Zoning: I-L (Light Industrial). Location: 7455 SW Bonita Road, north side of Bonita Road between Fanno Creek and the 'Burlington Northern railroad tracks. FINDING OF FACT k 10 ............BaC/COlanS1 In February 1981, the City approved a zone change from R-7 e'nd M-3 to • M-3 (PD) subject to special conditions relating to the development of the property and adjacent parcels to the north (ZC ?D 13-80/Ordinance No. 81-03) . A revised proposal was reviewed in September 1981 and was denied for lack of adevate information (PD 25-81/M 5-81) . In 1983, in conjunction with the adoption of the City's Comprehensive Plan, the zoning for these properties was amended from M-3 (PD) to 1-L (Light ' Industrial). In 1985, the applicant submitted two proposals to divide these properties into 14 lots and for a Sensitive Lands approval to allow regrading and the development of a road within the 100-year floodplain (File No. S 7-85/SL 5-85) . These two applications were both approved subject to conditions; however, the applicant did not proceed and bo4da approvals have Since expired. In October 1987, the City's Hearings Officer approved a largely similar subdivision preliminaty plat which would divide the Subject , parcels and adjacent parcels into eleven iota. Included with the subdivision request and app oval were plans for construction of a public local street within the 100-year floodplain of Panno Creek (Subdivision S 88-07, Sensitive Lands SL 88-05) . The subdivision's final plat has not been reCorded. 2. ANALYSIS AND CONCLUSION The current proposal for development of a warehoute on this site conforms with Community Development Code I-L (Light Industrial) zoning district requirements zor building setbacks, building height (45 foot maximum i' allowed; 24 foot proposed), lot coverage (maximum allowable site coverage of 85 percent; less than 75 percent coverage proposed) , and minimum site 1. landscaping (approximately 25 percent of site proposed to be landscaped; °15 ! use, wholesale storage and •, percent of site area required). The proposed g distribution, is a permitted use in the I-L zone. • The prop P proposal complies with Code standards for provision of parking spaces l� P (25 spaces required at one space per 1,000 square feet of building area; 29 spaces proposed) and designated handicapped parking (1 space required; 1. space proposed).. The site plan will need to be revised to provide for a minimum of two bicycle rack parking spaces in accordance with Code Section 18.106.020(P) (one bicycle parking space per fifteen auto parking spaces). b , ., In addition, the site plan does no t provide de=al' a re g arding site and parking area lighting. First, Code Section 18.108.050(A) requires that industrial uses be provided with a pedestrian walkway between a building's entrance and the street which provides the required access and egress. No such sidewalk is provided by the site plan. To avoid having pedestrians crossing a truck maneuvering area and because pedestrian traffic to the site would most , likely arrive via sidewalks along Bonita Road, it is recommended that the access sidewalk to be provided connect the entrance to the proposed building with Bonita Road rather than with SW 74th Avenue. Second, in response to the Engineering Division's concerns regarding the excessive width of the proposed driveway apron and in accordance with Code y , Sectiri 18.108 which provides for the City Engineer to approve entrances and exits to truck loading areas, it will be necessary for the access from SW 74th Avenue to be reduced in width to a maximum of 40 ffsett. The - narrower width should reduce the likelihood of semi-trucks using the public right-of-way (including the public sidewalk) for maneuvering to back up to the loading bays of the proposed building. Section 18.108.060(B) provides that "[lin no case shall the design of the service drive or drives require or facilitate the backward movement or other maneuvering of a vehicle within a street. . . ." The site plan shall be revised to reduce the access width to the satisfaction '..)f the City Engineer. Third, the site plan does not provide sufficient area for on-site maneuvering of semi-trucks. Semi-trucks would typically be anticipated to , visit industrial warehouses such as has been proposed. The applicant has „. reported to the staff that the intended user of the warehouse does not • ' utilize semi-trucks in their fleet but that occasional deliveries are made to the building's future occupant's current facility by semi-trucks. The applicant requests that this potential occasional on-street maneuvering by . delivery vehicles be ignored or alternatively that the buildings future occupants request that their suppliers make deliveries by other than semi- trailers so that the proposed site layout be permitted despite the lack of on-site semi-track maneuvering area. The City rejects this request. As noted, the submitted driveway plan does not allow adequate area for maneuvering of vehicles that would be expected to visit a building of this type. The City cannot assume that the current intended