Fill material has been placed on the site within the past year. The applicant requests Site Development Review approval of a plan to construct two single -story flex -space buildings of 27,500 and 35,000 square feet on the northern portion of the site. The buildings would be provided with parking areas surrounding the buildings on all sides except, to the east between building 225 and SW Sequoia Parkway. The site would include 179 parking . spaces, including seven, designated handicapped spaces. Two bicycle racks with spaces for twenty bikes are proposed. Access to the site would be provide by two driveways from SW Sequoia Parkway, including a shared driveway with the office development to the south. Agency and NPO Comments The Engineering Department has reviewed the proposal and has offered the following comments: 1. Streets The site fronts on SW Sequoia Parkway. Full street improvements have , been installed along both frontages. Therefore, no additional requirements should be requ red for this proposed development. 2. Sanitary Sewer: There is an existing 8 inch public sanitary sewer' line which was installed as a condition of approval for SDR 91 -0008 located on the west side of the development. The applicant is proposing to connect both buildings to the public line. 3. Storm "ewer There is an existing public storm sewer line located on the � o f the proposed development site. ASSt,�� PAGE The Police Department, ,Tualatin .Valley Fire, and Rescue District, Tigard Water District, Northwest Natural Gas,, PGE, and GTE have reviewed the proposal and offered no comments or objections 13 . ANALYSIS The proposal for development of the two flex-space buildings on the northern portion of tax lot 1600 conforms with Community Development Code I -P (Industrial. Park) zoning district requirements for maximum building height (45 feet allowed, 20 feet maximum building height proposed), maximum site coverage (80 percent coverage allowed; 69 percent proposed coverage of the northern portion of the parcel), and minimum site landscaping (20 percent landscaping required; 31 percent landscaping proposed) . The proposed buildings are consistent with Community Development Code required I -P zone minimum building setbacks from property boundaries, except that the northern portion of proposed building 225 appears to encroach into lot 3, otherwise known as tax lot 700. Staff conferred with Dennis Woods of Mackenzie /Sato and Associates by telephone on March 4, 1992. Mr. Woods reported that the applicants will either be able to verify that this building will not cross the property boundary or that the property boundary can be relocated prior to the, issuance of building, permits. A separate lot line adjustment application will need to be applied for and approved by the City of Tigard. The buildings are designed to accommodate a variety of uses permitted in the I -P toning district. Pacific Realty Associates are very familiar with the range of uses permitted in the I -P zoning distract City staff review uses locating within a multi- tenant development through applications for tenant modification building permits and the payment of business taxes. The proposal complies with Community Development Code requirements for parking area trees', and other site landscaping requirements. Street trees are already in place along SW Sequoia Parkway. The 272 spaces therefore should be adequate to serve potential: uses of these buildings, although the parking area may need to be expanded slightly if the majority of the offices too be included in the building are to be medical or dental offices . The site plan provides for seven designated handicapped parking spaces consistent with the Code's requirements, the Oregon Revised Statutes, and the Americans with Disabilities Act,, The designated handicapped parking spaces will be located convenient to the primary entrances to the buildings. Code Section 18.106.020.P requires that bicycle parking facilities be provided at a ratio of one bike space per every 15 auto spaces. The site plan provides for two bicycle racks that will provide parking for a minimum of 20 bicycle parking spaces, thereby satisfying this standard. Code Section 18.108.050.A requires that pedestrian walkways be provided between building entrances and public sidewalks. The site plan provides for a good network of sidewalks between the buildings and parking lots but does not provide for a connection to the public sidewalk along SW Sequoia Parkway. The only paved connections between the public sidewalk and the buildings would require a substantial amount of traffic through the parking areas`. While the City has sometimes allowed a portion of a required sidewalk connection to include parking lot area, in this case the distance within the parking lots would be excessive, especially in relation to the apparent ease with which on -site sidewalks could be connected to the public pidewalk. The site plan will need to be revised to provide for a connection between the buildings' entrances and the public sidewalk along SW Sequoia Parkway.
