APPLICATION: Request by Thomas Holce for Site Development Review approval to
develop a 58,800 square foot industrial building and related facilities on
property zoned I-P (Industrial Park) located on the west side of S.W. Cascade
Blvd. approximately 1500 feet west of Greenburg Road, Tigard (Wash. Co. Tax
Map 1S1 35BB, Tax Lot 501).
DECISION: Notice is hereby given that the Planning Director for the City of
Tigard has APPROVED the above described application subject to certain
conditions. The findings and conclusions on which the Director based his
decision are as noted below.
A. FINDING OF FACT

along the eastern property line and the Southern Pacific Railroad .

fighting water supply consisting of standard fire hydrants having
a minimum aggregate flow of 1150 gpm, spaced within 500 feet of i r ..•
all portions of the building ,shall be required. One hydrant must
be located within 70 feet of the fire department connection to the ,w•
automatic sprinkler system. '

B. ANALYSIS AND CONCLUSION
•
The site plan and landscaping plan are consistent with the applicable
standards of the I-L zone and site development review criteria. Until a

specific use for the building is identified, the actual number of
required parking spaces is difficult to determine. However, the amount
of ' parking provided will be more than adequate to accommodate any
T allowed use in the I-L zone. ;M
The Code does require the installation of secure bicycle parking -

facilities at a ratio of one bike space for every fifteen required
parking spaces. The minimum number of parking spaces that would be
� possible for this building is approximately. 60 spaces. Therefore, four °
r bicycle rack spaces should be provided near one or more of the building
t,ntrances

shall be dedicated to establish a 30-foot right-of-way width from
centerline. However, a condition of approval 'for MLP 3-83 required the

L The following people attended the meeting: Frank Currie and Randy
Clarno, City of Tigard; Dave Larson and Greg Wranac, M/SA.
Met on site of subject project to review the drainage and potential
road improvements.
Dave and 1 briefly described our proposed drainage system draininrg
to the southeasterly portion of the property end into the ditch along
• Cascade. Avenue and crossing Cascade Avenue. Frank Currie felt this
was .a possible solution to the problem and felt better about draining
toward Cascade Boulevard than to the rear of the property and into
the ditch along the railroad. The railroad ditch,drains the majority
of Washington Square and we could have some potential water problems
on our property during periods of heavy reinfall. Frank requested
that M/SA review the release rates at Washington Square. Frank r
• believes the City has documentation for the design flows at Washington
Square and we will review these along with the condition of the ditch
along the railroad right of way to insure that the ditch has capacity
and will not cause a water problem on our property.
We have the option of draining to the ditch or to S. I. Cascade. It
appears the drainage to S.W. Cascade will cause less problem than
to the railroad right of way as it may be difficult to obtain approval
to do the necessary work on railroad property. We also discussed
the potential for on site detention, but Frank+p feeling is that as
close as we are to the downstream end of the drainage system it may
be better not to prov}Ae on site detention assuming we can provide
the necessary piping across S.W. Cascade Blvd.
M/SA will do additional research related to the ditch along the
0, property line and do additional research regarding the release rates
and flows generated upstream by Washington Square and check - -,
capacities of the ditch along the railway and, along S.W. Cascade
-. Blvd. with data available from the C' ty
of Tigard.
