In addition, the applicant proposes to dedicate an additional five feet of additional right -of -way along the site';4 frontage on SW Cascade, Boulevard and install half-street improvements. The applicant proposes to retain the existing trees and further enhance the landscaping. 4. Agency and NPO Comments The City of Tigard Field Operations Division has reviewed this proposal and has offered the following comments: Excellent plan. Good choice of plant materials and trees Neighborhood Planning Organization (NPO) #2 has reviewed this proposal and has offered the following comments: The landscaping plan would sure help the looks of a presently dumpy looking site. Plants will be next to Highway 217 and will have to survive much exhaust smoke. The City of Tigard Building Department, General Telephone, Tualatin Valley Fire and Rescue District #1, Portland General Electric and the Tualatin Valley Water District have reviewed this proposal and have no objections to it. C,. No other 'comments have been received, ANALYSIS AND CONCLUSION Section 18.68.051LA) (4) (Dimensional Requirements) of, the Code allows a maximum building height of 45 feet in the I-P zone. The existing structure, is less than 45 feet in height and its height will not be increased by the internal modifications. Therefore, this code section is satisfied. The front yard setback Shall, be a minimum of 35 feet. There are no other setbacks which are applicable to this site The existing building is more than 35 feet from the front property line of this site. Therefore, this site plan complies with all applicable ,setback requirements. The applicant has indicated that the building will be used for use as a motorcycle and lawn mower sales facility. Code Section 148.106.020 /El requires one bicycle parking space f dr each 15 vehicular parking spaces in any development. This, plan wil'. reed to provide a minimum of two bicycle parking spaces on- site.' The rs to plaa does not indicate the provision of a bicycle parking rack. Therefore, this code standard has not yet been satisfied and the e..te plan should be revised to provide for at least two bicycle parking spaces. The site meets the minimum access standards through the provision of one 30 foot wide driveway and one 40 foot wide driveway; both of which provide access to, the site, from SW Cascade Boulevard. Code Section 18.108.080(41 requires that commercial use parking areas with less than, 100 parking spaces be provided with one access drive with a minimum access width ,r,..f 30 feet. The acr;essway must be paved to a minimum width of 24 feet.. ; „'his code section has, therefore been ;satisfied. Code Section 18.100.110' (Screening: Special Provisions) states that trees shall be planted in landscaped islands in all parking areas and shall be equally .distributed and on the basis of one tree for each seven parking spaces in order to provide a canopy effect. The proposed landscaping plan far exceeds this requirement by providing 24 red maples places around the perimeter of the site Developments within the I -P zoning district: are`requLred to provide a minimum of 25% landscaping on the site as per Section 18.68.050(A). Of the, 2.19 acre site, the applicant has proposed to landscape 18,763 square feet (20.15 percent). This code section allows for a landscaping reduction to 20 percent of the site when all of the following are met: a. i) Street trees, r^■s required by Section 18.100.035 are to be installed with a minimum caliper of three inches rather than the two inches at four feet in height required ay Section 18.100.035.A; ii) The landscaping between a parking lot and street property line shall have a minimum width of 10 feet, and, iii) All applicable buffering, screening, and Setback requirements shall be satisfied. b.
