The findings and conclusions on which the Director based his decision are as noted below. A. A, warehouse building lies to the south and a single family residence is to the north. Tigard Street', runs along the eastern frontage of the property. 3. Site Information and Proposal Description The property is relatively flat and it contains an old single family residence which will be removed. The applicant proposes to portion of the 3600 foot with parking a 36 square warehouse building in the western P .P o P ert�' P ng 'and, landscaped areas covering ! ' the remainder. 4. Building Tigard, Oregon Gentlemen: As requested, on January 10, 1985 we tested the top 8' of the exterior CMU walls to substantiate the existence of rebar and grout where requir':d by plans. A James R-Meter was used to lacate rebar. Once rebar was located, a horizontal and vertical rebar pattern was established. Each bond beam and reinforced vertical cell was then drilled with a rotor hamper to see if cells were grouted. In general, bond beams and vertical cells conform to plans. Grouted and reinforced bond beams found in top course approximately 3' below top of wall e l approximately 6' below top of wall. Reinforced and grouted vertical cells were found to exist at 4' on center-. Each wall was tested at several locations to establish this pattern. It was hard to verify rebar in the top course due to metal flashing cap. However, whenever the top was accessible, rebar and grout were found. The R-Meter .:annot verify with certainty rnnnbers of rebaL or sizes, but bond beams found t-:- have larger bars or more bars than vertical reinturcement. of. the 30 holes drilled to locate grout , 3 revealed voids. Each of these wire in bond beams. In summary, overall grout and rehar placeranit patterns conform to plans, but some voids exist in bond beams. W. inp t?r, rug Lland, OR 97225 Re: Mull Building; Tigard, Oregon Dear Mr. Mull : You have asked that I review the roof diaphragm structure and comment on a field change made during construction. The construction drawings, prepared by Richard Ardueser, indicate a roof diaphragm consisting of 3/4" T & G plywood support on Trus Joists at 24" centers. The plan calls for the long dimension of the plywood to be parallel to the joists and nailed with 8d nails @ 6" centers along the edges and @12" centers at intermediate supports. You have said that you actually layed the plywood in the perpendicular direction and used the nailing as specified. My calculations indicate that the laying pattern used provides a diaphragm with suffient strength to withstand anticipated lateral loading. The exca,,.ation at the left rear corner had been dug the deepest and the soil surface was soft. Upon augering into it an old sewage drainfield was found, with flimsy perforated plastic pipe and loose drain rock with considerable dark water. At two feet down the firm silty sand soil was reached. In my opinion the soil is firm everywhere and the only problem is the loose:ess of the drainrock and the softness of the pipe that will make the drainrock even looser when it collapses under load. It is recommcn.ded that a backhoe be used to expose the surface of the drainfield and follow It along the footing lines of the buil- ding. That is, the drainfield is deep enough bel-w the floor level that the floor loads will not interact with the drainfield to cause settlement. Once the drainfield is exposed along the footing line, chunks of concrete can be banged down into it with the backhoe bucket to densify the drainrock and then the backhoe tires can be run back and forth until everything is firm. Then woven filter fabric, avail- able from Masons Supply Co. , is laid on the ground surface and 3/4" minus crushed gravel is placed on top in thin layers and compacted with a hand-operated power compacter to a dense condition. The com- pacted gravel has to be carried up to the elevation of the bottom of the footing. ANALYSIS AND CONCLUSION The proposed project is consistent with the requirements of the Community Development Code including lot coverage, setbacks, parking ('4* spaces required, 10 provided) , and access. The landscaping plan submitted is basically in conformance with the Code. However, street trees are required and the plan should be revised to include specific plant types. C. DECISION The Planning Director. approves SDR 21-84 subject to the following conditions: I. UNLESS OTHERWISE NOTED, ALL CONDITIONS SHALL BE MET PRIOR TO ISSUANCE OF BUILDING PERMITS. 2. Standard half-street improvements to minor collector standards including sidewalks, curbs, street lights, and driveway aprons shall be provided along the S.W. Tigard Street frontage prior to occupancy. 3. Seven (7) sets of plan-profile public imprcvement construction plans and one (1) itemized construction cost estimate, stamped by a registered civil engineer, detailing all proposed public improvements shall be submitted to the City's Engineering Division for approval. 4. Storm and sanitary sewer details shall be provided as part of the public improvemen plans. 3. Construction of proposed public improvements shall not commence until after the Engineering DiviFion has issued approved public improvement plans (the Division will require posting of a 100% performance bond) , the payment of a permit fee and a sign installatiin/streetlight deposit. Also, the execution of n street opening permit or construction compliance agreement shall occur prior to, or concurrently with the issuance of approved public improvement plans. Twenty additional feet of right-of-way shall be dedicated to the City along the Tigard Street frontage to increase the right-of-way to sixty feet. The property shall be served by pu`llic sewer by one of the two methods noted by the Engineering Division (Section A.4.a. above) . 10. This approval is valid if exercised within one year of the final decision date noted below. D. PROCEDURE I .
