Location: 2325 SW • Bonita Road, east of the Southern Pacific Railroad right-of-way (WCTM 2S1 12AB • lot 1300) . DECISION: Notice is hereby given that the Planning Director's designee for the City of Tigard has APPROVED the above request subject to certain conditions. The findings and conclusions on which the decision was based are noted below. A. FINDING OF FACT 1. Background An application for a Site Development Review (SDR 88-15) for Construction of a 40,000 square foot warehouse on an existing - foundation was oproved by the Director in August, 1988, subject to 12 conditions. Staff previously had concerns pertaining to vision clearance and ata•cesiit requirements. Recently, staff received revised site plans for this development for final staff review and it was noticed that these plans were substantially different than what was originally submitted and, as a • . result, a new review is required. The decision fOr approval for the original site development review (SDR 88-45) is valid until August 5, 1989. 2. Vicinity Information Properties immediately to the east, south, and west are also zoned • I-L (Light Industrial). Property immediately to the north is zoned and developed I-H (heavy Industrial). 3. Site Information and Proposal Tn the early 19800 a fire resulted in the deStruction, of the bickenson building, a manufacturer of jams and jellies. All that remains on the site is a concrete slab and weeds. The applicant proposes to remove the wasting concrete slab foundation and construct a 47,350 square foot warehouse building. * STAFF REPORT - SDR 89-11 - TENNANT INVESTORS PAGE i , 4 , ` , • ' • Fifty-one parking spaces, including two handicapped parking spaces, are proposed. Approximately 16 percent of the site is proposed to be landscaped. One access is proposed along SW Bonita Road and f° access is also intended from a jointly shared access with the •, adjoining business to the east of the subject property. 4. Agency and NPO Comments NPO #5, Northwest Natural Cary and the General Telephone Co. have :. ' reviewed the proposal and have no objections to it. The, City Engineering Division has reviewed the proposal and has the following comments: a. The site fronts Bonita Road `immediately east of the southern Pacific Railroad. The vertical profile of Bonita Road across the railroad tracks is substandard according to current design criteria. The railroad crossing ie much higher f than Bonita Road r' on either side of the tracks. A preliminary profile of Bonita Road indicates that a fill of approximately 5 feet shall be required to elevate Bonita Road east of the railroad crossing to meet current design standards. Half-street improvements, typically required for site design review, would not be feasible at this time since full width reconstruction would be required to elevate Bonita Road, impacting properties on the opposite side of the street. A waiver of remonstrance should be requested instead of i:he improvements: b. The vertical profile design of Bonita Road d hould be determined ' in order that the site improvements be designed to match the future profile of Bonita Road. The site distance can also be evaluated for the westerly access based on the existing profile of Bonita Road. c. The proposed westerly access onto Bonita Road is located approximately 120 feet east of the railroad crossing. Due to the elevated railread crossing, adequate site distance is not availl� ble for vehicles exiting the site to the east or for vehicles traveling east, to see vehicles also traveling east which haVe slowed or stopped to enter this access. d. The right-of-way of Bonita Road is shown to be 30 feet from the •A, c hetea for the major col lector street. The eas terly cess is pr o posed as a joint ac cese. En gineering Staff has no opposition to this access. e. The study also indicated the existing ditch and downstream drainage structures are inadequate for the entire drainage basin. Due to the small incremental amount of increase, we recommend no, further improvements to the existing system. Instead, we recommend improving the ditch to drain to the downetreazn structures and the applicant record a waiver of remonstrance for future improvements to the storm drainage system. • f. Sanitary sewer service is available at the southwest corner of the property. No other comments were received. • D. ANALYSIS AND CONCLUSION The proposed development is consistent with ciommunity Development • Code requirements for building setbacks, building height, ' accee • and egress, site 1andocaping coverage, parking, and allowable uses in the I-L zone. Additional discussion is warranted pertaining to street tree requirements, irrigation plans, landscape screening, bicycle parking and signage, a. Street Trees and Irrigation Chapter 18.100 of the Code requires the planting of street trees for all development which have a frontage on a public street of 100 feet or more. The submitted landscaping plan makes no provision for street trees along SW g onita Road, but instead proposes to use ' evergreen trees of varied heights as a buffer between the site's parking areas and the public street. Staff notes that street treed will be required in addition to any parking screening or buffering. ' A revised landscaping plan shall be submitted for Planning Division review which also shows how the landscaping will be irrigated. r b. Sicydle Parking -;-. This use requires that at least 4/ vehicle parking spaces be provided and there ore, the Code requires that at least three bicycle parking spaces will be required on the site. These shofar, be indicated on a revised site plan and the design should also be submitted. c. Signage No submittal for sign review have been submitted in conjunction with this application.
