SURFACE WATER QUALITY: Resolution and Order 91-47 of the Unified Sewerage Agency allows a fee in-lieu of the construction of a permanent on-- site water quality facility if the soils would result in an ineffective facility or "the site is small . . . and the loss of area for the on-site facility would preclude the effective development" . The site may be large enough to result in an t, on-site facility of sufficient size to be effective and could be located in the depressed area along the southern property line. However, this area is required for parking for the proposed buildings, and the suitability of the soils for a treatment facility are unknown. Consequently, a fee in-lieu of construction of a treatment facility should be required. Recommendations Qtto 1 .
