. In addition,
requiring stirface water quality facilities on small sites
would reSuLt in numerous facilities that would become a
maintenance burden to the City. The applicant has not
proposed any such facilities nor are there natural

Findin s:
1. STREETS:
Access to the site is provided" from S.W. Hunziker, a major
collector. Along the frontage of the site, S.W. Hunziker is fully
improved except for the following: sidewalk, streetlights, and
u.ndergrounding of utilities. Therrefore the applicant should be
required to install a sidewalk, undergound utilities or pay a fee
in-lieu of, and install a streetlight.
2. SANITARY SEWER:
There is an existing 8 inch public sanitary sewer line located
within S.W. Hunziker which the applicant is proposing to connect to
The existing line has sufficient capacity to handle this
development.

3. STORM SEWER:
� . There is an existing public storm sewer system located with S.W.
Hunziker. The applicant should be required to submit evidence that
the existing system has the capacity to handle this development.
The Unified Sewerage Agency has established and the City has agreed
to enforce (Resolution and. Order No. 91-47) Surface Water Management PT
Regulations requiring the construction of ,on-site water quality
fa.ilities or fees in-lieu of their construction. Construction of
an on-site water quality treatment facility is not appropriate
because the site is small compared to the development, plan, and the
q' loss of area for the on-site facility facility would preclude the effective
development. In addition, requiring surface water quality
facilities on small sites would result in numerous facilities that
. . would become a ma:A.ntenancae burden to the City. Furthermore, the
applicant has proposed any this and re are app' as not ro osed an such facilities the na

Recommendations:
PRIOR TO THE ISSUANCE OF A BUILDING PERMIT THE FOLLOWING CONDITIONS SHILL
BE SATISFIED OR FINANCIALLY SECURED:
1. The applicant shall be required to pay the fees as established under
the guidelines of Unified Sewerage Agency Resolution and Order No
91-47 . NOTE: This is a two part fee which is paid at different
times. The first portion is paid with the public improvements which
is for that portion of the development which increase the impervious
• area within the public right-of-way. The second portion is paid at
. Building Permit issuance.
2 . Two (2) sets of detailed public improvement plans and profile
construction drawings shall be submitted for preliminary review to
the Engineering Department. Seven (7) sets of approved drawings and
one ( .) itemized construction cost estimate, all prepared by a
Professional Engineer, shall be submitted for final review and
approval (NOTE: these plans are in addition to any drawings required
by the Building Division and should only include sheets relevant to
