Dear Mr. Davidson:
It has come to our attention that building permits have been issued and
construction has begun at Davidson's Restaurant on Pacific Highway.' The
approval for the restaurant expansion (SDR 5-84) included the following
conditions:
1. Revised site plan be submitted which meets 'the parking in g dimension
standards standards of the Code, indicates a minimum area of .15% devoted to
landscaping, provide one handicapped parking space, and indicates two
bicycle rack spaces.
2. A lan
landscaping plan..
3. The installation of landscaping materials prior to occupancy of the
addition.
4. Submission of plans to the Engineering Division for the removal of the
driveway and the installation of a concrete ,public'
sidewalk along the Pacific Highway frontage.
I have reviewed the site plan that was submitted to the Building Inspection
Office and have the following comments
1. The p lan is largely in conformance with City standards except for t o
6 width of the driveway leading to the northeastern group of parking
spaces. A width of ��approximately 13 s5 is provided and a 24 foot width
is required.
2. Also, the original site plan did not show an adequate amount of
area. It appears that, the

The adopted finding of facts, decision and statement of conditions can be
obtained from the. Planning Department, Tigard City Hall, 12755 SW Ash, P.O.
Box 23397, Tigard, Oregon 97223. The, decision ,shall be final on April 23,
1984. Any party to the decision may appeal this decision in accordance with
section 18.32.290(A) and section 18.32.370 of the Community Development code,
which provides that a written appeal may be filed within 10 days after notice

B. ANALYSIS AND CONCLUSION
•
The proposed addition appears to be in conformance with ' most of the
applicable Development Code provisions and the only modifications that
need to be made to the '
roect relate to the parking and, landscaping
P �
requirements.
•
Chap t er 18.100 Landscaping requires the provision
of s t ree t trees ' for
commercial projects. However, because of the small amount of frontage,
the , location of power lines, and the importance of maintaining adequate
visibility along Pacific Highway, street trees are not advisable.
Section 18.100.060 allows for an exemption to the requirement under
these
circumstances.
In ' the C-G zone, the minimum coverage of a lot with impervious surfaces
is 85 percent. The proposed site plan shows a lot coverage of
approximately 88 percent. Additional landscaped area should be provided
to meet this requirement. A suitable location for this additional
landscaping would be between the south property line and the driveways
west of the g arkin spaces aces on the south side.

Landscaped strips are shown on the site plan along the perimeter of the
property and between the two rows of parking spaces ! behind the
building. The type of planting material is not described on the plan. ,
Chapter 18.100 of the Code requires a variety of low lying and ''vertical
