Upon review of the site plan, a property , inspection and review of the traffic study, the Director finds that none of the Major Modification criteria contained in Section 18,120.070.(B) are invoked by the proposed • expansion. Based on the analysis of the data collected between February 22 and February 24, 1998 at an existing espresso stand in Woodburn, Oregon,we have determined that the proposed espresso stand does not require a full traffic impact study to address transportation issues under City of Tigard ordinances because it is estimated that the stand will generate fewer than twenty new trips on the surrounding transportation • system per day. Trip Goneratron Ire order to determine the trip generation characteristics of the proposed espresso stand in Tigard, Kittelson 8c Associates,Inc.provided the client with a sample interview script and data collection sheets to create an hour-by-hour,day-long profile of the trip generation characteristics of a similar espresso stand in Woodburn,Oregon. Agency and NPO Comments The Tualatin Valley 'F ire and Rescue District has reviewed the proposal and has commented that permits for tank installation and piping must, be obtained from the Fire District and DBQ. In addition, a fire hydrant must be located within 250 feet of all portions of the facility. If a hydrant is not presently located within that distance from the facility, it will r; the responsibility of the developer to provide a hydraiw. STREETS: The site is located on S.W. 72nd Avenue, opposite the southwest corner of S.W. 72nd and Cardinal Lane, S.W. 72nd Avenue is classified as a major collector and has the following minimum improvement standards: � 60 feet of right-of--war, 44 feet of pavement, and . curbs and sidewalks on both sides of the street. Adjacent to the site all improvements are installed except for the sidewalk, undergrounding of utilities, and the existing right-of-way is 25 feet from centerline rather than the required 30 feet. Therefore, the applicant should be required to provide the following: 1 Installation t a ion of sidewalk along the frontage of �, the site; 2 . Undergrounding of utilities along the frontage of the site; and 3. Dedication of an additional 5 feet of riight-of-- var.' The applicant is proposing to install two driveways, one at the north end and the other at the south end of the property. The south access drive meets minimum standards. The site is situated such that the north access drive would be slightly offset from • S.W. Cardinal Lane (the centerline of the drive would match the southern right-of-way line of Cardinal Lane) . STREETS : I' The site is located on S.W. 72nd Avenue, on the southwest (� corner of S .W. 72nd and Cardinal Ln. S .W. 72nd Ave is classified as a major collector and has the following,minimum standards: 60 feet o f right-of-way with 44 feet of pavement, a and curbs and sidewalks on both sides of the street. Adjacent ' to the site all improvements are installed except for the sidewalk, undergrounding of utilities e s and the existing tin g right- of-way which is 25 feet from centerline. Therefore, the r.: applicant should be required to provide the following: Y. 1 . Installation of the sidewalk along the frontage of the site; tr 2 . UndergroLnd, utilities along the frontage of the i' site; and ' 3' . I 3 , Dedication of 5 feet of right-of-way. The applicant is proposing to install two (2) driveways one at ' the north end and the other at the south end of the property. 1, The south access drive meets the minimum standards . STORM SEWER: Effective December 1, 1991, the City is required to comply with I ' anew requirement of the State Environmental Quality Commission f' • (EQC) . The EQC is requiring that all new developments which add additional impervious surface area within Unified Sewerage Agency (USA) jurisdiction must include a water quality treatment facility. Previously, developments without a , suitable site for water quality treatment were allowed to pay ' a fee in lieu of on-site water quality treatment. These fees would then be used to construct regional facilities. The applicant has shown a water quality facility on the preliminary site plan. While the facility may be adequate to Meet the requirements, the Engineering Department has not reviewed or received any detailed plans to insure that the i facility will be in compliance; normally detailed engineering plans are not submitted until after Site Development approval is given. We therefore, recommend that a waiver be an option, if allowed by the regulations and if it is determined that the proposed facility can not comply due to site conditions .
