1 Background
wi.te Development Review approval was granted in October, 1983, to
establish two commercial building on the property. The two
buildings and related facilities have been constructed on the
northern' section of the° property, On October, 1984, minor
partitioning approval was granted to create thr^e ► parcels The
. plan presented in this application coincides with the
southern parcel i,h the approved partitioning plan.
2. Vicinity Information
The I property is northwest of the Gree.nburg Road wH Cascade Blvd
intersection.ion. The properties to the � north, west, and southwest
are zoned l;-p (Industrial Park) , A service station or the
northwest corner of Greemburg and Cascade as well as the parcels ,
on the east side r G`reenburg Read are zoned -C (Commercial
General) , Greenburg Road and Cascade Avenue are both designated
as major collector streets
3 Site Information and Proposal Description

4 Agency and NPO Comments
Thee Engineering Division has the following comments:
a. An,addition 5 feet of right-of-way- should be dedicated along
the Cascade Blvd frontage to increase the right-of-way
width from centerline to 30 feet

B, ANALYSIS AND CONCLUSION.
The proposal is consistent with the requirements of the C-C zone related
tra setbacks height, and lot coverage The proposal is also in
conformance with other relevant provisions of the Code including
• parking, access, 'and visual. clearance. Two issues which warrant further
, . discussion relate to landscaping and buffering.
• The Site plan indicates landscaped ar eas oh the site plan but a detailed :
plan including the types of planting was not submitted. In addition, a.
10 foot wide landscaped buffer is required for commercial development
that it adjacent, to an industrial zone. This buffer area must include a
combination of trees, shrubs, and ground cover. This 10 1, foot wide
buffer is required to extend along the we

However, the ent , e width of the southern portion of the property is
needed to accommodate the required 24 foot width for a t wo-way
driveway, To compensate for this deficiency, the applicant has provided
a wider landscaped buff er area west of the building site,

The building that is planned for construction is 838 square feet j
in gross floor area and will be occupied completely with telephone
equipment. There will be no permanent occupants in the facility.

The building is residential in scale and will be finished with
8" bevelled siding. This material is similar in character to '
the 6" channel siding on the existing 7-Eleven store and newly
constructed retail space on the adjacent property.
•

In order to provide a two way drive into the site, it is necessary
to utilize the full available width of the portion of the site
that extends to Cascade. Avenue. Since it is not possible to .r
provide a landscaping buffer along the drive, while also ma
in-
taining the required width for a two way driveway, interior
landscaping has been substantially increased. The planting areas
are concentrated into two major areas for a total of 18 % of
the site.
Three parking spaces are provided for use„by 'maintenance personellx
I and cross access will be maintained to the adjacent retail facility
to allow easy access for service and delivery vehicles to all
three properties.
We believe that this is a well developed site plan and look •
forward to approval by the City of Tigard:
