Background • The subject parcel was formerly a portion of the vehicle distribution center for the Ford Motor Company and the Southern Pacific Transportation 0 Company. On June 2, 1989, the City of Tigard Hearings Officer approved a request to subdivide the former vehicle distribution center and other adjacent properties into a 10 lot subdivision (S 89-08) which is currently • being developed as the Paciftc Corporate Center. 2. Vicinity Information The property suxrounding the area to be developed is zoned I-P (Induotrial Park) . SW 72nd Avenue lies immediately to the west and property on the opposite side of the street is zoned I-L (LLght Industrial) . This project is included as part of the subdivision proposal noted above. This is the •, • first of several projects which will be part of the Pacific Corporate Center. 3. Site Information and Proposal Description 0 As part of the subdivision proposal, ;4 north/south street ("A" road) is proposed to run the length of the Pacifid Corporate Center project between SW Upper Boones Ferry Road to the south and SW Bonita Road to the north. In addition, two other streets ("B" and "C" roads) are intended to run east/weSt between SW 72nd AvenUe and "A" road. The Site for the two proposed buildings iS located between SW 72nd Avenue, "A" road, and "B" and "C" roads. The applicant intends to construct two flex-space/office buildings, Building A, a 48,980 sqdare feat building, is to be on the north side of the projedt site with Building 8, at 60,370 square feet, to the South. Building Et will alai() have a second level over approximately one quarter of . A the building footprinti Access drives are intended for all, four street frontages to the project. The coMbination of loading area0, parking spaces (341 spades, 4 handicapped spades, and 2 bicyCle racks totaling 10 bikes spades), and landscape area is intended to Surround the two buildings. • 4. The two buildings are bordered on all sides by developed or, soon to be developed roadways. Three of the roads, A, B, and C roads are to be constructed by the Pacific Corporate Center LID. SW 72nd Avenue • borders the west side of the site. SW 72nd Avenue is a major . collector street. A, B, and C roads are to be industrial streets. All roads are to be fully developed by the subdivizion or LID and will *:* provide storm, sanitary, and associated utility service to the building. b. Access to the buildings is proposed to be from all four streets, with 6 accesses in total. One access is proposed from SW 72nd Avenue, one from the A road and two each from the B and C roads. The Community Development Code states that access to major collector streets is to be discouraged and is only allowed if no other alternative exests. , The proposed SW 72nd Avenue access would attract more vehicles as it allows easier access to the site than B or C road accesses. This would create additional congestion on SW 72nd Avenue from the entering and exiting vehicles. Access to SW 72nd Avenue is therefore not recommended since access to A, B, and C roads is available. C. The transportation analysis for the site evaluated three scenarios for site development. Scenario 1 is the least dense of the three. The application conforms to this development scenario which allows for 642,930 square feet of office, warehouse, and manufacturing. y. Therefore, it appears that the traffic improvements being provided by the LID are adequate to accommodate the development proposed under this application. The Building Inspection Division, GTE, and PGE have no objections to the propoeal. The Tigard Water District has the following comments: • a. Buildings of 30 feet in height must have State approved double detector check backflow preventors. b. tire lines into the btildinge are also to have state approved double detector checks. c. Water service must have state approved double Check valves. d. Irrigation service must have state approved double check valves. e. Where will the irrigation water come from (for the ponds)? f. Are on-site ponds to be filled with Tigard Water District water and if So, will that be off of the irrigation systeM? g. Eight-indh T en the water main in SW Pacific Parkway Street shall be 4 moved north to line up with the driveway entrance by Two-inch IPT X 6-inCh MaTs at Meter locations will be required. The Fire District indicates that utility plans were not included with the application package. Hydrants will be required within 500 feet of all portions of the first story of the structures as measured around the outside. Fire hydrants shall be located within 70 feet of Fire Department connections. ' ,: No other comments have been received. D. ANALYSIS AND CONCLUSION II . The proposed development is consistent with Community Development Code requirements for building height and setbacks, visual clearance at ° . intersections, and parking (110 required, 8 bicycle spaces required) . Although generally in conformance with Code standards for landscaping, access and egress, and parking space standards, additional discussion in these areas is warranted. a:. Landscaping `' Section 18.68.050 of the Code requires that 25% of a development in the I-P zone be devoted to landscaping. This area may be reduced to 20% if the diameter of street trees is increased from 2 to 3 inches, a minimum, landscaped buffer of 10 feet is provided between the street property line and any y parking areas, all other applicable landsca p ixt g standards are met, and proper on-going maintenance can be assured. •re gal The landscaping plan features street trees with a 2 inch diameter and an 8 foot landscaped buffer between parking areas and the Street property line. The 25% landscaped area standard will apply unless the above requirements are met. The ro posed site plan has a landsdaped' • p,' p .. p ' larea of approximately 32%. The applicant has shown a desire to meet the Code requirements for the 20% landscaping standard and to 1,eserve some of the additional landscaped area A road as common open space for the along 'i •;� entire Pacific Corporate Center development. The site plan indicates that the intended parking space width is 8.5 feet for all spaces, including the handicapped spaces. Background The subject property received preliminary plat approval earlier this year file no. S 89-08, 2. Vicinity Information ‘k. The property surrounding the area to be developed ist zoned I-P (Industrial Park) . SW 72Ad Avenue lies immediately to the west and property on the opposite side of the street is zoned I-L (Light Industrial) . This project is included as part of the subdivision proposal noted above. Site Information and Proposal Description As part of the subdivision proposal, a north/south street is proposed to run the length of the acre parcel between SW Upper Boones Ferry Road to the south and Bonita Road to the north. In addition, two other streets (A* are intended to run east/west between SW 72nd Avenue and the new 0, north/south street. The site for the two proposed buildings is located 0 vj, between SW 72nd Avenue, the proposed north/south street, and between the two proposed easb/weat streets. The Pacific Corporate Center site is currently being improved with streets, storm, sanitary and associated utilities by the PacTrust Local Improvement District (LID) . The LID was formed to improve the street and • •t. utility system as required by the conditions of a prior subdivision application. The subdivision also required sidewalk and streetlight improvement to 72nd Avenue which are not included within the LID. Findings: 1. The two buildings are bordered on all sides by developed or soon to be developed roadways. Three of the roads, A, B, and C roads are to be constructed by the LID. 72nd Avenue borders the west side of the site. 72nd Avenue io a major collector street. A, B, and C roads are to be • industrial streets. All roads are to be fully developed by the subdivision or LID and will provide storm, Sanitary, and associated Utility service to the building. 2. Access to the buildings is proposed to be front all four road, with 6 accesses in total. One access is proposed from 72nd Avenue, one from the A road and two each from the B and C roads. The Community Development Code state that access to major collector streets is to be discouraged and is only allowed if no other alternative exists. The proposed 72nd Avemie access would attract more vehicles as it allows easier access to the site • than B or C road acCesees. This would create additional congestion on site • Avenue from the entering and exiting vehieles. Accees to 72nd Ave is • therefore not recommended since accede to A, B, and C roads is available. • 3. The transportation analysis for the site evaluated three scenarios for Site deVeloment. Scenario one ie the least dense of the three.
