This letter is written to register a protest with respect to the
. landscape plan on the proposed apartment project adjacent on the
West boundary of Swanson's Glen subdivision.
. •
. The apartment property abuts 8 lots in Swanson's Olen and as 1 .
. understand the apartments will have windows on the back side '
,•
elevation at a height of approximately 28 feet. This gives ample
, opportunity for the apartment occupants to view into the back
yards of the owners of the Swanson Olen property.
We have two concerns . First, the windows should not be of a
. height inside of the units where the occupants can easily view
into the back yards of the other property owners. Either the .
windows should be high and be for the purpose of letting light
into the apartment only or the7 should be non-opening and frosted
to allow privacy for the home owners . Second, there should be
- ., adequate landscape buffering between the two projects to protect
the privacy of back yard living of the home owners, The
landscape plan submitted by the developers of the apartment
indicates the planting of a two inch caliper deciduous tree with
10 trees in approximately 350 feet. That amounts to one stick
,
per 35 feet . At best those trees will provide some cover in ten
years and then only during six month out of the year Titan
Properties has recently done some screen landscaping in a
. ,
project in Bellevue, Washington. The trees were an evergreen
variety. We put 34 trees in 300 feet and felt there was room
,
, for more to provide an adequate screen. The trees were 16 to 18
feet tall with 4 and 5 inch calipers, We think that the
landscape plan adjacent to our property is t'oefully inadequate
for privacy.

, The landscape plan seems to indicate a perimeter fence, however
P the plan does not specify its type ad purpose. We think the
-
fence should serve the purpose of providing low level privacy for
the home owners and should also be able to keep out pets and
unwanted traffic from passing between the two properties. We
also think that the fence should be installed early in the
project , From a construction stand pointi the fence is far
enough away to not interfere with the buildings at the time the
foundations have been poured, ,

. Owners of this parcel, Durham Investment Corporation, wish
. to develope a 128 unit apartment complex. All set backs, street
dedication and general requirements have been addressed. Current
0n-site analysis requires the connection for sanitary sewer to .
the existing 8” main through an existing manhole which, lies
northwest of the project site. The existing main crosses under
Durham road approximately 150' west of SW 108th Ave & and Durham
, Rd. intersections Connection from existing i.rag manhole to the site
. will be with an 8" sanitary sewer line, constructed to the City
of Tigard standards and specifications as shown on the site
development plan. In addition, we propose tapping the existing
8" & 12" water lines adjacent to the north & west property lines,
. thus providing adequate fire flow and meeting minimum domestic
and irrigation requirements All work installed up to the domes- -
' tic meters including fire hydrants and main lines to meet City of , '
Tigard Water District standards 8, specifications. The on-site
analysis showed the existing storm drainage flowing to the '.
^, . south, however, no existing drainage routes are avaiJ, ble to the
south. Therefore, we propose to collect all the on-site runoff
at our southwest corner in a manhole and routing a 15" conc. pipe •
to the existing drainage way to the west The existing drainage
way lies approximately� �150twest of SW 108th Ave. and Durham Ad.
intersection as shown ' on the 'site'development plans. Properties
above the site on Durham Rd. drain a ditch and flow west to
• the existing drainage ' way. Properties to the south of this
project are lower ower in elevation and cannot drain ;into the upper .
storm system, therefore these parcels will be required to obtain

easements for both snaitary and storm sewer to the west and
connect to the same drainage 'way down stream.

. , Owners of this parcel, Durham Investment Corporation, wish ,r
to develope a 128 unit apartment complex. All set backs, street
dedication and general requirements have been addressed. Current
,. on-site analysis requires the connection for sanitary sewer to
. the existing 8" main through an existing manhole which lies I
nor+hwest of the project site. The existing main crosses under
Durham road approximately 150' west of SW 1 08th Ave & and Durham
Rd. intersection. Connection from existing manhole to the site •
will be with an 8" sanitary sewer line, constructed to the City • .
of Tigard standards and specifications as shown on the site , ,
development plan. In addition we tapping the existing I
P plan. propose f P g existing,
8" & 12 ' water lines adjacent to the north & west property lines, ;'
`°;{• thus providing adequate fire flow and meeting minimum domestic
and irrigation requirements. All work installed up to the domes- 1' i
tic meters including fire hydrants and main lines to meet City of

A analysis showed the existing storm drainage flowing to the
, south, however, no ,existing drainage routes are available' to the I; :,
south. Therefore, we propose to collect all the on-site runoff f
at our southwest corner in a manhole a ,d routing a 15" conc. pipe ,;
to the existing drainage way to the west. The existing drainage
way lies approximately 150'west of SW 108th Ave. and ]Durham Rd. I '
intersection as shown on the site development plans. Properties ;
above the site on Durham Rd. drain into a ditch and flow west to �;
ft 1e existing drainage way. Properties to the south of this
. project are lower i n elevation and cannot drain into the upper 1,
storm system;' therefore these parcels will be required to obtain 1,
easements for both snaitary and storm sewer to the west and
connect to the same drainage way down stream. "}

south, however, no existing drainage routes are available to the
south. `therefore, we propose to collect all the on-site runoff
at our southwest corner in a manhole and routing a 15" conc. pipe
to the existing drainage way to the west . The existing drainage
way lies ,pproximately 150'west of SW 108th Ave. and Durham Rd.
. intersection as shown on the 'site development plans. Properties ; ,
above the site on Durham Rd. drain into a ditch and flow west to
the existing drainage way. Properties to the south of this
project are lower er in elevation and cannot drain into the upper

storm system, therefore these parcels will be required to obtain
• easements for 'both snaitary and storm sewer to the west and
�` connect to the same drainage way down stream
