In February, 1985 . a site development review and minor land ,
partition application (SDR''29-84/MLP 4-84) was approved permitting
the establishment of the Civic Center. This decision was modified''
in October, 1985 to accommodate the timing of a local improvement
• district for street improvements along Hail Boulevard. In March,
1985 a sensitive lands permit was approved to allow the placement
of 76 c ubic yards of fill within the 10 0 year floodplain of Fanno
Creek.
In January, 1988 a request to allow the temporary use of a 1,440
square foot modular office building to provide office Space for

The Tigard Civic Center includes a police station (approximately
9,000 square feet), a library (approximately 11,560 square feet),
and the City's administrative.offices (approximately 11,070 square ;
feet) . The parking area includes 3 handicapped and 212 standard

and compact parking spaces. The site is adequately landscaped
except street trees need to be planted along Hall Boulevard in '

The City proposes a two phase development. The first phase grants
permanent status to an existing 1440 square foot modular office
building located on the west side of the Civic Center. The second

The Engineering Division has the following comments concerning the

a. success to the site is from SW Hall Boulevard, a state highway.
The frontage is improved to the full width, with curbs and
sidewalks
b. The existing driveway to SW Hall Blvd. is 26 feet wide and has
curbs and a sidewalk. There are over 200 parking spaces,on
the site. These improvements satisfy Section 18.108.080 of
the Tigard Municipal Code, where less than 100 parking spaces '
for the entire City Hall' site are required. Since Section
18.106.030 requires less than 100 parking spaces, the '-
existing driveway is consistent with code standards in Section
18.108.080.

c. The sight distance of the driveway meets the requirements of
subsection 18.102.030 A of the Code.

proposal and have no objections to it. No other comments were
received.
B. ANALYSIS AND CONCLUSION
The proposal for a second office building at the Tigard Civic Center
conforms with the Community Development Code CBD (Central Business
District): zoning district requirements for use (public administrative
' agencies are a permitted use) . There are no minimum lot area, lot
width, or applicable setback requirements. Both the existing modular
office building (Phase I) and the proposed Phase II structure would be
I ,
single-story buildings and therefore will not exceed the maximum
allowable height of 80 feet. Site coverage will not exceed. ;the 85
percent maximum coverage permitted in the CBD zone. The parking lot
and Hall, Blvd- . landscaping will be finished by March 1, 1990 and ''
landscaping, for Phase .I I will be completed prior to occupancy.

and accompanying easement between the western° property line and the
, propoeed location of the Phase II building that is not shown on the site
plan. It appears that the Phase II structure would encroach upon this.
