The location of these accesses should be kept as far away as possible from the intersection. 7. This portion of Greenburg Road, from Cascade Boulevard to Shady ' Lane is under Washington County jurisdiction and is t; currently being transferred to the City's jurisdiction.' 8. The site is currently served by sanitary sewer and storm drainage. systems. The storm drainage should be e.ol1ected on / "^ . site and discharged into the public drainage system. The car ' wash facility discharge's should be coordinated with the Unified Sewerage Agency. I I 9. improvements to Greenburg Road are scheduled for construction . in 1990 by the Major Streets Bond Project. The improvements • q ; north of Cascade Boulevard ,consist of undergroinding of the overhead utilities. This should be coordinated to avoid conflicts. Washington County has reviewed the request and submits the following comments: 1. Funds have been approved recently for the improvement of the ;, Greenburg/Highway 217 overpass and interchanges The' subject M' site may be within the influence of these future improvements. The applicant should obtain approval of this proposal front, the Oregon. Department of Transportation prior to approval. 2. The current accesses to the subject site do not meet these standards, nor does the subject, site allow for any ' access to SW Greenburg Road that meet these standards. Approval of a permanent access for this development on SW Greenburg Road will require the applicant to submit and obtain approval for a modification to the Washington County Uniform Road Improvement Design Standards (WCURIDS) for access 1, spacing. The existing southern access to SW Greenburg Road at the intersection of SW Cascade Boulevard must be closed. The Oregon State Highway Division has reviewed the proposal and haw ° commented that although the site is not within the Highway • , .Division's jurisdiction, the Division is concerned with the ' congestion in the Greenburg Road/Highway 217 interchange area. The Division believes that the amount of congestion is exacerbated by the number of access points (conflict points with through traffic) along Greenburg. The Highway Division recommends that a traffic report be developed addressing access alternatives. ' NPOEs 1 and 2 have reviewed the proposal and have recommended denial of the requested Variance to the buffer area standard because of the potential for noise impacts from this development upon future uses of the abutting property to the west. The NPO has no objection to the remainder of the proposal. Tigard Water District has commented that an approved backflow device must be installed to service the oar wash facility. A larger water meter than presently serves the site also may necessary. Tualatin Valley Fire and Rescue District has commented that fuel ,.' tank removal and installation permits must be obtained from the District. In addition, fire hydrants must be provided in compliance with Uniform Fire Code requirements. .I The Building Division, GTE, and PGE have reviewed the proposal and had offered no coMments or objections. Northwest Natural Gas requests that the y be con tacted prioi to any cons truction activity on the site regarding gas lines lEt the area, No other comments have been received. B. The proposal conforms with general Site Development Review requirements as well as ,applicable. , Code requirements related to vision clearance at intersections and special setbacks from collector streets (30 feet from the centerline of both Greenburg Road and Cascade Boulevard). Although typical stacking queues for .' •ti,,. three vehicles extending eastward from the easternmost proposed pump locations would cross the sidewalk along SW Greenburg Road, the , I applicant has demonstrated to staff' that the site has been designed to ,,, ., provide adequate stacking to the side of fueling stalls because of the ' ;, space between the fueling stalls and sales building. This type of ,, service station layout differs from traditional service station layouts `` , in the amount of space between fueling stations as well as between fueling stations and buildings and curbs.' This layout allows waiting , motorists to wait in a position that allows a choice of fueling stations . rather than requiring a motorist to wait, in a queue waiting for one fueling station only. This layout should minimize the potential for waiting automobiles crossing the sidewalk or extending into the street. ' ' Stacking area extending northward from the proposed car wash facility would cut off access to the proposed parking spaces in the northern : section of the site. Presumably at least two of the required parking ,. spaces for the convenience store are intended to serve the needs of customers with the other two spaces serving employees. Since only one of the pr'opo9ed parking spaces would not be blocked by ' the required I "` stacking area, one customer space may not always be available when needed. The site plan must be revised to provide adequate stacking area 'a.' for the car wash facility without impeding the use of required parking spaces, except for two spaces intended for employee uses This may be accomplished by either moving the parking Spaces or the car wash facility. :. Flowering pear street trees are proposed by the landscaping plan. - In addition, a variety of low lying shrubs are proposed to be located 1 ' along these frontages to reduce the effects of auto lights within the service Station upon passing motorists. Variance� - Buffer Area Width The proposed site and landscaping plans propose a landscaped buffer area ranging between five feet and 20 feet in width along the subject site's approximately 70 foot long western boundary with tax lot 200 to the west. Tax lot 200 and other parcels to the west are zoned I-P. Community Development Code Section 18.100.130 requires that new 1..� : • developments on C-G zoned properties abutting x-p zoned properties ; ' provide I,a minimum landscaped buffer area width of ten feet. The applicant has requested' a variance to that standard. The applicant's submittal does not provide justification for the • requested variance. It io, unclear to staff what the hardship would be • to the applicant if the proposed development is required to provide the . required ten foot wide landscaped buffer area along the site's western border. It appears that the buffer area could be increased to ten feet , in width by re-orienting the oar wash slightly. Re-orientation. ' of the car wash facility would not require narrowing of access aisleways or relocation of the proposed sales building and canopy. Therefore, staff \,: . ..•; finds no evidence of hardship. Without o ut a finding that a hardship exists, further analysis of how the requested variance complies with the remaining variance criteria is unrneceesary. The requested variance to the landscaped buffer area standard is denied. Access at this location would be blocked by a single vehicle southbound and would create congestion from a northbound vehicle attempting to turn left ino the site. It is recommended that this access be removed. The County and State have also requested closure of this access. apg 6. A traffic report has been requested by the Count and suggested by the State to evaluate the impacts of the developmeny on Greenburg Road and the level of service for the Greenburg Road are . The Study should take into consideration the installation of the new traffic signal and the recommended closure of the Greenburg Road access closest to Cascade Boulevard. The site will be served by one joint access, also serving the 7-11, from Greenburg Road and one access from Cascade Blvd. The location of these accesses should be kept as far away as possible from the intersection. 7. This portion of Greenburg Road, from Cascade Boulevard to Shady Lane is under Washington County jurisdiction and is currently being transferred to the City jurisdiction. 8. The site is currently served by sanitary sewer and storm drainage systems. The storm drainage should be collected on site and discharged into the public drainage system. The car Wash facility discharge should be coordinated with the Unified Sewerage Agency. 9. Improvements to Greenburg Road are scheduled for construction in 1990 by the Major Streets Bond Project. The improvements north of Cascade Blvd, consist of undergrounding of the overhead utilities. This work should be coordinated to avoid confliets. Conditions: 1. The applicant shall provide for roof and pavement rain drainage to the public Stormwater drainage system or by an on-site system designed to prevent runoff onto the adjacent property. Noise levels were measured at the three noise-sensitive properties nearest to the project site. The difference between the noise levels recorded during shutdown and during operation was due to variations of traffic flow. During the field monitoring the change in noise levels attributable to the facility was imperceivable at all three ' monitoring locations. t In addition to the above measurements, sound pressure levels (SPL) were recorded • • 50 feet from the opened end (nearest to the blowers) of the car wash building, SPL 1'' is the instantaneous noise level of a particular noise source. The set of four 7-1/2- '! horsepower fans is the primary noise source of the car wash facility. The SP1., measurements were approximately 72 dBA at 50 feet away. t • ' IMPACTS AND MITIGATION Noise impacts from the car wash facility were calculated based on the SPLs of the fan noise.
