Furthermore, since the city has already t, indicated it would be willing to grant an exception to the setback requirement on the condition of a dedication of land, there is no rationale basis for denying such an exception on the grounds of interfering with light, air, or the need to relocate structures for the eventual widening of streets, therefore, the condition may be attacked as arbitrary and capricious.
