Mr. Len Schelske Westlake Consultants C!TYOFTIRD____ , , 7340 SW Hunziker Road Tigard, OR 97223 OREGON RE: Meadowcreek Apartments (WCTM 1S1 3 BC Lot 400) .. , , Dear Mr. Sche1ske I am writing in response to your recent inquiry regarding Meadowcreek Apartments located on SW North Dakota Street: in Tigard. Great Northwest Management Company received site development review a pp r al (SDR _284} to construct a 304 un it apartment complex subject to 16 conditions in September, 1984. • ' Condition number 12 required a revised landscaping plan which showed a ten foot • landscaping buffer along the north, west, and south boundaries of the project. A five foot buffer was required along the eastern Property line. Screening was also required along the entire northern boundary of the property. From March to September, "1985, Mr. Robert G. Johnson sent the City letters in which he requested permission to modify the fencing requirement along the northern property line abutting Greenway Town Center only. Permission to vary the ten foot buffer along the north property line was also requested as Mr. Johnson suggested that trees and carports in this area would provide satisfactory buffering. In October, 1985, Keith Liden of our staff responded and approved a revised landscaping plan showing the following: . requirement along the. western of the 1. Elimination of the fencing req a g estern section northern property'1 ine a and 2. Approval of a five foot setback along the eastern section of the northern property line which abuts the Greenway Town Center. ' Please also note that the ten foot setback along the southern property line exceeds • R-7 (PD). the City requirement of five feet between property zoned R-25 and The apartment complex; therefore, meets City Development Code requirements and at the time of construction met all Uniform Building Code requirements. I hope this o please feel free to call me if Y e should have information i:s of use to you. P1 f }iou shout further questions. . • x Sincerely, Deborah A. The curb improvement is 16 inches in total de p th not 6 inches. The t right-of-way and the si.reet improvement, will be gradually expanded to 60 feet and a full minor collector standard where it connects with the development to w the south. • If you have any questions or disagree with any of the above statements, please y q .. contact me. . • Sincerely, .den Keith K S. Keith Liden P1 ann i rig Depa•ritmerit City ofTiar 12755 SW Ash PO Box 23397 • Tigard, OR 97223 r+ Dear Keith: We appreciate your invitation for comments regarding the 304 unit apartment ' complex south of Greenray Town Cerntere As a land use proposal , it would appear to be logical -. the proposed development is adjacent to shopping and II : relatively good access to the freeway and arterial system. In terms of has relative) band use issues, we have no comments. However, we do want to call your attention to a transportation issue that is ' • ot qi^ eat 'concern. Access mania ens ' along c hol l s I F Ferry been well g • D y Road has not 7 well coordinated in the past, leading to numerous off-set and irrationally f spaced driveways and streets. Without attention to this problem, the viabil it of Scholl s Ferry as a hi h-c acit arterial is threatened. Relevant tp this issue ' ervirce streets i n _ y g p y s the fact that the two northsauth arteraals . • the area, Sorrento Road and 121st Avenue, are not continuous and off-set by approximately 1000`. This creates a situation where autos travelling north/ Ferry for some distance south ' between Tigard and Beabertpn must use Schol 1 s F'e. wehereas 'it would be desirable to preserve its capacity for eastwest `traffic. p y To help address this problem, we feel it is 'important that a southward extension of Sorrento Road be provided. A l imited-access collector street connecti ng Sorrer• o Road wi th North Dakota Street would provide valuable transportation service to Tigard and Beaverton and help preserve much-needed capacity for Schol l s and 121st Avenue. This s street could be built! the l and devel o ment process or by whatever incrementally through p p fever means the Ci ty of Ti gard determines i s appropriate. { T The City of Beaverton and Oregon Department of Transportation are ct,urrerntly u designing a signal i nation project at the intersection of Scholl s and Sorrento. It may al so be appropriate to have the 7,'operty owners of the apartment compl ex' devel opment contribute fi nanci al lt., to this signal i xati on project as wel l . I - I I LI r City of Beaverton . 4954 S.