occupant will be the , only ueer of this building over its life or that that company's truck fleet ' • will continue to consist of small trucks only. In order to plan for a safe street system, the City must look at the long-term potential use of the site and building. In addition, "occasional" violation of the prohibition on maneuvering vehicles' on a public right-of-way would become a more L'b Significant problem as SW 74th Avenue is extended. Special provisions for a limited number of trucks maneuvering on SW 74th Avenue or conditions restricting truck use on the subject site to a certain site would be very . difficult for the City to enforce. Therefore, the City finds that the site plan must be revised to assure that u[e]ach loading space have sufficient area for turning and maneuvering of vehicles on the site." (Code Section' 18.106.090(B)) . It i s between Fanno Creek and the Burlington ton Northern Railroad tracks. The ground slopes very gradually toward the creek,. Presently there is a house and barn on the f' • sit e and the remnants of some small piles of sf or ed g ravel . Boreholes were made with continuous sampling of soils. Soil samples were given hand classification tests to decide whether they were of silty or clayey nature. The soil colors were compared with the standard Munsell soil` color plates for clues to the soil moisture regime and to the pattern of soil development. The Soil Survey only describes soils to five feet of depth, but • in the case of the Quatama Soil they did mention that there were ' sandy layers at greater depth. The description of Quatama Soil roughly agrees with the borehole findings. The McBee Soil is more clayey and definitely was not present within the building limits. The permanent water level in soils is often indicated by the dark gray soil colors. In this case onl , 8oreholes #3 and 44 showed the dark gray colors and they weLe deep in the ground. The shallow water level is apparently a seasonal phenomenon. It . was interesting that the soils were not wet until a certain depth in the ground but then the water rose to much shallower depths. This could be due to artisian conditions, and these definitely would influence the load carrying capacity of the soil . The site plan for the building shows a small amount of cut and fill to level the site, but with the shallow groundwater level the finished floor could be almost into the water on the east side. Certainly the footings would be into the water. It is recommended that a groundwater cutoff trench be made along the east and north sides of the building to a depth of at f least four feet below the finished floor elevation, and that the ' trench be discharged into the storm drain sewer. In wet sandy soils a cutoff trench is hard to meke because the soil can, cave in rapidly. Therefore, a specialized procedure is necessary. Before starting the trenching, nonwoven filter fabric about 4. 7 feet wide should be prepared by chainsawing a wide roll in half. Four-inch perforated corrugated flexible pipe should be on hand along with a supply of drain rock. A large funnel made of plywood should be on hand so the drain rock can be easily dumped • into the trench without interfering with the filter fabric. • Starting at the outlet manhole and working upStream, the trench should be dug level and to 4 , 5 or 5 feet deep because Will not be able to be cleaned out. Any lumps or small caVe-ins will not raise the bottom to less than the desired 4 foot depth and it will not hurt if the trench bottom and flexible pipe . undulates up and down. A quantity ø iiltet, fabric is Unrolled • and left loo (xi one side of the trench. The end is folded into a "U"-shape, pushed into the trench, and the upper edges are hold up with hooks and long rubber straps. The flexible pipe is pushed down inside 1,1e, filter fabric and held down with a 2 by 4 piece of wood while the alnnel is placed and drain rock is dumped in to a depth of two feet. After the drain rock is placed and the top struck off level the filter fabric is folded over to seal in the drain rock. My opinion is that this cutoff trench is necessary but that ,; even so, the groundwater) will still be shallow enough to influence the footing performance. Therefore, it is recommended ,.` that a maximum soil bearing pressure of 1,000 pounds per square foot be used for footing design. Structural fill for leveling the building subgrade should be compacted to at least 95 percent of ASTM D698 density. The use of "reject" or "lime-treAted reject" material for structural fills is specifically riot allowed, as previous problems with particle leterioration and settlement have been experienced with this mat'jrial . It is suggested that pavement longevity will be enhanced by laying woven filter fabric under the base course to prevent . infiltration by the soil fines. Longevity will also be enhanced by providing sufficient surface slope, 2 percent if possible, to prevent puddling of rainwater. For car parking a minimum pavement structure of at least 2" of asphalt over 6" of compacted dense graded crushed rock is recommended.
