2. A joint application to the Division of State Land and the. US
Army Corps of Engineers shall be approved if required. •
f."' This approval shall be valid for a period of one year from ,
the final approval date.
2. Vicinity Information
Phase I of the Koll Business Center is immediately north of Phase
II which is proposed in this application. The Southern Pacific
Railroad tracks run along the eastern property line and
undeveloped land, also zoned I-P lies to the south. The Fenno
Creek 100 year flood plain is immediately west of the project and
single family residences zoned R-4.5 (Residential, 4.5 units/acre)
are situated on the opposite side of the creek.
3. Site Information and Proposal Description
The portion of the property involved in this project is
undeveloped. The applicant intends to utilize the area above the
100 year flood plain to construct four industrial/office buildings
with a total gross floor area of 104,825 square feet. Three
buildings will be one story structures and one will have two
stories. Parking areas generally surround the buildings and the .
loading areas are located between buildings or along the eastern
property line.
Nimbus Avenue ends with a cul-de-sac at the northwest corner of
this project.".' Access will be provided by private driveways
originating from the cul-de-sac. A future third phase is
indicated further south and presumably the private drives will
afford access to this development as well.
4 Agency and NPO Comments

driveways into Nimbus Avenue,

Washington County Fire District No. 1 has no objection to the
request. The District did have a number of comments related to
requirements for fire fighting water supply and emergency exists.
A copy of the comments was forwarded to the applicant.
The Building Inspection Office has no objection.
NPO # 2 has not responded to the proposal.
B. ANALYSIS AND CONCLUSION
The proposal is cot: istent ,with the provisions of the I-P zone, the
conditions of approval for SL 5-84, and the relevant Code requirements
including landscaping, access, and visual clearance. The only necessary
revisions relate to parking requirements.
The site plan indicates that 339 standard 10 handicapped parking
p ndard and •
IY spaces will be provided. The floor plans suggest that approximately one
1. • third of the floor space will be used for office space and the remaining
will be devoted to warehousing or industrial use. Based upon this
assumption, 170 parking spaces would be required.
The Code requires one secure bicycle rack space for every 15 required
automobile spaces. Based upon the estimate of 170 required spaces, 12
bicycle parking parking spaces will be necessary.
Finally, the P ark,in g sP aces often do not provide easy access (especially
for handicapped persons) to the sidewalks leading to building
entrances. Spaces of at least 3 feet in width should be established
between parking stalls directly in front of the coresporiding sidewalks.
Curb cuts should also be provided to allow for wheel chair access.
C. DECISION
The Planning Director approves SDR 18-84 subject to the following
condition.s

The enclosed material is a Site Developme'it Review application for Phase II of Koll

Business Center, Tigard on S.W. Nimbus Avenue. The zoning designation is "I-P"
(Industrial Park) and is designated "I-L" on the Comprehensive Plan. Phase II will
include approximately 104,625 sq. ft. of building area in four individual structures.
, Phase III development will be included in a future application.
We have reviewed the Tigard Code, Section 18.120 and related development chapters,
. and have embodied the City's development standards in our project. You will note •
the site development data summary on the site plan sheet, which indicates conformance
with the required landscape percentage, lot area coverage, and parking requirements.
. , Conformance with other dimensional standards is shown by a review of the other
drawings in our package. It should be noted that occupants of the proposed buildings
will be consistent with uses permitted by the City Zoning Code, and will be similar
to existing uses in Phase I.
Please note that there are no separate property owners within 100' of our site. In
