S.W. 67th Avenue to be vacated, the names of the parties to be particularly affected
thereby, and set forth the particular circumstances of the case; and

Tigard has APPROVED the above application subject to certain conditions. The,
findings and conclusions on which the Director based his decision are as noted

A. FINDING OF FACT
1. Background
No previous land use proposals have been reviewed by the City on
this property.
2. Vicinity Information
An office building is located north of Franklin St ree t and d

Undeveloped land lies to the south and 1-5 is east of 66th
Avenue. C-P (Commercial Professional) zoning surrounds the

3. Site Information and Proposal Description
The property is presently undeveloped. It is covered by a
combination of trees and brush. The applicant proposes to
construct� ct a three story, 26,000 square foot office building
located in the southwestern portion of the property with parking
and landscaped areas covering the remainder of the site. Access
will be provided by two driveways onto Franklin Street and one
onto, 66th .Avenue.

b. The property slopes downward to the southwest. Downstream
storm system improvemer,ts or on-site storm water, detention
may be required.
c. Required survey work should meet City standards. •
The Building Inspection Office has no objection to the proposal.

B. ANALYSIS AND CONCLUSION

The proposed site plan conforms with the provisions of the C-P zone.
The 99 standard and 2 handicapped parking' spaces exceed the required
total of 75 spaces. The landscaping plan also conforms with City
standards.

District's request relating to the allowance of adequate access to the
building for fire equipment. Also) Section 18.106.020 P. requires that
one secured bicycle rack space for every, 15 parking spaces be provided.

NEWS RELEASE - NEW BUILDING
The Oregon State Bar has initiated planning for a new office building designed to .,
• replace its outgrown facility located in downtown Portland.
Architects Van Long, A.X.A. of Portland has prepared preliminary drawings for the
' . 26,000 square foot, brick building to be located at 66th and Franklin Streets,
near the Hains Road exit on 1-5, in Tigard.
The main level of the new two-story building will house membership, educational,
regulatory, and public service, as well as providing central meeting facilities ,4 .
for the Bar. General administrative and governmental relations functions will
occupy a portion of the upper floor. The remaining 10,000 square felt of area
will be available for lease.
Oak Hill Development Company of Portland will construct the new facility. Timing
of construction will depend on availability of acceptable financing for the Barb
. The new facility will accommodate services within an open office plan, allowing
for maximum flexib&i.ity and future expansion capability.
The brick building features continuous window fenestration and central two-story
skylight atrium to maximize day lighting and provide passive solar advantages. ;

AN ORDINANCE VACATING A PORTION OF SW 67TH AVENUE AND SW GONZAGA STREET, A
DEDICATED PUBLIC RIGHT-OF-WAY, IN THE CITY OF TIGARD, WASHINGTON COUNTY,
' Section 1: The Council 'finds

1. Resolution No. 83-98, adopted by the Council on October• 10, 1983,
initiated proceedings for the vacation of a portion of SW 67th ,1,=
Avenue & SW Gonzaga Street located within the City of Tigard and " ,', 4,;)

3. The vacation is recommended by the City's Development Committee
